USCG – Dangerous Cargo Definition and eNOA/D

The U.S. Coast Guard is making permanent its prior temporary rule amending the definition of “certain dangerous cargoes” and adding an option for vessels to submit notices of arrival electronically. The definitional change added ammonium nitrate and ammonium nitrate-based fertilizers, in bulk, and propylene oxide, alone or mixed with ethylene oxide, in bulk, to the list of certain dangerous cargoes for which a Notice of Arrival (NOA) is required. Comments on the new rule should be submitted by March 16, 2006. Source: HK Law
