In May, the U.S. Coast Guard will start a strengthened and pointedly direct anti-SASH campaign that will extend across the maritime industry. SASH is an acronym for sexual assault/sexual harassment, and this new effort adds muscle to Marine Safety Information Bulletin (MSIB Number: 1-23) "Reporting Sexual Misconduct on U.S. Vessels" released in February. The new bulletin supersedes a previous one from late 2021.USCG personnel will be very deliberate in making sure that all maritime operators are aware of MSIB 1-23. The core message: report all sexual misconduct and harassment.

The Liberian Registry announced that Commander Jason Boyle, United States Coast Guard-retired, has been hired as the Vice President of Fleet Performance of the Liberian International Ship and Corporate Registry (LISCR) at Headquarters in Dulles, VA.Boyle recently retired after 20 years in the United States Coast Guard (USCG) where he last served as the Chief, Port State Control division at USCG Headquarters. The U.S. Coast Guard (USCG) held a public listening session in Washington D.C. on September 27, 2016 to address ships’ use of heavy fuel oil (HFO) in the Arctic, examining its risks and as well as potential mitigation strategies which can be taken to the International Maritime Organization (IMO). The event was held in the Department of Transportation building, where Paul “Chip” Jaenichen, Sr., Maritime Administrator for the U.S. Maritime Administration (MARAD), welcomed participants. The listening session was led by Jeff Lantz, director of Commercial Regulations and Standards at USCG headquarters, and head of U.S. Delegation to the IMO’s Maritime Safety Committee and Marine Environment Protection Committee.

On April 11, 2016 the U.S. Coast Guard (USCG) released the revised 2016 National Preparedness for Response Exercise Program (PREP) Guidelines. The new guidelines will become effective on June 10, 2016. Established under the Oil Pollution Act of 1990, the PREP guidelines were developed to provide a mechanism for compliance with the vessel response plan (VRP) drill and exercise requirements. Use of the PREP Guidelines is voluntary, however, compliance with the PREP guidelines will satisfy these requirements.

March Coast Guard deadline represents milestone for AIS use in U.S. From increasing situational awareness and enhancing the safety and security of maritime transportation, to its use in accident investigation, search and rescue, Aids to Navigation and asset monitoring, the role of AIS (Automatic Identification System) as a flexible and developing technology continues to grow in significance. The month of March 2016 – has come and gone – and represents an important milestone which will increase the prevalence and general awareness of AIS.

U.S. Coast Guard (USCG) headquarters issued a statement announcing the publication of the final rule on Vessel Requirements for Notices of Arrival and Departure and Automatic Identification Systems (AIS). The final rule amends the applicability of notice of arrival requirements to include additional vessels, sets forth a mandatory method for electronic submission of NOAs and modifies related reporting content, timeframes and procedures, the USCG said. Additionally, the final rule extends applicability of AIS requirements beyond Vessel Traffic Service (VTS) areas to all U.S. navigable waters and requires that additional commercial vessels install and use AIS.

Cruise Lines International Association (CLIA) says that Hall brings maritime and piracy analytic experience to the association. For the past three and a half years, Hall was Senior Analyst with the Homeland Security Studies and Analysis Institute (HSSAI), supporting DHS S&T, USCG Headquarters, USCG Atlantic Area, and the National Strike Force Coordination Center. BIMCO said that the organisation’s new US Liaison Officer is to be Vice Admiral Brian Salerno, who has retired from the United States Coast Guard as its Deputy Commandant for Operations in USCG Headquarters, Washington DC. He will join BIMCO on 1 August 2012. Vice Admiral Salerno took up his final USCG appointment in May 2010, following assignments as the Assistant Commandant for Marine Safety, Security and Stewardship. He has also served as the Assistant Commandant for Policy and Planning, and as the Director of Inspections and Compliance at Coast Guard Headquarters.

Fairbanks Morse Engine, an EnPro Industries (NYSE: NPO) company, announced that Paul Roden has joined the company as Vice President, Washington Operations. In this new role he will represent the company in discussions with Congress and with shipyards, as well as customers in the Departments of Defense and Homeland Security. Mr. Roden joins Fairbanks Morse Engine from the U.S. Coast Guard, where he retired with the rank of Captain following a distinguished service career. This Safety Alert addresses safety issues relating to air receivers on Uninspected Towing Vessels (UTV), but may apply to air receivers on any vessel. Air receivers, regardless of specific use onboard a UTV, contain extreme amounts of potential energy; an uncontrolled release of this energy may lead to serious injury, death and catastrophic vessel damage. Although this issue involves basic safety and good marine practice, too many related problems have been recently discovered. Not long ago, an air receiver unexpectedly ruptured with terrible results onboard an UTV on the Upper Mississippi River. A crewmember was seriously injured and paralyzed.

The U.S. Coast Guard issued a reminder to owners and operators of tank vessels operating in U.S. waters that vessel response plans (VRPs) must be updated and resubmitted to USCG Headquarters by 4:00 p.m. Eastern Standard Time, on February 22, 2011. The CAPS “Dispersants” regulation amendments (which also impact some marine transportation-related facilities) also come into effect on February 22. The response plan updates must address compliance with the Salvage and Marine Firefighting (SMFF) regulations and the CAPS “Dispersants” regulation amendments. Only 387 of an estimated 800 VRP updates have been received so far. The updates may be physically delivered to Headquarters or may be submitted electronically.
