New Shipping Fuels Can Cut Pollution
A new paper ‘Sailing on Solar’, commissioned by Environmental Defense Fund Europe and developed by Ricardo, presents a vision of how international shipping can meet its target of at least halving emissions by 2050 - while also helping developing nations benefit from the emerging clean energy economy.The paper focuses on green ammonia produced from surplus renewable electricity, one of several potential fuels for maritime transport that do not produce greenhouse gases.Green ammonia is a substitute to fossil fuels that can be used in modified shipping engines and in fuel cells.

Firefighters on Wednesday extinguished a fire at a Mitsui & Co petrochemical storage site outside Houston that has been billowing acrid smoke for days, the company said.The blaze at Mitsui unit Intercontinental Terminals Co in Deer Park, Texas, was put out by 3 a.m., but fire crews continued to spray foam and water on the tanks to help keep them cool and prevent the fires from starting again, the company said in a statement.No serious injuries were reported, it said. 8 Energy Firms Commit to Reduce Methane Emissions
BP, Eni, ExxonMobil, Repsol, Shell, Statoil, Total and Wintershall have committed to further reduce methane emissions from the natural gas assets they operate around the world. Cuba, US Sign Oil Spill Deal before Trump Inauguration
Cuba and the United States agreed on Monday to jointly prevent, contain and clean up oil and other toxic spills in the Gulf of Mexico, as they rush to conclude deals before President-elect Donald Trump takes office. U.S. Charge d'Affaires Jeffrey DeLaurentis, upon signing the agreement, said it was one of a series of deals to protect the shared marine environment of the two neighboring countries separated by just 90 miles (145 km) of water. EPA Promotes Green Initiatives at Port of Houston

Civil Works Budget Awakens Critics Again
President Clinton's budget transmitted to Congress includes $4.06 billion for the USACE Civil Works program. In addition the program will include $322 million in non-federal contributions and trust fund receipts. Funding in this request will be used to continue the development of the nation's water resources, the efficient operations, maintenance and management of the nation's navigation, flood damage reduction, and multiple-purpose projects, the equitable regulation of wetlands, and the restoration of important environmental resources such as the South Florida Ecosystem. The budget also begins to address some of the Corps long-term water resources infrastructure main-tenance requirements.

More than 50,000 older diesel powered engines were upgraded or replaced between 2008 to 2010 because of Diesel Emission Reduction Act (DERA) funding which resulted in major clean air benefits and fuel savings, according a new report issued today - the “Second Report to Congress: Highlights of the Diesel Emissions Reduction Program” by the U.S. Environmental Protection Agency. “The results outlined in this report demonstrate that the clean diesel retrofit program (DERA) is one the nation’s rarest and best examples of a program that actually works, delivering big and real benefits in fuel savings and cleaner air to all 50 states, said Allen Schaeffer, the Executive Director of the Diesel Technology Forum.

EPA Launches SmartWay Initiative
The U.S. Environmental Protection Agency (EPA), in conjunction with the Coalition for Responsible Transportation and the Environmental Defense Fund, is launching a new initiative to protect public health and the environment and promote sustainable economic growth by reducing pollution from thousands of short-haul trucks that service the nation’s ports. The new EPA SmartWay initiative will green the nation’s supply chain by reducing harmful diesel emissions from dray trucks – large diesel trucks that are widely used in port facilities to haul freight from cargo ships to nearby local distribution points. “U.S. ports generate jobs and are critical to our nation’s economy,” said Gina McCarthy, assistant administrator for EPA’s Office of Air and Radiation.
Long Island Offshore Wind Project: $2.7 to $4.7B
The Long Island–New York City Offshore Wind Collaborative, consisting of Consolidated Edison Company of New York (Con Edison), the Long Island Power Authority (LIPA), and the New York Power Authority (NYPA) filed a lease application with the U.S. Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE). This application furthers Governor Cuomo’s clean energy agenda. Earlier this year, the Governor announced the latest awards under New York's Renewable Portfolio Standard program, providing contracts valued at $191 million to 17 renewable energy projects statewide.
DREDGE Act of 2012 Introduced
New Legislation Aimed at Building Wetlands while Deepening Mississippi River in anticipation of Panama Canal Expansion completion. Congressman Cedric Richmond ha introduced the DREDGE Act of 2012-Dredging for Restoration and Economic Development for Global Exports. The bill would give the Army Corps of Engineers the authorization to dredge the Mississippi River to 50 feet so that larger vessels transiting the expanded Panama Canal can access the River. In addition, the bill creates a pilot project to promote the rebuilding of wetlands using existing sediment dredged from the River. “The Mississippi River is undoubtedly the most important river in the United States,” said Congressman Richmond.
EDF, EPA in Action to Counter Shipping Pollution
The Environmental Defense Fund (EDF) announced its support for the request by the U.S. government to protect against global shipping pollution generated by large ocean-going ships. During a noon news conference on March 30, at Port Newark, New Jersey, U.S. Environmental Protection Agency Administrator Lisa P. Jackson announced that the U.S. government applied to designate U.S. coastal waters as "Emission Control Areas" under international law. An Emission Control Area, or ECA, would provide the strongest clean air standards available under international law. The EDF said that it would dramatically improve fuel quality and reduce smog-forming oxides of nitrogen for all ocean-going ships in the exclusive economic zone of the United States…
EPA Mull Methane Regs for Oil & Gas Sector
The U.S. Environmental Protection Agency on Tuesday took a step toward a wider strategy to address climate change, releasing five technical papers that will help it decide whether or not to regulate methane emissions from the oil and gas sector. The "white papers" follow the White House's announcement in March of a plan to reduce methane emissions both domestically and internationally through incentive-based programs and the administration's existing authorities. The suggestion drew a rebuke at the time from the main oil and gas lobby group, the American Petroleum Institute, which said its members were already taking steps to cut emissions.
