CA ARB to Enforce Harbor Craft Rules

ARB has received United States Environmental Protection Agency (U.S. EPA) authorization to enforce the Commercial Harbor Craft Regulation, including new and in-use engine emission limits.

In 2007, the California Air Resources Board (ARB) adopted the Commercial Harbor Craft Regulation (CHC regulation), which has reporting, recordkeeping, and monitoring requirements, in addition to requirements for both new and in-use engines.  ARB was required to request authorization from the U.S. EPA to enforce the new, in-use, and best available control technology requirements.  On December 15, 2011, the U.S. EPA authorized ARB to enforce these provisions of the CHC regulation.  ARB will begin enforcing these provisions on August 1, 2012.  Advisory Number 436 can be accessed at: http://www.arb.ca.gov/enf/advs/advs436.pdf

 

The CHC regulation was adopted in November 2007 and became effective in January 2009.  Commercial harbor craft includes crew and supply vessels, commercial fishing vessels, ferries, excursion vessels, pilot boats, tugboats, towboats, barges, dredges, and workboats.  The CHC regulation has reporting, recordkeeping, and monitoring requirements.  In addition, CHC regulation requires existing Tier 1 and earlier auxiliary and propulsion engines on in-use ferries, excursion vessels, tugboats, and towboats to meet U.S. EPA Tier 2 or Tier 3 marine engine standards in effect at the time compliance is required.
