Foss Tugboats Leave Columbia River

Foss Maritime Co. will lay off its 60 workers and leave the Columbia River, OregonLive.com reported. OregonLive said the Seattle company will sell its Columbia River business to Tidewater Barge Lines, which moves grain and other cargo along the Columbia-Snake river system, pitting Tidewater against Shaver Transportation Co. in another line of business, transporting river pilots and maneuvering large cargo vessels in and out of ports. Tidewater Elects President

Tidewater Barge Lines, headquartered in Vancouver, Wash., has appointed Stephen A. Frasher as president and COO. Frasher, who holds an MBA from New York University, has 27 years of experience in the transportation industry, including time with Burlington Northern and Conrail.

Tidewater Barge Lines Selects MarineCFO Enterprise

Foss Sells Selected Assets to Tidewater

Foss Maritime Company announced that it has agreed to sell selected assets, including two tugs and twenty barges currently operating on the Columbia Snake River system, to based Tidewater Barge Lines. Foss made the decision to sell selected assets in order to focus its efforts and investment in its strategic lines of business including ship assist, ocean towing and special projects. The sale will help the company maintain its strategic focus and standards of quality, said Scott Merritt, Foss’ Senior Vice President of Operations, citing the need for additional vessels and upgrades on its existing upriver tugs as contributing to the sale’s timing. “The most important thing for Foss is to ensure that we provide our customers with the highest quality service,” said Mr. Merritt.

Vigor to Build Three Tugboats for Tidewater

Vigor Fab has been awarded a contract by Tidewater Barge Lines of Vancouver, Wash, to construct 3 new tugboats. Construction of the first tug will start on Jan. 24, 2014, with the keel laying (the formal recognition of the start of a ship’s construction) at Vigor’s facility in Portland. Vigor explain that while Tidewater has rebuilt and repowered several of the vessels in its fleet, these tugs will be the first newly built vessels for the company in nearly 30 years. Delivery of the first tug will be in December 2014, with the 2nd and 3rd to follow in 2015.

U.S. Marine Inspectors from Marine Safety Unit (MSU) Portland conducted a field dry dock examination, Wednesday, to educate and train the towing vessel community on new regulatory standards that will come into force in the summer of 2018. Shaver Transportation Company suggested the field outreach event during a U.S. Coast Guard initiated information session the previous week. The information session held at MSU Portland was the second in a series of national outreach forums designed to educate towing vessel operators on the new regulations…

ACL Selected to Serve on the IWUB

American Commercial Lines (ACL) has been selected to serve as a representative on the Inland Waterways Users Board (IWUB), an advisory board established to monitor the Inland Waterways Trust Fund (Fund) and make recommendations to the Army Corps of Engineers and to Congress on investment priorities using resources from the Fund. Comprised of representatives of the barge transportation industry and the customers it serves, the IWUB provides input to help identify and prioritize investment in inland navigation infrastructure.

Frasher Takes Head of Helm at American Commercial

Stephen A. Frasher has been appointed president and CEO of American Commercial Barge Line LLC as well as CEO of Jeffboat LLC, Louisiana Dock Company LLC and American Commercial Terminals LLC. With 31 years of experience in the transportation industry, most recently as president and CEO of Tidewater Holdings, Frasher’s hiring is part of a management transition plan for the retirement of Michael C. Hagen, who plans to step down at the end of October.

Towboat Delivered to Tidewater Transportation & Terminals

Tidewater Transportation and Terminals, headquartered in Vancouver, Washington, has taken delivery of Crown Point, a new custom-built towboat commissioned at Portland’s Vigor Industrial. Crown Point is the first of a series of three towboats being built at Vigor for Tidewater, and will join the company’s current fleet of 16 vessels and 160 barges. Marc Schwartz, Maintenance & Engineering Manager at Tidewater, expressed, “The launching of the Crown Point, and the forthcoming Granite Point and Ryan Point vessels, marks an important step for Tidewater.

Tidewater Signs Construction Contract

Tidewater Inc. announced today that it has entered into a $45 million construction contract with Bollinger Shipyards Lockport LLC for the construction of four (4) offshore supply vessels. The high performance, high capacity 207-foot platform supply vessels will be delivered during the period beginning in October 2003 and ending in May 2004. Prior to entering into the contract, Donald T. "Boysie" Bollinger, chairman and C.E.O. of Bollinger Shipyards, Inc., resigned from his position as a director of Tidewater. Dean Taylor, C.E.O. and president of Tidewater, commented, "It is with mixed emotions that we are making these announcements.

