Michael J. Dumont started his tenure as interim president of California State University (CSU) Maritime Academy.Aside from service as a reserve military officer, Dumont was a senior executive in several agencies of the Federal government. Earlier in his career he was a litigation attorney with a private law firm representing aviation and maritime businesses, municipal governments, and institutions of higher education. He later served with the U.S. Department of Justice where he handled aviation and admiralty litigation before leading major white-collar criminal investigations.

The United States' Bureau of Ocean Energy Management (BOEM) on Tuesday announced Karen J. Baker will lead its Office of Renewable Energy Programs (OREP).BOEM, an agency within the Department of the Interior, manages U.S. offshore energy resources.As Chief of BOEM's OREP, Baker will oversee the development of renewable energy resources on the Outer Continental Shelf through planning, stakeholder engagement, environmental analysis and technical review.“We’re very excited to add Ms. Baker to our team at such a pivotal time in offshore wind development,” said BOEM Director Amanda Lefton.

The U.S. Merchant Marine Academy at Kings Point (USMMA) announced today that John R. Ballard, Ph.D., has been named the new Academic Dean and Provost at the federal service academy. In this position, Dr. Ballard will serve as the chief academic officer and principal advisor to the Superintendent in all matters relating to the academic program and faculty. He will also co-chair the educational priority working group for the recently released USMMA strategic plan.Dr. Ballard served as a Marine Infantry officer immediately following graduation from the U.S. Naval Academy.

Adm. John M. Richardson, director, Naval Nuclear Propulsion Program, was confirmed by the Senate as the 31st Chief of Naval Operations (CNO) Aug. Richardson will replace Adm. Jonathan W. Greenert who has been CNO since September 2011. Vice Adm. Frank Caldwell, who was also confirmed by the Senate today, will succeed Richardson later this month as the director, Naval Nuclear Propulsion Program. "I am honored and humbled to have been nominated and confirmed to succeed Adm. Greenert as our Navy's next chief of naval operations," Richardson said. "Adm.

Defense Secretary Ashton Carter announced today during a Pentagon press briefing that he has recommended Adm. John M. Richardson as the next Chief of Naval Operations (CNO). A career submarine officer, Richardson is currently director, Naval Nuclear Propulsion Program. If confirmed, Richardson will replace Adm. Jonathan W. Greenert who has been CNO since September 2011. Greenert will retire this fall after 40 years of naval service. "John Richardson is one of our finest officers and I have great confidence that he is the right leader for our Navy," said Secretary of the Navy Ray Mabus. Greenert also praised Richardson if confirmed, "Admiral John Richardson is an ideal strategic leader to keep our Navy moving forward," he said.

Huntington Ingalls Industries (HII) announced today that Capt. Kevin Brenton (U.S. Navy, Ret.) has joined the company as corporate director of customer affairs for submarine programs. Brenton served most recently as deputy director of the Navy's Strategic Systems Programs, overseeing strategic weapons systems. He began his new position on Monday. "Kevin brings a wealth of leadership and maritime experience to our company, and he is going to be an excellent fit for our team," said Marty Chanik, HII's corporate vice president, customer affairs for Newport News Shipbuilding.

Rear Adm. P. Gardner Howe III relieved Rear Adm. Walter E. "Ted" Carter Jr., as the 55th president and first Navy SEAL in command of the U.S. Naval War College (NWC) in Newport, Rhode Island, during a change of command ceremony with the Chief of Naval Operations (CNO) Adm. Jonathan Greenert, informs  U.S. Naval War College Public Affairs. Rear Adm. Howe, a U.S. Naval Academy, Naval Postgraduate School and National War College graduate, holds dual Master of Arts degrees in national security and reports from his most recent assignment as commander of Special Operations Command, Pacific. "For the first time in the 130 year history of the NWC, this institution will be led by a member of the naval special warfare community, better known as the SEALs.

Huntington Ingalls Industries (NYSE:HII) announced today that Capt. Jonathan Padfield (U.S. Navy, Ret.) has joined the company as Corporate Director of Customer Affairs for amphibious programs. Padfield, whose last assignment for the Navy was commanding officer, Assault Craft Unit Five, began his new position on Monday. "Jon brings a wealth of leadership and maritime experience to our company, and he is going to be an excellent fit for our team," said Dan Holloway, HII's corporate Vice President, customer affairs. "His extensive naval career provides him with a vast understanding and at-sea knowledge of amphibious warships and how they operate and support U.S. Marine Corps and Navy missions.

Retired Rear Admiral, U.S. Navy, Philip H. Greene, Jr., has been named vice president of TOTE, Inc. Greene will join TOTE, Inc. in early September 2012, leading efforts to further serve government and military accounts in the organization’s maritime, logistics and services companies. After a distinguished 32-year career in the U.S. Navy, Greene served as the eleventh superintendent of the U.S. Merchant Marine Academy, Kings Point, NY. Most recently Greene held the U.S. Department of Transportation Chair at the National Defense University, Washington, D.C. “The addition of Admiral Greene to the TOTE, Inc. leadership team is an important step in creating a cohesive and concentrated effort in serving the government and military sector of our business.

James Stark was named Executive Director of the Gulf Intracoastal Canal Association (GICA), effective July 6, 2010. GICA’s mission is to ensure the Gulf Intracoastal Waterway is maintained, operated and improved to provide the safest, most efficient, economical and environmentally-sound water transportation route in our nation. Stark most recently has been consulting on the response and recovery operations associated with the Deepwater Horizon Spill in the Gulf of Mexico. He also served as the Federal Emergency Management Agency (FEMA) Assistant Administrator for Gulf Coast Recovery.

Northrop Grumman Corporation (NYSE:NOC) has named Paul F. Sullivan vice president of operations for its Naval and Marine Systems Division (N&MSD) at the company's Electronic Systems sector, effective immediately. In his new position, Sullivan will have executive responsibility for all phases of the division's Department of Defense and Homeland Security programs, along with division responsibility for strategy development, customer engagement, and Navy-related program execution. He will also oversee N&MSD's restricted programs and cross-company collaboration.

The crew of the Coast Guard Cutter Harriet Lane will welcome a new commanding officer in a change of command ceremony here Tuesday at 10 a.m. The crew will welcome Cmdr. John W. McKinley and bid farewell to Capt. Christopher P. Scraba. McKinley comes to the Harriet Lane from an assignment as executive officer aboard the Coast Guard Cutter Boutwell, homeported in Alameda, Calif. McKinley graduated from George Mason University in 1989 with a Bachelor of Science degree in Public Administration. In 1990, he graduated from the Coast Guard's Officer Candidate School in Yorktown, Va. From January to July 2003, McKinley deployed to the Middle East as the first officer in charge…
