US Wind Farm Support Vessel Gets Bow Extension

Hong Kong Firms Sign LNG Deals

Hong Kong's power firms Castle Peak Power Company Limited (CAPCO) and The Hongkong Electric Co., Ltd. Qatar to Invest USD 20 bln in US Energy Sector

Peninsular Arab country Qatar has said that it plans to invest more than $20 billion in the US energy sector over the next five years.According to a report in Reuters, minister of state for energy affairs of the energy-rich Qatar Saad Sherida Al-Kaabi, who is also the  President & CEO of Qatar Petroleum, said he is looking to invest in US oil and gas sectors as well as unconventional resources.The report quoted Saad as saying: “North of USD20 billion will be invested over the next five years in the United States in different projects.”A prime target of Qatar  was to revive the multi-billion dollar Golden Pass LNG (liquified natural gas) terminal in Texas, he said."We are contemplating moving (the project)forward with our partners," said Kaabi, saying a final decision would be made shortly.

Statoil Acquires 25% Stake in Brazil's Roncador

Statoil ASA and Petróleo Brasileiro S.A. (Petrobras) have agreed that Statoil will acquire a 25 percent interest in Roncador, a large oil field in the Campos Basin in Brazil. The transaction nearly triples Statoil’s production in Brazil, with attractive break-evens and potential for additional value creation for both parties through the application of Statoil’s expertise in improved oil recovery (IOR). The total consideration comprises an initial payment of $2.35 billion, plus additional contingent payments of up to $550 million. “This transaction adds material and attractive long-term production to our international portfolio, further strengthening the position of Brazil as a core area for Statoil.

Snam in Talks to Buy LNG Terminal Stake from Edison

Italian gas group Snam is in exclusive talks with EDF's Italian unit Edison to buy a stake in a liquefied natural gas terminal in northern Italy as part of plans to develop its LNG business, two sources said. Snam, controlled by state lender Cassa Depositi e Prestiti, is looking to buy Edison's 7.3 percent stake in Terminale LNG Adriatico and the gas pipeline that connects it to Italy's gas transmission backbone, the sources said. Adriatic LNG, which has a capacity of 8 billion cubic metres per year, is 70.7 percent owned by ExxonMobil and 22 percent by Qatar Petroleum.

Oregon County Won't Block LNG Terminal

A coastal Oregon county overwhelmingly rejected a ballot measure aimed at blocking a proposed natural gas terminal dealing a blow to what was the latest in a series of efforts to thwart energy projects across the Pacific Northwest. The measure, had it passed, would have banned transport of fossil fuels not intended for local use through Coos County, located about 200 miles (322 kms) south of Portland. Around 76 percent of votes were cast against the measure, with 24 percent in favor, according to unofficial results posted on the Coos County government website late Tuesday. "This ballot measure was not a good measure by any means, and I think (the voters) were able to see that," Coos Bay's mayor Joe Benetti, who opposed the measure, told local newspaper The World.

Oregon County Mulls LNG Terminal Ban

A coastal Oregon county will vote Tuesday on a ballot measure to block a proposed natural gas terminal, the latest in a series of efforts to thwart energy projects across the Pacific Northwest. The measure would ban transport of fossil fuels not intended for local use through Coos County, located about 200 miles (322 kms) south of Portland. Backers have called the initiative a response to a $7.6 billion proposal by Calgary-based Veresen Inc, to build a facility in the county where natural gas would be liquefied and transferred to tanker ships for sale abroad. They have cast the measure as a local refusal to contribute to global warming. Should the ban pass, it could bring the county into conflict with the administration of President Donald Trump.

Japanese Shippers Trim Fleets

The three big Japanese marine transport firms -  Nippon Yusen Kabushiki Kaisha (NYK Lines), Mitsui O.S.K. Lines and Kawasaki Kisen - are decreasing the number of containerships and bulk carriers in their fleets by 10%, reports Nikkei. This is due to weak market conditions and in response to a persistently bleak business environment brought on by a supply glut. The trio operated 1,266 of the ships in all at the close of the fiscal year ended in March, but that number will fall by 122 ships. While Mitsui O.S.K. will cut its fleet down to 409 ships by the end of fiscal 2016, or 13% less than a year earlier, Kawasaki Kisen will shrink its fleet to 255 ships by the end of fiscal 2019, a 7% decline from the end of fiscal 2015.

Cautious Optimism on Pacific NorthWest LNG Report

Canadian Environmental Assessment Agency (CEAA)  has ruled that Pacific NorthWest LNG’s project in British Columbia would likely harm harbour porpoises and contribute to climate change, but the export terminal could be built and operated without causing major ecological damage, reports The Globe and Mail. CEAA says that the Pacific Northwest LNG project will not lead to significant adverse impacts on the Skeena salmon fishery. The federal government has released its draft environmental assessment report on the proposed Pacific NorthWest liquefied natural gas terminal, but First Nations and conservation groups in Northern B.C. say their input wasn’t taken into account.

Hess sells Shannon LNG Terminal

New York-based energy company Hess has sold Shannon LNG, a proposed gas-import terminal in County Kerry, Ireland’s Sunday Independent has reported. The newspaper did not name the buyer for the site. The identity of the new owner of the proposed liquefied natural gas terminal on the Tarbert-Ballylongford landbank and their plans are not yet clear. Shannon LNG aimed to import LNG through southwest Ireland. However the €600 million (US$671 million) venture had yet to start construction and it is unclear whether the buyer of the site and its planning permissions will press ahead with the project. Hess’ planned 3 million tonne a year (mta) terminal featured up to four LNG-storage tanks, each with capacity for 200,000mᶾ and a jetty big enough to handle 266,000mᶾ Q-max LNG carriers.

