52nd Paris MoU Meet in Saint-Petersburg

The Paris Memorandum of Understanding (Paris MoU) on Port State Control held its 52nd Committee meeting in St. Petersburg, the Russian Federation, from 13-17 May 2019, chaired by Brian Hogan.The meeting was opened by Yuri Kostin, Director of Department on State Policy on Maritime and River Transport, Ministry of Transport of the Russian Federation.The Committee reviewed the work of the Paris MoU of the last year, also taking into account the declaration of the 3rd Joint Ministerial Conference, and took decisions for the period ahead.The Committee considered the report of the Concentrated Inspection Campaign (CIC) on MARPOL Annex VI. The CIC was carried out from September to November 2018.

Passenger Ship HAVEC Report Considered at Paris MOU Meeting

The Paris Memorandum of Understanding on Port State Control (Paris MoU) Committee met in Vilnius, Lithuania, from 19 - 23 May 2014. Among other matters, the report of the Harmonized Verification Programme (HAVEP) on passenger ships (objective to obtain a view of emergency preparedness on passenger ships) was discussed. The meeting was attended by all members, the European Commission, EMSA, Montenegro, observers from the ILO, US Coast Guard, Black Sea MoU, Caribbean MoU, Mediterranean MoU, Tokyo MoU and Viña del Mar Agreement. Since the implementation of the new inspection regime on 1st of January, 2011, there is a clear indication that it is showing positive results.

Paris MoU Ready for Maritime Labor Convention

The Paris Memorandum of Understanding on Port State Control (Paris MoU) held its 46th Committee meeting in Valletta, Malta, from May 20-24, 2013. The meeting was attended by members, the European Commission, EMSA, Montenegro, observers from the ILO, U.S. Coast Guard, Black Sea MoU, Caribbean MoU, Mediterranean MoU, Tokyo MoU and Vina del Mar Agreement. The Committee adopted amendments to the Memorandum to include the Maritime Labor Convention 2006 as a relevant instrument. Guidelines for Port State Control under this Convention were also agreed, providing practical guidance for Port State Control Officers to inspect ships starting August 20, 2013.

Port State Control Annual Report Published

Brian Hogan, chairman of the Committee stated: “This year was one of the most significant and busy years for the Paris MoU in recent times. The start of the year saw the introduction of the New Inspection Regime, NIR, which has transformed and modernised the port state control regime in our region. There are now 43 flags on the “White List”, 1 more compared with last year. Some flags have moved position with Germany leading the list, followed by Sweden and Denmark. DPR Korea has disappeared as leader of the “Black List” since not enough inspections have taken place over the last 3 years. Libya is now on the top of the “Black List”, followed by Bolivia and Togo.
