During a ceremony held on July 30th at the U.S. Coast Guard Yard complex, Rear Admiral Dale G. Gabel, Coast Guard Assistant Commandant for Engineering and Logistics, presented the 2007 Lucas Plaque Award to the Coast Guard Engineering Logistics Center (ELC). Sponsored by the American Society of Naval Engineers, the Lucas Plaque is presented as an award of excellence to a Coast Guard Naval Engineering organization that has made an outstanding contribution to the Coast Guard Naval Engineering program.
The ELC is located in Baltimore, MD and its workforce of 550 military and civilian members provide engineering and supply support to all U.S. Coast Guard cutters, boats, and shore stations.
The ELC was recognized for surpassing all expectations of readiness, stewardship, and business effectiveness and was specifically cited for expertly performing its roles as platform, equipment and supply manager for 29 cutter and standard boat classes comprised of 1330 operational assets. The ELC has played a critical role in ensuring that Coast Guard assets were capable of completing their operational missions. ELC technical experts excelled as critical design agents and logistics advocates, reviewing all new design and configuration recommendations, as well as proposed logistics procedures for the new Deepwater fleet. The ELC also developed 50 engineering changes under the Mission Effectiveness Project (MEP) being performed at the USCG Yard. The MEP is a very successful multi-million dollar project intended to ensure operational readiness of existing cutters until the new Deepwater fleet is delivered. Additionally, ELC instituted an innovative quality assurance program which dramatically improved the quality of critical items it provides to the fleet.
As acknowledged in the award citation, the ELC continues to focus on its mission of delivering the right parts, information and service support at the right time, place and cost to maximize their customer's operational capability and effectiveness. Accepting the award on behalf of the ELC were CAPT Paul Roden (Commanding Officer), Ms. Joann Manigault, Mr. Dennis Covert, Petty Officer Nadine Torres, Petty Officer Sean Foster, Mr. Michael Parrish, Mr. Tim Curry, Ms. Shawn Sturgis, Mr. Matt Wentzler, Ms. Cassandra Ross and Chief Warrant Officer David Forrest.
