IMO Okays U.S.-Russian Bering Strait Routing Plan
The International Maritime Organization approved the Bering Strait and Bering Sea ship routing measures proposed by the United States and Russian Federation. Taking effect Dec. 1, 2018, the six two-way routes and six precautionary areas are the first internationally recognized ship routing measures the IMO has approved for polar waters. In November 2017, the U.S. and Russia proposed a system of two-way routes for vessels to follow in the Bering Strait and Bering Sea in response to increased shipping traffic there.
Maritime & Strict Liability Criminal Statutes
There are a number of federal and state statutes that intentionally and justifiably impose strict criminal liability. Persons who manufacture hazardous explosives and those who keep dangerous animals create serious risks to public safety. Clearly placing the burden of potential criminal liability, even in the absence of criminal negligence or intent, on those persons and entities is appropriate. There are other statutes, though, that fail to disclose whether the authors intended for the criminal penalties included for noncompliance to be strictly applied or whether criminal liability requires proof of criminal negligence or specific intent. Two such statutes of interest to the maritime community are the Refuse Act of 1899 and the Migratory Bird Treaty Act (MBTA).
Alaska Requests Limits on US Offshore Drilling
Alaska Governor Bill Walker said on Tuesday he has asked U.S. Interior Secretary Ryan Zinke to pare back a Trump administration plan for oil and gas leasing off the state's coast. USCG: Remain Upright by Fully Understanding Vessel Stability
This Safety Alert addresses concerns related to vessel stability and watertight integrity. Recently, a marine casualty involving a fishing vessel in the Bering Sea resulted in multiple fatalities and complete loss of the vessel. A Marine Board of Investigation is currently analyzing the various circumstances surrounding the casualty. Although the investigation is not complete, testimony and fact finding indicate that vessel owners, operators, and crews should give special consideration to vessel stability concerns.
Inmarsat Provides Pacific Northwest, Bering Sea Coverage for Dunlap
Mobile satellite communications company Inmarsat said it has partnered with satellite communications provider Network Innovations and maritime transportation provider Dunlap Towing to install Fleet One across its fleet of 12 vessels. For Dunlap, the Dutch Harbor and Pacific Coast routes in Alaskan waters have traditionally been challenging and its existing service did not offer the reliability required to transmit important operating and safety reports, communicate back to shore or make critical inter-fleet voice calls, according to Inmarsat.
US Coast Guard Shipwreck Found – 100 Years Later
The shipwreck remains of a historic U.S. Coast Guard cutter have been discovered off of Southern California 100 years after the vessel was lost at sea. In its heyday, the Coast Guard Cutter McCulloch – commissioned in 1897 as a cruising cutter for the U.S. Treasury’s Revenue Cutter Service, a predecessor of the Coast Guard – saw its share of action, having served with Commodore George Dewey in the Battle of Manila Bay in 1898 as part of the U.S. Asiatic Squadron that destroyed the Spanish Pacific fleet in the first major battle of the Spanish-American War.

Memorial Fund Set Up for Families of Lost Fishing Crew
Joining members of the maritime community to assist families of the six crew members of the FV Destination that went missing in the Bering Sea on February 11, 2017, Peoples Bank is now collecting donations for the families of the missing crew members. Donations to the F/V Destination Memorial Fund can be made at all Peoples Bank locations throughout Western Washington, and Peoples Bank, a long-time banking partner for the North Pacific Fleet, will not take any fees associated with the contributions made to this fund. Fully 100 percent of all donations made at Peoples Bank branches will be donated directly to the crew members’ families. The F/V Destination was registered in Sand Point, Alaska, and sailed out of Seattle.

A Time to Build & Refit
The aging Pacific Northwest fishing fleet is either undergoing or about to undergo a long-overdo upgrade, judging by a major economic report commissioned by the Port of Seattle. Fisheries managers, seafood suppliers, yards and the supply chain all hope an accompanying surge in ship finance “lifts all boats”. For now, the newbuild count is growing apace, slowed just a bit by owners opting for major retrofits amid rich fish harvests. This fisheries upsurge comes with some rising stars of ship design-and-build for vessels set to ply the Bering and Beaufort seas.
Eastern Delivers Factory Trawler to O’Hara
Eastern Shipbuilding Group, Inc. delivered the DNV classed factory processor fishing trawler F/T Araho (Hull 175) on January 28, 2017 to the O’Hara Corporation of Rockland, Maine. She is the first U.S. flag freezer processor factory trawler constructed in over 25 years. The F/T Araho will be in service in the waters of Alaska. The O’Hara family and Eastern Shipbuilding are no strangers to each other. The F/T Araho is the sixth fishing vessel Eastern has built for the O’Hara family over the last 20 years.

ASV Global, TerraSond Complete First Unmanned Hydrographic Survey
ASV Global and TerraSond have completed a 5172 nautical mile hydrographic survey in the Bering Sea, off Alaska. TerraSond used the C-Worker 5 Autonomous Surface Vehicle (ASV) alongside its Q105 survey ship for a duration of 36 days. The C-Worker 5 completed 2275 nautical miles of survey lines operating as a force multiplier, running parallel survey lines to the Q105. Both vessels ran multibeam sonars and simultaneously towed side scan sonars. The C-Worker 5 was operated using ASV Global’s ASView control system from a control station on the Q105 vessel.
Alaska Juris Sinks, 46 People Rescued
The Fishing Company of Alaska, based in Renton, owns the 238-foot Alaska Juris that started sinking in the Bering Sea shortly before noon on Tuesday, says a report in Seattle Times. Forty-six crewmen from the Seattle-based fishing vessel Alaska Juris have been rescued from lifeboats near the Aleutians, but the fate of their trawler is unclear.