Crowley Orders ATB at Bollinger

Crowley Fuels LLC has signed a contract with Bollinger Shipyards for the construction of a new 100,000-barrel-capacity articulated tug-barge (ATB) to transport multiple clean petroleum products in the Alaska market. The Alaska-class vessel will be built at Bollinger Marine Fabricators Shipyard, in Amelia, La., with an expected delivery in the fourth quarter of 2019. The build contract includes an option for a second ATB. Once built and deployed, Crowley will operate the ATB under a long-term charter with Alaska-based Petro Star Inc.…

62 Barges Break Free on Ohio River

More than five dozen barges have reportedly broken free due to ice and high water at two separate locations on the Ohio River. So far 59 of the 62 breakaway barges have been recovered, according to the U.S. Coast Guard, who said it is working alongside the U.S. Army Corps of Engineers and industry partners in response to the incidents near Pittsburgh, Pa., and Moundsville, W.Va. By Monday, 34 of the reported 35 breakaway barges from fleeting areas at mile maker 94 near Moundsville have been recovered and secured, while 25 of the 27 breakaway barges from Jack’s Run Fleeting area at mile marker 4 near Pittsburgh have been accounted for, and security video has shown seven of the barges went over Emsworth Lock & Dam.

Tidewater To Build New Vessels For $300M

Tidewater Inc. will build new vessels for a total of about $300 million. The company plans to fund the program using its current cash balances, which exceed $150 million, its projected cash flow and its existing $200 million line of credit. Currently, Tidewater is debt-free. The new vessels will include large Anchor Handling Towing Supply vessels and large Platform Supply vessels, company officials said. The company expects delivery of the new vessels to begin in two years.

Unlit Loaded Barge Set Adrift in Columbia River

Coast Guard Sector Columbia River in Warrenton, Ore., received a call from personnel at the Tidewater Barge facility informing them that one of their loaded grain barges was missing from the Hayden Island staging area between Portland, Ore., and Vancouver, Wash. Crewmembers of the Lori B, a passing tug, came upon the 42-foot wide and 252-foot long barge floating near the navigation channel and towed it to back to the staging area. Crews from the Lori B and another tug, Outlaw, inspected the other two staging areas and confirmed all other barges remained securely moored. The Tidewater Barge employee who made the initial report indicated that the mooring cable for the barge was not cut, but the ratchets used to hold it in place appeared to have been intentionally loosened.

Tidewater To Build 12 New Vessels For $305M

Tidewater Inc. has signed contracts with two Far East shipyards for the construction of eight vessels as part of Tidewater's new build program announced in January 2000. It has also announced that its subsidiary, Quality Shipyard L.L.C., will build a total of four vessels. The $305 million in new build commitments falls on the heels of Tidewater's recent purchase of eight similar vessels from The Sanko Steamship Co., Ltd. The eight vessels to be built outside the United States will be comprised of five large 280-ft. anchor handling towing supply vessels with greater than 20,000 hp and three 260-ft. platform supply vessels. The four vessels being built at Quality Shipyard will be similar platform supply vessels and will be built to full Jones Act compliance.

Francois Named CEO of Delta Towing

Hercules Offshore, Inc. has appointed Larry Francois as Chief Executive Officer and President of Delta Towing effective August 20. Delta Towing, a subsidiary of Hercules Offshore, operates a fleet of 96 marine vessels, including 42 inland tugs, 18 offshore tugs and 36 crew boats, as well as 60 barges, including 30 deck barges, 17 shale barges, four spud barges and one offshore barge in the Gulf of Mexico. Larry has over 30 years of industry experience, most recently serving as Sr. Vice President Operations for Trico Marine Services, Inc. Earlier in his career, Francois held numerous operational and management positions in the marine industry…

Tidewater Announces Refinance Package

Tidewater Holdings, Inc. announced that it has entered a $115 million refinance package with Northwest Farm Credit Services. Northwest FCS was the lead arranger and Barclays acted as sole placement agent on the refinance package. Tidewater’s operations include terminal services and tug and barge operations on the Columbia and Snake River systems in the Pacific Northwest. A major part of the company’s business is providing farmers a safe, clean, and economic way of transporting agricultural commodities, primarily wheat, to export grain elevators on the Lower Columbia and Willamette Rivers.  

Tidewater Orders Two LEEVAC Platform Supply Vessels

LEEVAC Shipyards Jennings LLC, Jennings, LA, announced it has signed contracts with Tidewater Marine, LLC of New Orleans, LA to build two LEEVAC Design Services “LDS ” Platform Supply Vessel (PSV), a 300’ x 62’ x 24’ diesel electric PSV with options for two additional vessels. The LDS 300 DE PSV will have a deadweight capacity of 5400 LTs and will carry more than 17,600 barrels of liquid mud. It will be powered by four Caterpillar Model 3516C Tier 3 IMO II Marine variable speed diesel propulsion generator sets rated at 2100kw each.

Shipbuilding: Vigor Industrial Grows Stronger

Vigor Industrial has ballooned from a modest shipyard in Portland, Oregon, to the largest shipbuilder in the Pacific Northwest and Alaska. Vigor increasingly thinks big and builds big. The company’s new floating dry dock will be the largest in the United States. And Vigor wants to get even bigger. CEO and owner Frank Foti expresses an ambition to grow to twice the current size in the “next few years.” Foti, who is also chairman of the Shipbuilder’s Council of America, says he is, “striving for critical mass.
