Pluta to Oversee Homeland Security at UNITECH

UNITECH (Universal Systems & Technology, Inc.) has appointed Rear Adm. Paul J. Pluta, USCG (retired), to the position of senior vice president for homeland security.

Adm. Pluta, who served as the assistant commandant for Marine Safety, Security and Environmental Protection was instrumental in pulling together the new port security requirements for U.S. waterways in the days following the terrorist attacks. He brings to UNITECH more than 36 years of distinguished Coast Guard experience, where he will manage the port security, emergency response offerings, and day-to-day operations of the Homeland Security division of the firm. In addition, he is charged with programmatic plans for homeland security activities for both domestic and international markets. During his most recent position as assistant commandant for Marine Safety, Security, and Environmental Protection, Adm. Pluta served as the program director and senior agency official for three major operational programs – marine safety, maritime security and environmental protection. He directed national and international regulatory programs for commercial vessel safety, port safety and security, waterways management, and marine environmental protection. Adm. Pluta was the senior U.S. official representing the U.S. at the United Nations International Maritime Organization, where all international maritime standards are negotiated. Additionally, he was the agency representative to the Office of Homeland Security Container Security Working Group and Department of Transportation (DOT) National Infrastructure Security Committee.

Adm. Pluta is a 1967 graduate of the U.S. Coast Guard Academy. He holds an M.S.E. degree in naval architecture and marine engineering from the University of Michigan. He has received a number of Coast Guard awards as well as recognition for outstanding achievement from the Department of Transportation.
