BIMCO has launched a practical guide for shipmasters managing new ballast water management systems. It coincides with the entry into force of the IMO's Ballast Water Management (BWM) Convention. BIMCO’s new Shipmaster’s Ballast Water Manual provides clear, accessible information for seafarers dealing with practicalities of daily ballast water management. The manual covers all aspects of the Convention, including regulatory implementation, inspections by port state control and charterers and the latest guidance issued by the IMO. The BWM Convention came into force on 8 September 2017. To prevent the transfer of potentially invasive species, ballast water must now be treated before it is unloaded into a new location, so that any micro-organisms or small marine species are destroyed.

Cruise Lines International Association (CLIA) commend the International Maritime Organization's (IMO) Legal Committee's proposals for on-board crime procedures. The International Maritime Organization's (IMO) Legal Committee recently adopted a proposal which CLIA co-sponsored on international standards for crime reporting, cooperation between governments, evidence preservation and care for victims. CLIA first offered the proposal to the IMO in 2011, marking the continuation of the Association's efforts to have such standards adopted globally. Mid-Atlantic Maritime Academy’s President and CEO, Arthur Goldman, announced that Unlimited Master Ed Nanartowich will be the Chief Operating Officer of the school. Captain Nanartowich joined Mid-Atlantic Maritime as an advanced course instructor following his retirement as a Senior Master with the Navy’s Military Sealift Command. Captain Nanartowich sailed as Master from 1981 to 2008 with 24 commands within the diversified MSC fleet. His commands as civilian shipmaster included tankers, cargo ships, cable-layers, scientific support ships, ocean-going tugs and others. The most meaningful command for him was the humanitarian outreach mission of the USS Comfort. A number of honors were bestowed on him at his retirement from this distinguished career of over 34 years.

The Maritime and Port Authority of Singapore (MPA) received a report that a Vietnam-flagged freighter, Thanh Da (1,066 GT), had sunk at Western Working Anchorage, about 1 km west of Sentosa Island. According to the master of the Thanh Da, the freighter was anchored at Western Working Anchorage, after loading general cargoes at Jurong Port. At about 1025hrs, the vessel started taking in water and subsequently sank. The shipmaster and six crewmembers were onboard at the time of the incident. They were rescued by a passing workboat and transferred to Police Coast Guard (PCG) craft. There was no report of any injury to the crew.
