Fincantieri to Adapt FREMM Frigate for US Navy

Shipbuilder Fincantieri Marine Group has announced further details on its plans to adapt its FREMM frigate, already in service for the Italian Navy since 2012, to design the U.S. Navy’s new guided-missile frigate, FFG(X). Fincantieri said it will lead an industry team, including Gibbs & Cox and Trident Maritime Systems, to design and build the ships at its U.S. shipyards, including Fincantieri Marinette Marine (FMM) in Marinette, Wisc. The U.S. House Subcommittee on Coast Guard and Maritime Transportation today heard first hand about America’s booming domestic maritime industry from Mark Tabbutt, Chairman of the Board of Saltchuk, one of the country’s most recognized transportation and distribution companies, who was testifying on behalf of the American Maritime Partnership (AMP). Tabbutt told Subcommittee Chairman Duncan Hunter (R-Calif.) and Ranking Member Rep. John Garamendi (D-Calif.) that American maritime, supported by the Jones Act, is strong, vibrant, and growing.

Maritime Industry Welcomes Secretary Foxx to New Post

Cruise Vessel Act Cleared

The Senate Commerce Committee this week gave unanimous approval to S. 127, the United States Cruise Vessel Act. Senator John McCain, the sponsor of the legislation, characterizes it as an effort to "jump start" the introduction of large cruise ships (greater than 20,000 gt and with overnight accommodations for at least 800 passengers) into the coastwise trade. The key feature of the legislation allows a vessel operator to acquire a foreign-built cruise ship and place in under U.S. registry for coastwise service, provided he also builds replacement ships in an American shipyard.

Passenger Vessel Association Opposes Bill Allowing Foreign-Flagged Ships to Compete with U.S. Passenger Vessels

Alexandria, VA:The Board of Directors of the Passenger Vessel Association (PVA) yesterday unanimously voted to oppose enactment of a bill in the U.S. House of Representatives that would allow foreign-flagged passenger vessels to directly compete with their American-flagged counterparts. The PVA Board action reaffirmed support of the Passenger Vessel Services Act (PVSA) which reserves the commercial carriage of passengers between U.S. ports for vessels that are U.S.-flagged, U.S.-owned, U.S.-built, and U.S.-crewed. MarAd Approves $210.9M in Title XI Loan Guarantees

The Maritime Administration today announced the approval of a $210.9 million Title XI loan guarantee supporting the recent construction of two articulated tug-barge units that are currently in service on Delaware Bay.   Construction of the barge units involved five American shipyards, including Bender Shipbuilding & Repair, Inc., in Mobile, Alabama, and Tampa, Florida; VT Halter Marine; Atlantic Marine; Tampa Ship; and International Ship Repair.  The federal loan guarantee is for OSG Delaware Lightering, LLC, a subsidiary of Overseas Shipholding Group, Inc.  MARAD‚Äôs Title XI program promotes the growth and modernization of America‚Äôs merchant marine industry while enabling owners of eligible vessels or eligible shipyards to obtain suitable long-term financing.

At the inaugural recent Tradewinds Jones Act Forum, MARAD Acting Administrator Paul 'Chip'  Jaenichen discussed the changes affecting the coastwise U.S.-flag maritime industry -- also known as the Jones Act fleet. Since its enactment, the Jones Act continues to ensure a level playing field for U.S. vessels moving cargo within the nation. The Act keeps skilled American mariners employed aboard American ships by requiring that products moved between U.S. ports be carried by U.S. vessels manned by U.S. crews.

The Department of Transportation announced that the last of ’s famous ships, the Arthur M. Huddell, will be towed from the James River Reserve Fleet site at , , to , on July 28, to prepare the World War II-era vessel for a cross-Atlantic tow to its new homeport in . Greek officials say the ship will become a merchant marine museum of that nation’s shipping industry. While in , the Huddell will be berthed at the W3 Marine facility while the cross-Atlantic tow-prep is performed by a local Hampton Roads marine services company.

