The United States will send two warships to the Black Sea next week, Turkey said on Friday as Russia, which has beefed up its military forces near Ukraine, accused non-coastal NATO powers of increasing naval activity in the region.Washington says Russia has amassed more troops on Ukraine’s eastern border than at any time since 2014, when it annexed Crimea from Ukraine and backed pro-Russian separatists in the eastern Donbass region of Ukraine.Violence has flared between Ukrainian troops and the separatists, spurring fears of a major escalation.

Many agency appointments are agreed on the basis of a telephone conversation or simple exchange of emails and this new form formalises that exchange by clearly setting out the details of both parties, the basis of the remuneration and, importantly, stating the responsibilities and obligations of the parties to the agreement. The agreement was drafted over a period of some eight months by a small group comprising senior members of FONASBA and BIMCO.

Australian Defence Minister Kevin Andrews has requested Japan to participate in procedures to become Australia's partner in a project to jointly develop next-generation submarines. Andrews made the request in a telephone conversation with Japanese Defence Minister Gen Nakatani who responded positively, Japan's Jiji Press news agency reported. In their telephone conversation, Andrews was quoted as telling Nakatani that Australia hopes to study the feasibility of the two countries jointly developing a submarine, as Japan has the necessary technology, Japan’s public broadcaster NHK reported. "Australia will initiate a procedure to choose a partner for the development, and asks Japan to consider joining the procedure," the minister said.

Vietnam pledged on Saturday to quell any outbreak of violence after protests against Beijing this week devastated key industrial centers, due to discontent with the Asian giant oil drilling in a disputed area in the South China Sea South. The principal investigator of the Vietnamese police defended the security forces, accused of failing to control disorder and said "illegal acts" will not tolerate a day before planned protests against China in its major cities. Hoang Kong Tu said to the media that the authorities would apply the full force of the law and that the violence Tuesday and Wednesday would not be repeated, when groups of protesters attacked industrial parks in three provinces vital for the economy and exports Vietnamese.

ITIC says that the failure of shipbrokers to follow up on time-sensitive messages can have serious financial consequences, particularly in fluctuating spot markets. In its latest Claims Review, ITIC cites the case of a ship fixed for a trip time charter for two voyages, with an option for a third. The option was to be declared by the charterers on completion of loading for the second voyage. The fixture had been negotiated through brokers in two different offices of the same company.

During a telephone conversation today with Dr. Dolores Etter, Assistant Secretary of the Navy for Research, Development, and Acquisition, U.S. Senator Susan Collins was informed that the U.S. Navy has decided that Bath Iron Works (BIW) will build the first DDG-1000 Zumwalt class destroyer. "This is wonderful news for the skilled men and women of Bath Iron Works," said Senator Collins, a member of the Senate Armed Services Committee. "The Navy has decided that BIW will get the first set of Government Supplied Equipment (GSE), which includes materials such as the radar and guns purchased from other contractors, for installation on the first DDG-1000.
