China's Fuel Clampdown Curbs Its LCO Imports

China’s imports of light cycle oil (LCO) are set to fall in coming months as authorities crack down on its illicit trading and sales in South China, dealing a blow to the $10 billion market and to refiners in top supplier South Korea.China’s imports of the cheaper but more pollutive diesel blending fuel nearly doubled to record levels in 2020, but a clampdown in top oil consuming Guangdong province has curbed demand. The amount of South Korean LCO, a refinery by-product, to be loaded for shipment to China in May is down 60% from March while spot premiums have halved…

Asian Traders Mull U.S. Crude Liftings in Harvey's Wake

Harvey closed nearly a quarter of U.S. refining capacity; helping to push WTI-Brent spread to widest in two years. Some oil traders in Asia are looking to snap up crude cargoes from the United States after Hurricane Harvey closed U.S. refineries, denting local demand and pushing out the price spread between U.S and Atlantic Basin crude benchmarks. Hurricane Harvey barrelled into the U.S. Gulf of Mexico coast around 10 days ago, closing nearly a quarter of the nation's refining capacity, although some of that is now coming back online. The closures pushed the prompt-month spread between West Texas Intermediate crude and Brent crude to the widest in two years at nearly $6 a barrel last week, prompting Asian traders to hunt for competitively priced U.S crude.

VLCC Rates to Stabilise as Owners' Resolve Stiffens

VLCC's likely to struggle to break even for next two months; three-tier VLCC market weighs on sentiment. Freight rates for very large crude carriers (VLCCs) are likely to become steady around the current levels as owners resist charterers' attempts to pull down hire rates with the emergence of a three-tier market, brokers said on Friday. That came as brokers said South Korean charterers GS Caltex/S-Oil failed to charter a VLCC at below 40 points on the Worldscale measure for a voyage from the Middle East to Korea as owners balk at hiring out their ships at a price equivalent to operating costs. That is equivalent to earnings of around $8,000 per day compared with daily operating costs of $7,500 for a 300,000 deadweight tonne VLCC.

GS Caltex Buys Rare West African Crude Cargo

GS Caltex to buy 920,000 barrels of West African crude; first West African shipment in almost a year. South Korea's GS Caltex Corp is set to receive its first shipment of West African crude in almost a year as the country looks to diversify supply away from the Middle East. The purchase will help soak up a glut of supply among West African producers, who have been hit as the U.S. shale oil boom curbs demand in what was once their main market and as OPEC Gulf states boost supply. Middle Eastern producers have raised their selling prices to Asia in recent months following solid demand in that region, prompting some buyers to try to broaden their sources of supply, with GS Caltex already turning to Mexico for crude.

Global AIS: Genscape Spots Alaskan Crude Export VLCC

No Alaskan crude oil has been exported outside of the United States since 2004. Genscape Vesseltracker monitoring data showed that a cargo of Alaskan North Slope crude was loaded Sept. 26 at the Alaskan port of Valdez for delivery into the South Korean refining center of Yeosu, says a Genscape blog post. The U.S.-flagged tanker, Polar Discovery, is reported to have sailed from the ANS export terminal at Valdez, Alaska, for east Asia. Yeosu is home to a GS Caltex-operated 775,000 bpd refinery, the world’s fourth largest. The Polar Discovery is expected to arrive at Yeosu on October 10, according to Vesseltracker. According to the U.S. Energy Information Administration, no Alaskan crude oil has been exported outside of the United States since 2004.

Asia Buyers Wary of U.S. Condensate Test Results

Petchem producers unlikely to buy due to impurities in oil. Big middle distillates yield, less naphtha, LPG; wide variance in API gravities in assays, samples. Tests on samples of the same type of U.S. condensate now heading to South Korea and Japan have raised questions about the ultra-light crude's suitability for use in Asia, sources said, making some potential buyers wary about taking the oil. The uncertainty could delay a rapid build-up in the flow of U.S. condensate to Asia after the arrival of the first exports of U.S. crude in 40 years. Asian refiners and chemical producers will have to first determine the best use for the ultra-light oil before starting to buy in large volumes.

S. Korea Refiner Steps Up Single Hull Ban

South Korea's GS Caltex will reportedly ban crude shipments on single-hulled oil tankers from next year, according to a Reuters report, well ahead of international laws that timetable their phase out. The move is significant in Asia, particularly if others follow suit. Pending the actions of others, the move could have a ripple effect on the shipbuilding industry and the need for double hull tankers. The industry is currently in the midst of a record orderbook, with much shipbuilding capacity booked through 2011.

Gulf Tanker Rates Fall

Crude tanker rates from the Arabian Gulf to Asia on 2mn-barrel tankers fell to its lowest in more than six weeks as the ships available at the end of August outnumber cargoes, according to a Bloomberg report. In less than a month freight rates for VLCCs reportedly have dropped 40 percent as charterers held back from hiring vessels, allowing a surplus to build up. GS Caltex Corp, South Korea’s second-largest oil refiner, booked a VLCC, Hebei Mountain to load crude on August 23 at WS 62.5, as measured in Worldscale points, shipbrokers including Oslo-based PF Bassoe said in notes to clients. GS Caltex’s rate is 5.5 points, or 8 percent, down from yesterday on the benchmark route to Japan, Bloomberg data show. Transport costs on the route are $1.10 a barrel compared with $1.20.
