The Port of Los Angeles announced it has appointed Dina Aryan-Zahlan to Chief Harbor Engineer, lead of the Port’s Engineering Division. Project Manager to Temporarily Lead Alaska Operations. Cook Inlet Tug & Barge (CITB), an independently managed subsidiary of Foss Maritime Company, announced that Foss project manager Amber Thomas has been selected as interim Business Operations Manager for Anchorage. Beginning January 2, Thomas will serve as the central point person for administrative and commercial operations, leading all shoreside activities in Anchorage and Seward. Thomas will take on the temporary position while the search continues for a new president to replace former CITB head Ben Stevens.

Robert Johansen has been named Director of the Ports & Marine Western Division at Parsons Brinckerhoff, a global engineering and design firm. Johansen will be responsible for business development and the management of design and construction projects for port and marine facilities in California, Oregon, Washington, Alaska, Hawaii, and Guam. He will be based in Parsons Brinckerhoff’s Oakland office. BMT Fleet Technology Ltd., a subsidiary of BMT Group Ltd., an international maritime design, engineering and risk management consultancy, has announced the appointment of Darcy Byrtus as President. Darcy joins BMT from General Dynamics Canada where he held the post of Director of Business Development for Naval Programs and Project Management. There, he was responsible for the strategic planning, opportunity identification and pursuit for all naval programs and for the promotion of General Dynamics’ capabilities to the Canadian Department of National Defence.

Houston, TX (21 July 2011) – AMEC, the international engineering and project management company, has named  Andy Sallis to the position of President, AMEC Oil & Gas Americas, responsible for Houston-based project operations, including supervision of joint ventures AMEC Black & McDonald in Canada and Paragon Angola in West Africa. Previously, Mr. Sallis served as Senior Vice President, Business Capture and Delivery, for AMEC Paragon, the oil and gas business unit of AMEC Natural Resources Americas.

Crowley Maritime Corporation announced that Bill Hill has joined the company's energy and marine services group in Anchorage as director of business development. In this role, he will have responsibility for the sales and operation of the North Slope businesses and will work to develop additional opportunities in Alaska as well as the Canadian and Russian Arctic. Hill will report to Bruce Harland, vice president, Alaska contract services. Hill has extensive experience in project management, module construction and transportation, on the North Slope and in Russia.

As Bollinger Lockport New Construction (BLN) continues to grow, Bollinger Shipyards, Inc. announces changes to its managerial staff. Dennis Fanguy has been appointed to the position of vice president of quality management system where his responsibilities will encompass the programs in quality assurance / quality control, process improvement, accuracy control and test and trial groups for BLN, as well as the company’s ISO program. Fanguy has been with Bollinger for twenty-one years. He headed the design team for 115 patrol boats built by Bollinger for the U.S. Coast Guard. He also headed the team that designed the only fleet of U.S. Navy Fast Patrol boats ever built, which were also constructed at Bollinger. Fanguy is a graduate of the University of New Orleans in Electrical Engineering.

Nick Candela, a Project Management Professional (PMP), has joined Paragon Engineering Services, Inc., of Houston as manager of Project Controls, responsible for staffing project controls personnel on Paragon projects both in Houston and worldwide. Candela’s immediate role involves enhancing Paragon’s project controls systems through the development of standards and procedures for planning, scheduling, cost control, progress measurement and change management. Candela also is developing corresponding training programs for project managers, lead engineers and project controls personnel in these essential functions. Candela brings more than 20 years’ experience leading capital project teams in global environments.
