February 9, 2005

Representative Millender-McDonald (D-CA) introduced the United States Seaport Multiyear Security Enhancement Act (H.R. 478). This bill, if enacted into law, would authorize the Secretary of Homeland Security to issue letters of intent to a seaport regarding the possible obligation from future federal budget authority for the federal share of seaport security enhancement projects. The letter of intent would not constitute a legally binding commitment on the federal government.
