CNOOC Diverted Two LNG Cargoes from Tianjin After Pipeline Fire

China's state-owned energy company CNOOC diverted two cargoes of imported liquefied natural gas (LNG) after a pipeline fire in northern China's Tianjin, though imports were normal as of Monday, traders with knowledge of the matter said on Tuesday. Reuters reported on Dec. 28 that a natural gas pipeline in Tianjin was closed after it ruptured and caught fire. Two sources with knowledge of CNOOC's gas operations in Tianjin said CNOOC diverted the LNG cargoes after the accident on the pipeline, which is connected to a domestic gas consumer. "Imports are now back to normal," said one source, adding that the cargoes were sold back to the supplier under force majeure terms. The source did not give further details. A CNOOC press official was not immediately able to comment.

Total, ENN Ink 10-year LNG Supply Pact

European oil major Total has agreed to supply 500,000 tonnes a year of liquefied natural gas (LNG) for 10 years to China's privately-run ENN Group, Total said on Thursday. The supplies of the super-chilled natural gas will start in 2018 upon completion of ENN's planned receiving facility near the eastern coastal city of Zhoushan, Total said in a statement on its website. Beijing is freeing up the nation's LNG trade as part of broad reforms that allow private companies to invest in oil and gas exploration as well as pipelines and tank farms, and to engage in importing and exporting. The aim is to help secure supplies while boosting competition and efficiency in an energy sector long dominated by state firms. ENN Group is the parent company of Hong Kong-listed ENN Energy Holdings.

Alabama Governor Approves Closed-Loop LNG Facility

Governor Bob Riley has approved the application submitted by TORP Technology to operate a liquefied natural gas terminal 63 miles off the Alabama coast after the company agreed to use an environmentally-friendly method to reheat the gas. The company had originally proposed using an open-loop system that would have used seawater from the Gulf to warm up the imported LNG. Governor Riley has consistently opposed applications by companies that planned to use the open-loop system because of the negative impact on Alabama’s marine resources. In 2006, Governor Riley opposed a plan by ConocoPhillips to build an LNG facility using the open-loop system 13 miles south of Dauphin Island.

Calypso Withdraws Deepwater Application

On February 25, 2009, Calypso LNG, LLC informed the Maritime Administration and the U.S. Coast Guard it will cease all license processing work on the Calypso Deepwater Port LNG project, fully withdrawing its application from consideration at this time. As such, Calypso will not pursue the necessary approvals from the Maritime Administration or the state to license their proposed energy receiving facility off the coast of Florida. In 2007, Calypso (and its parent company, GDF Suez Energy North America) negotiated a landmark LNG tanker U.S.-flag and crew agreement with the Maritime Administration to operate its deepwater port with over 100 highly trained and well paid U.S. citizen mariners when it became operational.

Government Update

By Dennis L. Bryant, senior maritime counsel, Holland & Knight, Washington, D.C. The federal government has concluded that one means of enhancing maritime security is by making maritime activity transparent. The theory is that if the federal government can look through or behind all maritime transactions, it can determine if any of them have ties to terrorists and take appropriate action before the threat manifests itself. The problem is that many of the participants in maritime activities value the current opaqueness of most maritime transactions, generally for legitimate commercial reasons. If your competitor knows early-on what you are doing, he or she can more successfully compete against you.

Ballast Water Treatment Through Biodispersion

The process of bioremediation of waste oil through patented biodispersion technology, consists of a breakthrough in ballast water treatment, which has been discovered via research based on the evaluation of SpillRemed (Marine), which was developed on the basis of biodispersion technology for remediation of bilge water on boats and ships in an effort to develop an environment friendly solution to the problem of operational discharges by ships. A study was conducted on board cruise ships equipped with oil water separators. SpillRemed (Marine) is considered a suitable replacement to chemical dispersants. Although in volumes as large as found on such ships…

Future Requirements for Shuttle Tankers in the Gulf

Ultra-deepwater plays in the Gulf of Mexico offer vast potential for oil and gas production. There are now more than 1,650 active leases in the Gulf of Mexico in water depths exceeding 5,000 ft. and, with 24 drill rigs capable of drilling at this depth now working in the Gulf, activity on these leases is about to take off. In a recent study, we have identified more than 160 fields in ultra-deepwater that are likely to be explored over the next 5 to 10 years and expect at least a third of these will ultimately be developed. Until now, pipeline has been used to transport oil from fields in the Gulf of Mexico to refineries along the Gulf.
