MARAD Announces $500 Million in Funding for Port Infrastructure

As a part of President Biden’s Investing in America agenda, the U.S. Department of Transportation’s Maritime Administration (MARAD) published a Notice of Funding Opportunity (NOFO) for $500 million in Federal Fiscal Year 2024 funding through MARAD’s Port Infrastructure Development Program (PIDP).Investments made under the PIDP focus on modernizing the Nation’s coastal and inland waterway ports as well as strengthening its supply chains and economic security for generations to come.

AAPA Says Senate Cuts Key Port Grant Program

The American Association of Port Authorities (AAPA) is very concerned with the U.S. Senate’s approval of a fiscal 2020 appropriations bill that cuts funding by more than two-thirds to a U.S. Department of Transportation Maritime Administration (MARAD) program that provides critical grants for port infrastructure projects nationwide.MARAD’s Port Infrastructure Development Program, initiated last year and funded at $292.73 million, would be slashed to $91.6 million if the Senate’s appropriation mark is upheld in the final bill.Not only would funding for the program be severely cut, the Senate bill requires deep-draft coastal ports and shallow-draft inland waterways ports share those funds, which wasn’t the case last year.

When enough to meet the need is not enough to get the help.From my office window in downtown St. Louis, I can see a dramatic illustration of the inefficiency in how our country moves freight. My office faces east, and I look down on a stretch of Interstate 70, that major east-west highway that runs from Baltimore to Interstate 15 in Utah. It is not unusual to see the traffic on this highway heavily congested, even at a standstill at times. This congested traffic usually includes many tractor-trailer trucks.

Columbia Gets USD 229.23 mln for Port Projects

U.S. Transportation Secretary Elaine L. Chao announced 14 grants, which go to port-related projects, are made through the Better Utilizing Investments to Leverage Development (BUILD) Transportation Grants program.Port-related projects will receive a total of $229.23 million, said a press release from American Association of Port Authorities (AAPA).“BUILD transportation grants are major investments in road, rail, transit, and port projects that serve as a down payment on this administration’s commitment to America’s infrastructure,” said Secretary Chao.Kurt Nagle, president and CEO of  AAPA said the trade association believes it’s important for America’s seaports to be key components of USDOT’s BUILD discretionary grants program because of the critical role ports play in moving goods…

AAPA Pushes for $66 bln for Port Upgrades

The American Association of Port Authorities (AAPA) has identified $66 billion in potential federal waterside and landside investments over the next decade that will help assure the benefits from an anticipated $155 billion in port-related capital infrastructure investments. AAPA Chairman-Elect William Friedman provided examples of waterside infrastructure needs, and offered recommendations for water resources legislation to enhance the U.S. Army Corps of Engineers navigation program during a senate committee. Friedman presented his case before the US Senate Committee on Environment and Public Works (EPW) in a hearing titled ‘America’s Water Infrastructure Needs and Challenges’.

U.S.House Passes New Water-Resources Measure

Today's passage of S.612, the Water Infrastructure Improvement for the Nation Act (WIIN), formerly known as Water Resources Development Act (WRDA), by the U.S. House of Representatives, moves the Charleston Harbor Deepening Project closer to securing the authorization necessary to begin construction. U.S. Awards $61.8 Mln for Port Projects

U.S. Transportation Secretary Anthony Fox today announced 40 awards totaling nearly $500 million in funding for the  FY 2016 Transportation Investment Generating Economic Recovery (TIGER) grants. Of the 585 applications submitted totaling $9.3 billion in requests, six awards totaling $61.8 million – or about 12.36 percent of the total funding – are going to commercial seaports or projects that directly aid the efficient movement of goods to and from America’s ports. Port applications totaled 9 percent, or 53, of the total 585 submitted. In his written statement, Sec. AAPA, USDOT to Commemorate NM Day Jointly

A little-known annual American commemoration is coming up again on May 22 - National Maritime Day. It was declared by Congress in 1933 to call attention to America’s proud maritime heritage and to honor the men and women who serve and have served as U.S. merchant mariners. It’s also a day to recognize and reflect on the rewards that America’s ports bring the country in terms of jobs, economic development, goods movement and international competitiveness. Survey Shows U.S. Ports Plan Big Investments In Capital Projects. In its just-released 2016-2020 Port Planned Infrastructure Investment Survey, the American Association of Port Authorities (AAPA) – the unified and recognized voice of seaports in the Americas – asked its U.S. member ports how much they and their private-sector partners plan to spend on port-related freight and passenger infrastructure over the next five years. The answer was a whopping $154.8 billion. AAPA then contrasted that number with what it believes is the “best-case” scenario for investments by the federal government into U.S. ports, including their land- and water-side connections, through 2020. The answer was just $24.825 billion.

