In 2011, Ocean Pioneer and Ocean Perfect, the first two RAmparts 3200 CL tugs developed by Robert Allan exclusively for Cheoy Lee Shipyards, Hong Kong were delivered to Ocean Sparkle Limited, the largest Indian tug owning and operating company with more than 80 tugboats under its fleet. Since then, 33 sister tugs of this CL series have been constructed by the same builder for their clients around the world. It is very rewarding to see Ocean Sparkle Limited returned to Cheoy Lee Shipyards, ordering two more units of the same series of this constantly improving design from this highly experienced and competent shipbuilder. The two newly built tugs, Ocean Leader and Ocean Legacy left Hong Kong for their home port of Mumbai recently.

The European Maritime Social Partners (EMSP) warmly welcome the European Commission’s adoption of their proposal to update their Agreement on the International Labour Organisation (ILO) Maritime Labour Convention, 2006 (MLC). The ILO MLC amendments entered into force on 18 January 2017 and require shipowners to provide financial security to ensure the repatriation of seafarers and the payment of contractual claims from seafarers or their dependants in respect of death in service or long-term disability. Marlink has launched XChange Telemed, a new telemedicine service designed to improve the health and safety of crew and passengers at sea, while meeting new ILO/MLC and IMO/STCW labor regulations for health and medical treatment on board. XChange Telemed provides a cost-effective way for shipping companies to manage both regular and emergency medical consultations for the welfare of crew and passengers, thereby supporting the medical health of seafarers and reducing the risk of spiraling costs incurred due to medical emergencies on board.

Lloyd's Register (LR) and the UK P&I Club have released a Life-Saving Appliances pocket checklist app to help ensure that ship personnel are trained in how to inspect, maintain and operate life-saving equipment, and that equipment is ready for use at all times. The app also includes a list of common deficiencies to help ensure compliance with regulatory requirements and help reduce the risk of port state control detentions. The full series of six pocket checklist apps, consisting of: ILO MLC, ISM & ISPS, Marine Fire Safety, Marine Pollution Prevention Port State Inspections, and now Life-Saving Appliances, are all available on iPhone, iPad and Android devices.

Maritime employers and seafarers’ unions have joined forces to publish new international ‘Guidance on Eliminating Shipboard Harassment and Bullying’. The new Guidelines, developed by the International Chamber of Shipping (ICS) and the International Transport Workers’ Federation (ITF), can be downloaded from the ICS and ITF websites. These Guidelines have been launched in advance of an important International Labour Organization (ILO) Special Tripartite Committee on the Maritime Labour Convention (MLC), to be held in February in Geneva, at which ICS and ITF will co-ordinate the representation of the social partners alongside governments.

Lloyd’s Register and the UK P&I Club have updated the ILO MLC smartphone app and launched a new ISM & ISPS pocket checklist app. Both apps are free and are available for iPhone, iPad and Android devices. In a fully paperless operation, the apps enable ships’ crews and their managers to view necessary legislative and regulatory requirements, save multiple checklists, check off completed activities, add essential notes and send the completed checklists via email. Lloyd’s Register and the UK P&I Club have analyzed ISM, ISPS and ILO MLC reported deficiencies found by Port State Control.

According to the Chamber of Shipping's (ICS) latest Flag State Performance Table, the UK has no negative indicators against any of the 18 criteria ICS uses to assess performance. The Maritime and Coast Guard Agency (MCA) says that 1,388 ships, with a gross tonnage of 16.11m, were on the UK Ship Register at the end of September and, according to Clarksons World Fleet Monitor, the UK's is the world's11th largest register. The International Chamber of Shipping (ICS) launched its latest Shipping Industry Flag State Performance Table (which can be downloaded from the ICS website – www.ics-shipping.org). Following the entry into force of the ILO Maritime Labor Convention (MLC) in August 2013, the latest ICS table now requires flag states to have ratified the ILO MLC in order to receive a positive indicator. “The level of ratification of this important new ILO Convention as of the end of December is impressive,” said Mr. Bennett.

MLC will come into force on August 20th, 2013, which is the date that the first 30 States that have ratified the Maritime Labour Convention, 2006 (MLC, 2006) can begin to take enforcement actions with respect to vessels entering their ports. In accordance with Standard A4.5 (2) and (10), the Government has specified the following branches of social security: medical care; sickness benefit; unemployment benefit; old-age benefit; employment injury benefit; family benefit; maternity benefit; invalidity benefit and survivors' benefit. The Convention will enter into force for Canada on 20 Aug 2013.

The International Chamber of Shipping (ICS) has issued advice to shipowners to help them pre-empt port state control problems when the Convention enters in force on 20 August 2013. The International Chamber of Shipping (ICS) held its Annual General Meeting in Oslo from June 5-7 at the Norwegian Shipowners’ Association (NSA). National shipowners’ associations from Europe, Asia and the Americas, representing all sectors and trades and over 80% of the world merchant fleet, considered pressing international issues of concern to global shipowners and operators. Matters discussed included the challenges associated with the implementation of new International Maritime Organization (IMO) environmental regulations and industry preparations for the entry into force of the International Labor Organization (ILO) Maritime Labor Convention.

The UK Club is providing a package of the International Shipping Federation’s (ISF) guide publication “Guidelines on the Application of the ILO Maritime Labour Conventions (2nd edition)” and the Lloyds Register/UK Club “ILO MLC pocket checklist” free to all its members. Both publications focus on helping employers ensure compliance with the ILO Maritime Labour Convention (MLC), which enters into force in six months’ time on 13 August. UK Club Loss Prevention Director, Karl Lumbers, explained:  “The MLC represents a significant change to the regulation of employment terms and working conditions for seafarers. It consolidates and updates more than 65 international labour standards adopted over the last 80 years.

In order to help employers ensure compliance with the ILO Maritime Labour Convention (MLC), which will enter into force in August 2013, the International Shipping Federation (ISF) has published new and comprehensive Guidelines on the Application of the ILO MLC. The new ISF Guide takes ship operators through their obligations under the ILO Convention and provides guidance to help them apply the ILO standards on board their ships in a practical manner. This includes MLC requirements relating to seafarers’ contractual arrangements, oversight of manning agencies, work and rest hours, health and safety, crew accommodation, catering standards and new requirements concerning on board complaints procedures.

Ships and offshore units are specialist structures with high requirements for efficiency and availability throughout their entire life cycle. Many of the processes, from draft via production all the way to operation, can be supported by 3D models and computer graphics. How can the actual dimensions of a compartment be measured efficiently in case of retrofit e.g. for ballast water treatment or ILO MLC? How can the location of a structural crack be reported to onshore colleagues? How can the design of a vessel be communicated for review by owner or class?

12 months until the ILO Maritime Labour Convention, 2006 comes into force. On 20 August, 2012, the Philippines ratified the Maritime Labour Convention (MLC), 2006. Thirty members of the International Labour Organisation (ILO), with a total share in the world gross tonnage of ships of more than 33 per cent, have now ratified the Convention.
