Dennis L. Bryant retired from the U.S. Coast Guard with the rank of Captain after 27 years active duty. His billets included serving on the icebreaker NORTHWIND for several years including in 1969 when it escorted the tanker MANHATTAN through the Northwest Passage (this was back in the old days, when there was real ice in the Arctic). He also spent various tours as a law specialist, including an assignment as the Coast Guard’s Law of the Sea officer.

Maritime casualties have always been tackled by a relatively small, egotistical, passionate and intrepid group of mariners called “salvors.” Salvage as history knows it, however, may be taking a sharp turn as a result of the new game rules being injected by the Oil Pollution Act of 1990 (OPA 90). Back in 2008 the USCG issued the tanker final rule for salvage and marine firefighting (SMFF) under the Oil Pollution Act of 1990.
US Non-tank Vessel Response Plan Approved

T&T Salvage remind that the OPA 90 Vessel Response Plan regulatory package has been approved by the Office of Management and Budget (OMB) & offers its services. On March 9th, 2013, the OPA 90 Vessel Response Plan regulatory package outlining requirements for nontank vessels trading in U.S. waters was approved by the Office of Management and Budget (OMB), jumping the last hurdle in a process which started approximately 8 years ago.

Regulation shapes the workboat industry perhaps more than any other single factor. This regulatory seascape includes a myriad of onerous and ever-changing rules.
