Ecochlor and SINOTECH have announced a new agreement to advance long-term sales, marketing and technical assistance and to foster mutual maritime relationships worldwide.The recent signing of a Strategic Cooperation Framework Agreement, in the form of a Memorandum of Understanding (MoU), has formalized the alliance between Ecochlor, Inc. (USA) and SINOTECH, CCS Co., LTD (China) in sales, marketing, after-sales support and technical assistance in engineering for the SINOTECH carbon capture and storage (CCS) unit.

Ecochlor, Inc. announced it has wrapped up land-based and shipboard testing for its filterless EcoOne ballast water management system (BWMS) in preparation for an application for USCG and IMO BWMS Code Type Approvals.DNV was chosen to act as the Independent Lab (IL) throughout the entire process and has been responsible for the evaluation, inspection, testing oversight and submission of the EcoOne BWMS Type Approval applications.The land-based biological efficacy (BE) testing, was undertaken by the Golden Bear Research Center (GBRC) in California, USA.

Shipowner Scorpio Tankers has signed a deal to retrofit roughly half of its product carrier fleet with ballast water treatment systems (BWTS).The deal will see U.S. based BWTS manufacturer Ecochlor, Inc. supply 55 systems for Scorpio's product carriers ranging between 38,000 to more than 100,000 DWT. U.S.-based ballast water treatment system (BWTS) manufacturer Ecochlor, Inc. said it has been awarded a contract to retrofit 36 vessels, including Suezmaxes, Aframaxes, VLCCs, Minicapes and Capes for Angelicoussis Shipping Group Limited (ASGL). Installations are expected to take place between 2018 and 2020 in Singapore, Dubai, Qatar and China.Ecochlor CEO Steve Candito remarked, “Having both IMO and USCG Type Approval were very important factors in the selection process by ASGL.

Lately, I have been reading reports regarding the United States Coast Guard’s (USCG) escalating enforcement of ballast water discharge violations. In the first case, the USCG initiated a civil penalty proceeding against a bulk carrier for discharging ballast water in Washington State without using a USCG Type Approved Ballast Water Management System (BWMS) or other approved means. The USCG proposed the maximum penalty of $38,175. In a more recent case, the USCG issued a $5,000 fine for a similar unauthorized ballast water discharge in Oregon.

Candito succeeds retiring CEO, Charlie Miller, who will assist during the transition. Ecochlor, Inc. informs it has signed an agreement with Minerva Marine, Inc. for the potential supply of ballast water treatment systems (BWTS) for up to 30 vessels under its management for installations in accordance to the International Maritime Organization (IMO) and U.S. Coast Guard (USCG) implementation plan. The Ecochlor technology was selected for retrofit in Minerva’s managed bulkers and tankers varying in size from medium range (MR) to very large crude carriers (VLCC).

Ecochlor, Inc. announced that Unicom Management Services (Cyprus) Ltd. (Unicom), acting for SCF Group, signed a 10-vessel agreement for the Ecochlor Ballast Water Treatment System (BWTS) in Limassol, Cyprus on May 6, 2015.   The agreement will see the Ecochlor BWTS retrofitted on 10 oil and/or chemical tankers from the fleets controlled by Unicom or Novoship Technical Management, both part of the SCF Group.   Unicom Management Services (Cyprus) Ltd. has been investigating ballast water treatment (BWT) systems for over two years and placed a high priority on a system that is highly effective, has low power requirements, and is on the path to achieving United States Coast Guard (USCG) Type Approval. W Marine, Inc. has selected Ecochlor, Inc. to provide ballast water treatment systems (BWTS) for installation on two newbuild 82,000 DWT bulk carriers that will be constructed in China by Sainty Marine Corporation, Ltd. In addition, W Marine has secured an option for six additional systems to be retrofit onto its existing fleet. Followers of the Ballast Water Treatement System (BWTS) situation (ie. presumably anyone reading this publication) were heartened last month when the U.S Coast Guard announced its acceptance of nine BWTS as Alternate Management Systems (AMS), helping to finally bring some clarity to ship owners, yards and suppliers. On April 15, 2013, the USCG announced the acceptance of the ballast water treatment systems as AMS in compliance with the service’s March 2012 final rule for Standards for Living Organisms in Ships’ Ballast Water Discharged (SLOSBWD) in U.S. waters.

Ecochlor, Inc. receives US Coast Guard Alternative Management System (AMS) acceptance for its full line of ballast water management systems (BWMS). AMS acceptancel allows ship operators to use an Ecochlor ballast water management system in US waters to effectively manage their ballast discharges. It is also an indication that Ecochlor’s BWMS are up to the challenge of successfully completing the United States Coast Guard (USCG) review. AMS approval allows ship operators to use ballast water management systems that have been type approved outside the United States for up to five years, while the vendor of the system proceeds through the USCG type approval application process.

Investors participating in the financing included Sojitz Marine & Engineering Corporation, the shipping subsidiary of the Japanese trading company, Sojitz Corporation, and a number of individual investors. Sojitz invested $1.8 million. Since its formation in 2001, Ecochlor has raised over $12 million in equity. The company’s Ballast Water Treatment Systems use chlorine dioxide technology, which has been used in water treatment and industrial applications for decades, to disinfect water used as ballast on ships.

Ecochlor Inc. announced that it had recently completed a $4.1 million equity financing to support its growth into the burgeoning ballast water treatment market. Ecochlor, Inc. announced that it has received Product Design Assessment (PDA) Approval from the American Bureau of Shipping (ABS) for their full range of ballast water treatment systems (BWTS). These systems have the capacity to treat ballast water flow rates of up to 16,000 m3/hr. Prior to ABS PDA Approval, the Ecochlor BWTS received IMO G9 Final Approval in September 2010. In November 2011, Ecochlor was granted IMO Type Approval (G8) from the German Federal Maritime and Hydrographic Agency (BSH). Ten consecutive test cycles on land and aboard ship over a two-year period resulted in no surviving organisms after treatment. With testing results of all zeros, it proved that the system could meet or exceed proposed US requirements of at least 10X IMO standards.