Viega Becomes Partner Member with SCA

Viega LLC has announced its membership with Shipbuilders Council of America (SCA), making it the first member representing the state of Kansas. SCA‚Äôs mission aims to support and promote the American shipyard industry, which includes ship builders, repairers and the associated supplier base, by providing strategic information and expertise for Viega‚Äôs membership and advocating on their behalf before Congress, the executive branch and the media. ‚ÄúViega understands the importance of supporting the SCA and its members to help U.S. shipbuilders construct and repair today‚Äôs ships with tomorrow‚Äôs technology,‚ÄĚ said Paul Switzer, Technical Manager, shipbuilding and offshore with Viega.

Greenstone II to Depart Port of Duluth-Superior

The tank barge Greenstone II, the first vessel to be built by Superior’s Fraser Shipyards in nearly 40 years, is tentatively scheduled to depart the Port of Duluth-Superior on Monday, May 24, the Duluth Seaway Port Authority reported today. Fraser Shipyard floated the Greenstone II at its dry dock today (May 21), and has scheduled the Marine Tech, Duluth, tug Miss Laura to escort the vessel to Houghton, Mich. The Greenstone II is a double-hulled fuel barge that will operate between Houghton and Isle Royale National Park, replacing the single hulled barge Greenstone that was retired last year. Fraser Shipyards, whose predecessors date back 113-years, is the only remaining major American shipyard and dry dock operation on the western end of the Great Lakes.

Maritime Administration announced funding availability for small U.S. The U.S. Department of Transportation’s Maritime Administration (MARAD) today announced the availability of $4.9 million in Federal funding to support capital improvements and employee training at small U.S. shipyards. The grants, provided through the Small Shipyard Grant Program, will support efficiency improvements and modernizations that allow U.S. shipyards to compete more effectively in the global marketplace.

The House Armed Services Seapower and Expeditionary Forces Subcommittee received testimony on the Federal Ship Loan Guarantee Program, also known as Title XI, which facilitates financing of commercial ship construction in U.S. shipyards. Cynthia L. U.S. Shipyard Design Enhancement Project Gets NSRP Funding

The development of key features in ShipConstructor will be funded by the Second-Tier Shipyard Design Enhancement Project II, which recently received significant funding from the National Shipbuilding Research Program (NSRP) Advanced Shipbuilding Enterprise. The project, headed by Bender Shipbuilding & Repair Co., Inc., includes seven shipyards and four naval architect firms, representing the core of second-tier shipbuilding and ship design in the United States. The overall goal of the project is to provide U.S. second-tier shipyards with a state-of-the-art design system that will enhance their global competitiveness. Albacore Research Ltd. (ARL) will extend ShipConstructor’s capabilities to fully meet the design requirements of the U.S. second-tier shipyard industry.

Fireworks marked the first cut of steel in a ceremony last night as construction of TOTE, Inc.‚Äôs new Marlin Class, the first liquefied natural gas (LNG)-powered containership in the world, began at the General Dynamics NASSCO shipyard in San Diego, Calif. ‚ÄúThese ships, will be the most advanced, environmentally progressive vessels of their kind,‚ÄĚ state Representative Duncan Hunter (R-Calif.), Chairman of the House Subcommittee on Coast Guard and Maritime Transportation said, ‚Äúbut they also represent $350 million in U.S. The Marlin class vessels mark a new age in American shipbuilding.

For many years Houma Fabricators, Houma, La. built passenger boats, offshore boats and other steel hulled vessels much like a dozen other shipyards in the Gulf south. In the mid-90's they built several large gaming boats for Iowa entrepreneur Bob Kehl. If you hadn't stopped by Houma Fabricators for the past two years, today you would not recognize the place. Purchased by Shipyard De Hoop of the Netherlands in 2001, the shipyard has undergone an amazing transformation with an $8.6 million expansion. The Dutch shipyard is turning the 42-acre Houma site into a shipyard to resemble the company's main facility in Lobith, Netherlands. AMP Opposes Amendment to Eliminate US Shipbuilding

American Maritime Partnership (AMP) issued a statement opposing Senator John McCain’s recent measure to eliminate the U.S. shipbuilding industry. AMP said U.S. shipbuilding is critical to supporting America’s military power and defense needs employs hundreds of thousands of Americans and pumps tens of billions of dollars into the U.S. economy. “The McCain amendment would gut the nation’s shipbuilding capacity, outsource our U.S. Naval shipbuilding to foreign builders and cost hundreds of thousands of family-wage jobs across this country," said AMP Chairman Tom Allegretti.
