The U.S. Coast Guard issued a Navigation and Vessel Inspection Circular (NVIC) providing guidance for development of marine pollution emergency plans for noxious liquid substances (NLS) pursuant to Regulation 16 of Annex II of MARPOL 73/78. The NVIC will also be used in compliance determinations on foreign vessels calling in U.S. ports.
