Training Program Seeks to Develop Alaskan Shipbuilders

A new shipbuilding and repair training program in Alaska aims to develop an advanced manufacturing workforce comprised of state residents. Shipbuilder and repairer Vigor has teamed up with the maritime workforce development network Maritime Works for a public, private and philanthropic initiative called Advancing Alaskan Workers, which will train Alaska’s next generation of advanced manufacturing workers. The initiative strives to combat the high turnover rates seen at Vigor’s Ketchikan shipyard and elsewhere that result when non-Alaskans are recruited to fill the state’s critical skills gap.

Vigor to Acquire Alaska Ship & Drydock

Vigor today announced its plan to acquire Alaska Ship and Drydock Inc. (ASD), further consolidating the business of ship repair on the U.S. West Coast. ASD intends to transition its business and assets to Vigor pending approval of the transfer of ownership by the Alaska Industrial Development and Export Authority (AIDEA), the owner of the Ketchikan Shipyard where ASD is based. The private companies hope to finalize their agreement on or before March 1st. ASD would operate the Ketchikan Shipyard (KSY) as the Alaska Ship & Drydock LLC subsidiary…

Fishing Vessel Major Refit Completed by Jensen

US-based Jensen Maritime, completes a major redesign of the Global Sea-managed fishing vessel 'Bering Defender'. The project, which improved the vessel’s efficiency and hold capacity, outfitted it for pollock fishing in the challenging waters of Alaska’s Bering Sea. The refurbished fishing boat, formerly named Dona Martita, recently arrived in Seattle after departing the East Coast and transiting the Panama Canal. Global Seas, based in Seattle, is an operator of a diverse fleet of research and fishing vessels.

Crowley Orders ATB at Bollinger

Crowley Fuels LLC has signed a contract with Bollinger Shipyards for the construction of a new 100,000-barrel-capacity articulated tug-barge (ATB) to transport multiple clean petroleum products in the Alaska market. The Alaska-class vessel will be built at Bollinger Marine Fabricators Shipyard, in Amelia, La., with an expected delivery in the fourth quarter of 2019. The build contract includes an option for a second ATB. Once built and deployed, Crowley will operate the ATB under a long-term charter with Alaska-based Petro Star Inc.…

Vigor Fab Delivers New Harley Alaskan Barge

Vigor Fab has delivered Harley Marine Services’ newest vessel, the 250’x70’x15’8” 'Iliuliuk Bay' (an Aleut name meaning Big Island). The deck barge is purpose-built to enhance quality of service provided to customers living and working in Alaska. Iliuliuk Bay is in transit to Dutch Harbor and will enter service on November 3rd. Her unique design provides a flexible workhorse that can easily switch between containers and other cargo to serve the diverse needs of Harley Marine’s customers. She will transport a wide variety of cargo between Dutch Harbor and neighboring islands.

TOTE and Carlile Announce New Appointments

TOTE Logistics Inc. parent company of Carlile Transportation Systems announced several new company positions. John Armstrong has accepted the Vice President, Logistics position for Carlile Transportation Systems, Inc. John joins Carlile from sister company Alta Logistics, where he was the Director of Logistics. John has leadership, operations and logistical supply chain management experience. John is familiar with both the Alaska and Pacific Northwest Markets, having worked in Alaska for many years.

Marcon International, Inc. Announces Sale of a 180' Supply Boat

Marcon International, Inc. of Coupeville, Washington has announced the sale of a 180' supply boat to West Coast buyers. Twenty Grand Marine Service, L.L.C. of New Orleans, Louisiana has sold their U.S. flag supply vessel "Toby Tide" to Ocean Marine Services, Inc. of Kirkland, Washington. The ABS +A1 (E) +AMS classed, 180' x 40' x 14' supply vessel was built in 1980 by Halter Marine in New Orleans. She is powered by a pair of CAT D399TA diesel engines producing a total of 2,250HP, turning 76" x 70" props through Reintjes WAV 1400 gears.

US-flag OSV Sold, to Refit for Alaskan Waters

Twenty Grand Marine Service, L.L.C. of New Orleans, Louisiana sells U.S. flag supply vessel “Toby Tide” to Ocean Marine Services, Inc. of Kirkland, Washington. The vessel is being renamed “Sovereign” and upon the vessel's arrival from Port Hueneme to Seattle, she was promptly drydocked in preparation to start working in Alaska. The ABS +A1 (E) +AMS classed, 180’ x 40’ x 14’ supply vessel was built in 1980 by Halter Marine in New Orleans. She is powered by a pair of CAT D399TA diesel engines producing a total of 2,250HP, turning 76” x 70” props through Reintjes WAV 1400 gears which generates a max speed of 12kn and cruising speed of 10kn. Maneuverability is enhanced by a 300 HP Murray Tregurtha BT340 bow thruster.

M/V Aiviq

The M/V Aiviq icebreaker, contracted by Shell Oil to support drilling in Alaska’s Chukchi Sea, was ordered in July 2009 and completed by Edison Chouest Offshore in early 2012. The $200m Aiviq is the largest vessel ever built by Chouest, and will be among the most advanced and powerful, non-military icebreakers on the waters. In order for a ship to be “ice class,” the hull must be thick, and extra girders, beams and bulkheads are needed for structural integrity. The M/V Aiviq icebreaker, contracted by Shell Oil to support drilling in Alaska’s Chukchi Sea, is scheduled to be completed by Louisiana-based Edison Chouest Offshore in early 2012. The vessel, ordered in July 2009, is on track for April 1, 2012, delivery in Galliano, La., and will then head north, according to Shell Oil spokesman Curtis Smith. The $200m Aiviq is the largest vessel ever built by Chouest, and will be among the most advanced and powerful, non-military icebreakers on the waters.

