Maritime welfare charity The Mission to Seafarers announced Dr. Peter Rouch has been named as its next secretary general, succeeding Revd. Canon Andrew Wright, who will retire from the role in September this year, after almost 12 years of leading the organization. Rouch has been appointed to the role by the board of The Mission to Seafarers. He will join the Mission on July 1, enabling a period of handover between himself and Wright.Tom Boardley, chairman of The Mission to Seafarers, said, "We are delighted that Peter is joining the Mission and look forward to welcoming him in July.

Common Structural Rules Software LLC, (CSRS) a joint venture company formed by Lloyd's Register (LR) and ABS, has released new software tools for meeting the requirements of the IACS Common Structural Rules (CSR), which entered into force on 1 July 2015. Developed from the technical strengths of LR and ABS, version 2.5 of the CSR Prescriptive Analysis and the new CSR Finite Element (FE) Analysis software, allow assessment of whole vessel structures, including new bulk carrier and oil tanker designs. Both class societies will use these new tools to evaluate new designs to the CSR. "I am pleased that the strategy laid out more than a decade ago is achieving our objectives," says LR’s Marine Director Tom Boardley.

GTT, the world leader in the design of membrane containment systems for the maritime transportation and storage of LNG (Liquefied Natural Gas), announces that its new containment system Mark V has earned a General Approval from the classification society Lloyd's Register. This is the second validation for GTT's latest technology, after Mark V was recently granted a similar General Approval from DNV-GL. The Mark V technology was developed after a number of years of research and development. It is an optimized version of the Mark III system and its sister Mark III Flex. As with the Mark III and Mark III Flex, the Mark V technology is composed of a double insulation with reinforced polyurethane foam.

Lloyd’s Register’s updated Containership Rules came into effect in July 2014 and these new rules are supported by Lloyd’s Register ShipRight Procedures covering whipping and springing analysis. in Lloyd’s Register announced the appointment of Nick Brown, previously Director Business Development & Innovation, as the group’s new Marine Chief Operating Officer. Reporting to Marine Director Tom Boardley, Nick will be responsible for LR’s four global operating regions – Asia, Americas, Northern Europe and Southern Europe. David Barrow becomes Regional Marine Manager (RMM) for a new Northern Europe region while Apostolos Poulovassilis is RMM for Southern Europe, Middle East and Africa. Iain Wilson and Tim Protheroe remain in their Asia and Americas roles.

Dryad Maritime Intelligence announced that it has been short-listed in the management/operations category for their Fleet Security Management service in this years’ IHS Safety at Sea Awards. The U.K. Government has put its support firmly behind the inaugural London International Shipping Week (LISW) by confirming two of its Ministers as main speakers at the LISW Conference to be held at the Lloyd’s Building on Thursday, September 12. The International Association of Classification Societies (IACS) Council met in London under the chairmanship of Tom Boardley of Lloyds Register. IACS agreed to strengthen the implementation of EEDI by using the industry developed guidelines as a Procedural Requirement for IACS Members. IACS chairs the joint industry working group which developed the ground breaking EEDI guidelines that have been submitted to the IMO. By using these guidelines as Procedural Requirements mandatory on Members whose societies classify over 90% of the world fleet, IACS is setting down a benchmark for efficient and environmentally safe shipping unsurpassed by any other non-governmental safety organisation.

Representatives of the leading worldwide Associations of Shipbuilders, Classification Societies and Shipowners met in Busan, Korea for their annual Tripartite meeting hosted by the Korean Register of Shipping and KOSHIPA, the national shipbuilders association. The meeting was united in expressing its serious concern with the obstacles that all three parties face as the Ballast Water Management Convention moves closer to ratification, eight years after its text was adopted. It was always going to be challenging to fit ballast water treatment equipment to all of the world’s 70,000 ships.

The International Association of Classification Societies (IACS) re-opens its Brussels office within the EU maritime community. Representatives from EU Institutions, European and international organisations came to an event organised by the International Association of Classification Societies (IACS) entitled, "IACS - promoting global cooperation towards safe and environmentally sound shipping". The 80 guests included high-level EU Officials from DG MOVE, DG CLIMA, DG ENTR, DG MARE and DG Research as well as EMSA-European Safety Agency, Member States representatives and heads of leading maritime associations such as ECSA, SEA Europe and OCIMF. The broad spectrum of organisations represented is an indication of the desire for dialogue from all involved in the maritime sector.

Advanced research and development by Lloyd's Register indicates that container stacking weights can be modified to allow the carriage of more cargo. In an 18,000 teu design the increase in cargo weight could be as much as 10%, says Tom Boardley Lloyd’s Register’s Marine Director. The benefits are lower costs, lower emissions and a lower carbon footprint. Commentary from Tom Boardley: "The results come from looking hard at ship efficiency – how can we optimise designs? Clearly there has been scepticism over many ship efficiency claims and much of the problem comes down to lack of common approaches to measurement, so you end up comparing apples with oranges.

Tom Boardley assumes responsibility for Lloyd’s Register’s global marine activities, as Marine Director. He succeeds Alan Gavin. Tom has worked in the shipping industry since graduation from university in 1978 when he joined P&O. Working in liner management and agency operations, he represented P&O in the UK, Taiwan, Korea, Japan and Australia. In 2004 he became head of NYK Line’s European Container activities based in London. Most recently he was responsible for CMA CGM’s UK based operations, involving liner, agency and technical management responsibilities.

Shipping container trade from Europe to Asia grew by 20 percent in 1999, but only by five percent for trade the other way, a senior shipping executive said. Tom Boardley, director of Europe-Asia trade at Anglo-Dutch group P&O Nedlloyd, said exports from Europe to Asia grew 20 percent in 1999 against 1998 and are now at pre-Asian crisis levels. "Growth has been driven by base commodities rather than luxury items," Boardley said. A weakening euro at the end of last year stimulated exports growth, he added. Japan remains the largest import market, accounting for a quarter of all European goods heading to Asia on container ships. But, Boardley said the highest percentage growth was seen in trade to China, Taiwan and Korea.