US Port Projects Awarded $44.3 Mln in Grants

After evaluating 627 applications, 50 of which were from ports, for the FY 2015 Transportation Investment Generating Economic Recovery (TIGER) grants, U.S. Department of Transportation (USDOT) Secretary Anthony Foxx today announced 39 awards for $500 million in funding to be made in the seventh round of this multimodal, discretionary grant program. Of those, five awards totaling $44.3 million, or about 9 percent of total funding, are going to commercial seaports or to projects that directly aid the efficient movement of goods to and from America’s ports.

Funding Only Bright Spot in President’s Budget - AAPA

The American Association of Port Authorities (AAPA), the recognized and authoritative voice of the seaport industry, yesterday noted some positive aspects but mostly disappointment over the funding levels and programmatic changes in federal port-related programs that were proposed today in President Obama’s fiscal 2016 budget. “International trade now accounts for fully 30 percent of the U.S. economy,” said Kurt Nagle, AAPA’s president and CEO. AAPA: FY’15 ‘Cromnibus’ Bill Supports Ports

Significant increases seen for Corps’ seaport programs & EPA’s DERA grants. In reviewing the proposed $1.01 trillion Consolidated and Further Continuing Appropriations Act of 2015 hammered out in Congress late yesterday, the American Association of Port Authorities (AAPA) noted that there are significant increases for the U.S. Army Corps of Engineers’ Harbor Maintenance Tax (HMT) operations and maintenance (O&M) activities and construction budgets, and for the Environmental Protection Agency’s Diesel Emissions Reduction Act (DERA) grants program.

USDOT Award Tiger Vl Maritime Grants

 (AAPA) say that after evaluating 797 applications totaling requests for $9 billion for FY 2014 Transportation Investment Generating Economic Recovery (TIGER) grants, U.S. Department of Transportation (USDOT) Secretary Anthony Foxx has announced 72 awards totaling $584 million will be distributed in the sixth round of this multimodal, discretionary grant program. Another $54,469,652 comprising five awards, which is equal to about 9 percent of the total funding, is going to what USDOT classifies as “freight rail” projects. Like freight rail, millions more are being awarded to various road and planning projects which aid in the movement of freight into and out of America’s seaports. WRRDA Conference Report Released

The Conference Report to H.R. 3080, the Water Resources Reform and Development Act (WRRDA), was filed in the U.S. House of Representatives today, introduced in the House by Committee Chairman Bill Shuster (R-Pa.), Committee Ranking Member Nick J. Rahall, II (D-W.Va.), Water Resources and Environment Subcommittee Chairman Bob Gibbs (R-Ohio), and Subcommittee Ranking Member Tim Bishop (D-N.Y.). H.R. 3080 passed the House by a vote of 417 to 3 on October 23, 2013. House and Senate conferees reached agreement on a final measure last week, and now both Houses of Congress must approve the Conference Report in order to send it to the President to be signed into law.

Panama Canal May be a Game-Changer Says FMC Commissioner

FMC Commissioner William P. The Panama Canal may remake world trade patterns. To be finished in 2015, the $5-billion expansion of the Panama Canal will create a third lane accommodating mega-ships nearly three times larger than previously passable and this may significantly reduce shipping time to Asia. The expansion impacts state ports, rail lines, trucking and cargo movement from the south and east to the west. The U.S., once an importer of natural gas, could see new shale gas development, LNG projects, and the faster shipping lanes open new Asian markets.

The American Association of Port Authorities (AAPA), on behalf of its United States member seaports, expresses both encouragement and disappointment over the funding levels and programmatic changes in federal port-related programs proposed in the President’s FY 2015 budget. While the President’s budget proposal included funding for a new National Infrastructure Investment program, it also decreases funding for the Corps of Engineers’ modernization and maintenance programs for seaports and eliminates the Environmental Protection Agency’s (EPA) Diesel Emissions Reduction Act grant program.