Vigor Industrial: A Rising Star in Shipbuilding in the Pacific Northwest & Alaska Arctic

“There is a resurgence of the marine industry in the Pacific Northwest we haven’t seen for 20 to 30 years now,” said Vince Piscitello, Vice President of Business Development for Vigor Industrial LLC. “The oil and gas industry is really new to our area,” he said, although he expects to see it grow significantly with Shell’s exploration of the Chukchi and Beaufort Seas off Alaska’s northern coast. State run ferry operations in Washington and Alaska are at a point where they must renew fleets built in the 50s and 60s.

Foss Maritime Builds New Ice-Class Tugs as it embarks on a new Arctic Challenge. To support growing Arctic business, Seattle-based Foss Maritime Company is building three ocean-going tugs at its Rainier Shipyard in Oregon on the Columbia River. These 132 feet-long, Ice Class vessels will have strengthened hulls designed to withstand the harsh, Arctic climate conditions into which they will eventually be deployed. Work on the tugs began in July, and the first in the series will be delivered in December 2014.

Alaska Awards Crowley Environmental Contract

Crowley's Ocean Rangers Have Protected Alaska's Environment Since 2008. The State of Alaska's Department of Environmental Conservation (ADEC) has announced that it has awarded a contract to Crowley Maritime Corporation to continue administering the State of Alaska's Ocean Ranger Program, effective November 2011. The contract directs Crowley to recruit, hire, train and organize the logistics of placing Ocean Rangers on board cruise ships each season to act as independent observers and to assure compliance with federal and state environmental health, sanitation and safety requirements.

Coast Guard, Other Agencies Sign Environmental, Response Pact

The Coast Guard recently joined other federal, state and local agencies in Alaska, along with Alaska Inter-Tribal Council, and signed an agreement ensuring the protection of archaeological and historic resources in the state when responding to oil or hazardous material spills.The agreement, between the Alaska-based representatives of the U.S. Coast Guard (USCG), U.S. Environmental Protection Agency (EPA), U.S. Department of the Interior (DOI), U.S. Department of Agriculture, Alaska Department of Natural Resources, and the Alaska Inter-Tribal Council, establishes the guidelines and procedures to obtain pertinent information about archaeological and historic resources that may be at risk in an emergency response to a spill or release.

Washington Court Will Not Hear Alaska Dispute

The Court of Appeals of the State of Washington affirmed the dismissal of a lawsuit on the basis of comity. In the instant case, plaintiff seaman was allegedly injured while working as a crew member on an Alaska state ferry. When the state started handling the injury as a workmen’s compensation issue in accordance with state law, plaintiff filed a declaratory judgment action in Alaska state court. After losing at the trial level, plaintiff appealed in Alaska and brought this separate action in Washington State seeking recovery against the State of Alaska under the federal Jones Act. The Washington appellate court noted that the dispute arose in Alaska, is based on Alaska law, and is being separately litigated in Alaska.

Polar Petroleum Appoints ARCO Alaska Veteran

Polar Petroleum Corp. appointed Mr. Donald W. Brizzolara to the Company's Advisory Board as Chief Geological Advisor. Mr. Brizzolara represents 25 years of experience in oil and gas exploration and development, geology and consulting experience for firms such as ConocoPhillips and Shell. Of particular importance to the Company, Mr. Brizzolara's background includes work on the Prudhoe and Kuparuk fields, which, together constitute the majority of the oil production on the North Slope (51% and 20%, respectively). ConocoPhillips Put Arctic Drilling Plans on Hold

Regulatory uncertainty leads ConocoPhillips to call a halt to its 2014 Chukchi Sea exploration drilling plans. ConocoPhillips say it will put its 2014 Alaska Chukchi Sea exploration drilling plans on hold given the uncertainties of evolving federal regulatory requirements and operational permitting standards. The company has determined it would not be prudent at this time to make the significant monetary commitments needed to preserve the option to drill in 2014. “While we are confident in our own expertise and ability to safely conduct offshore Arctic operations, we believe that more time is needed to ensure that all regulatory stakeholders are aligned,” said Trond-Erik Johansen, President, ConocoPhillips Alaska.

Vigor Renames Fabrication and Alaska Operations

Vigor Industrial announced today that it has renamed two of the company’s subsidiaries. U.S. Fab, Vigor’s fabrication and shipbuilding subsidiary, is now Vigor Fab. Alaska Ship and Drydock, which operates the Ketchikan shipyard in Alaska, is now Vigor Alaska. “It’s about better serving our customers,” explained Frank Foti, president and CEO of Vigor Industrial. •Vigor Shipyards, which provides repair, maintenance and modernization services to the U.S. The changes apply to the names only and do not alter the operating structures of either subsidiary. The new names go into effect immediately.

Commercial Agreement Inked for Alaskan Gasline

Alaskan Governor Sean Parnell welcomed news that a commercial agreement for an Alaska gasline has been signed, marking a major milestone in bringing Alaska’s gas to Alaskans and markets beyond. The agreement, also known as a Heads of Agreement (HOA), was signed by the commissioners of Natural Resources and Revenue, ExxonMobil, BP, ConocoPhillips, TransCanada and the Alaska Gasline Development Corporation (AGDC). The HOA will be subject to public review by the Legislature this session.
