USCG Leadership Development Center Change of Command

The Coast Guard’s Leadership Develop Center will have its first change of command ceremony Thursday, July 31 at 11 a.m. in front of Yeaton Hall at the U.S. Coast Guard Academy in New London, Conn.

The change of command ceremony provides a time-honored ritual that has remained essentially unchanged for centuries of naval history. Signifying the transfer of responsibility, authority and accountability to the assembled crew, the tradition represents the Coast Guard men and women who have stated the words and assumed the command.

In following that tradition, New London native and the first Commanding Officer of the Leadership Development Center, Capt. Andrea M. Marcille, will be relieved by Capt. Gregory D. Wisener. 

Following her relief, Marcille will retire from 25 years of active duty Coast Guard service.

The Leadership Development Center was founded in 1998 as a division of the U.S. Coast Guard Academy and established as its own unit in 2013.  The Leadership Development Center is an educational center of leadership excellence for the entire Coast Guard.  Over 5,000 students per year attend over 20 college-accredited courses through the American Council of Education in the following departments:

  • Chief Petty Officer Academy
  • Command and Operations
  • Leadership and Organizational Performance
  • Officer Accessions and Transition

With detachment units in Yorktown, Va. and Petaluma, Calif., the Leadership Development Center is located aboard the U.S. Coast Guard Academy on the Thames River in New London, Conn.

The Leadership Development Center serves active and reserve duty officers, enlisted, officer candidates, cadets, auxiliary members, and civilians of the Coast Guard through resident and non-resident classroom training, unit level programs, as well as web-based programs.  These delivery strategies combine to facilitate leadership development that translates into enhanced mission performance.