Croatia Mulls LNG Facility

A floating terminal for liquefied natural gas (LNG) in Croatia would lower energy prices both for households and the business sector, Croatian President  Kolinda Grabar-Kitarovic said. The country’s key energy project is still the liquefied natural gas terminal on the Island of Krk, but a floating LNG facility is an option, Kolinda said. She added that Croatia can learn a lot from the Baltic countries. She recently met with the Lithuanian President Dalia Grybauskaitė who supported the LNG terminal in Croatia. Fluxys LNG Launches Zeebrugge Capacity Consultation

Belgian gas infrastructure operator Fluxys said on Thursday it was launching a market consultation to assess demand for additional capacity at the Zeebrugge liquefied natural gas terminal in Belgium.   "Fluxys LNG is considering to extend the Zeebrugge terminal as and when the market needs additional capacity," the company said in a statement.   "In this preliminary phase, Fluxys LNG (will) conduct a market test to evaluate the appetite for small-scale LNG services such as loading small LNG bunker and feeder vessels as well as LNG trailer loading services," it added.   Fluxys LNG said it will hold discussions with interested parties to the end of September.     (Reporting by Nina Chestney, editing by David Evans)

Hyundai to Build LNG Regasifying Ship for Gazprom

South Korea's Hyundai Heavy Industries has won the Gazprom Flot tender for the construction of the Kaliningrad floating LNG terminal, Gazprom said. It will build a floating liquefied natural gas terminal in the western Russian city of Kaliningrad for $295 million. The following companies participated in the tender: DAEWOO Shipbuilding and Marine Engineering Co., ltd and Samsung Heavy Industries Company, Limited. A 3.5 km pipeline will run from the vessel to shore near the Kulikovskaya wind power plant at the southern end of the Curonian Spit. The contract for the facility will be signed in May, with the floating terminal to be delivered by November 2017.

Global LNG Prices Hold Steady in Weak Trade

Asian spot liquefied natural gas (LNG) prices were little changed on Friday as mild demand and the extended holiday period kept a lid on trading activity. The spot price for February was steady at about $10.10 per million British thermal units (mmBtu), in line with the previous week. Traders said, however, that prices were nominal given there was limited activity. Brazil's state-run energy giant Petrobras has shown interest in purchasing spot cargoes, one trader said, but high inventories across Asia have kept buyers on the sidelines there. There were early signs of demand for cargoes delivering in March, the source said. The LNG market has been slowly declining since September as energy prices generally have been hit by a slide in oil.

Oil Price Crash Claims First US LNG Project Casualty

Excelerate Energy's Texan liquefied natural gas terminal plan has become the first victim of an oil price slump threatening the economics of U.S. LNG export projects. A halving in the oil price since June has upended assumptions by developers that cheap U.S. LNG would muscle into high-value Asian energy markets, which relied on oil prices staying high to make the U.S. supply affordable. The floating 8 million tonne per annum (mtpa) export plant moored at Lavaca Bay, Texas advanced by Houston-based Excelerate has been put on hold, according to regulatory filings obtained by Reuters. The project was initially due to begin exports in 2018. Excelerate's move bodes ill for thirteen other U.S.

Total Restarts Production at St Fergus Terminal

Production at the St Fergus natural gas terminal in Britain restarted on Monday afternoon following an unplanned offshore outage which resulted in reduced production, Total Exploration and Production UK said. The outage at the terminal on the northeast coast of Scotland caused UK spot natural gas prices to climb by as much as 6 percent on Monday morning. Fall River Hess LNG Terminal Plan Terminated

The Federal Energy Regulatory Commissionofficially vacated the certificate issued on July 15, 2005 that approved construction of Hess LNG’s proposed liquefied natural gas terminal. Plan to Build NY-NJ LNG Terminal Gets Cold Reception

A proposal to build a liquefied natural gas terminal off the coasts of New York and New Jersey received a largely negative response at a public hearing in a suburban New York community still struggling to recover from the effects of Superstorm Sandy, reports Bloomberg. Several hundred people crowded into a hotel conference room in Long Beach, just steps from where work continues to replace a 2-mile-long boardwalk destroyed in last year's storm. Most of those who spoke said they opposed the proposal on environmental, security and economic concerns. Liberty Natural Gas has applied to federal authorities for permission to build the port in the ocean 17 miles off Jones Beach, N.Y., and 24 miles off Long Branch, N.J. New Jersey Gov. Chris Christie vetoed a similar proposal in 2011.

New US Coast Guard Regs for Vessels Inbound from Most Yemeni Ports

Due to lack of effective anti-terrorism measures in many Yemeni ports USCG to impose conditions of entry into US waters. The regulations came about following a Coast Guard finding that Yemeni ports do not maintain effective anti-terrorist measures along with an assessment that Yemen presents a significant risk of introducing instruments of terror into maritime commerce. In addition, Yemen's legal regime has deficiencies in the areas of access and cargo control and designated authority oversight, the notice states. It adds that the U.S. government notified Yemen in December of "steps necessary to improve anti-terrorism measures," but hasn't heard back since.
