Defining Debris?

The US Coast Guard and the National Oceanic and Atmospheric Administration (NOAA) are proposing to define marine debris for purposes of the Marine Debris Research, Prevention, and Reduction Act.  As proposed, the definition would be any persistent solid material that is manufactured or processed and directly or indirectly, intentionally or unintentionally, disposed of or abandoned into the marine environment or the Great Lakes.  Comments on the proposal should be submitted by July 28.  73 Fed.
