Offshore Service Vessel Dynamic Positioning Authority News

The ABC’s of DP 101

Dynamic Positioning has been around for a while, it is evolving and it is here to stay. Here to sort it all out are two of industry’s more familiar stakeholders who also explain what might come next. When it comes to critical offshore operations and vessel handling, this is not your grandfather’s marine industry, and it hasn’t been for some time. That’s because the bridge layout and equipment commonly found on any recently delivered offshore service vessel would be unfamiliar to the typical deck officer of just 20 years ago. Much of that can be attributed to the advent of dynamic positioning equipment systems.DP – perhaps like no other skill at sea – has changed the role of the deck officer. The technical requirements to qualify and operate this equipment are vast.

MN100: Texas A&M Maritime Academy

Admiral Michael Rodriguez, Superintendent of Texas A&M Maritime Academy

Dynamically Positioned for the Future, the Texas A&M Maritime Academy takes its place among our 2019 MN100 best of industry winners. It's 'no accident' that today's early adoption of DP curriculum puts the school and its students front and center when it comes time to man tomorrow's futuristic offshore energy support tonnage.Late last year, the Offshore Service Vessel Dynamic Positioning Authority (OSVDPA) announced that the Texas A&M Maritime Academy at Texas A&M University at Galveston was now the first maritime academy in the nation accredited to provide OSVDPA courses to its cadets.

OP/ED: Mariner Credentialing Evolves – for the Better

Steve Mason (CREDIT: OSVDPA)

As the Offshore Service Vessel Dynamic Positioning Authority’s new dynamic positioning operator (DPO) certification body evolves, its pathway to training and certification gives mariners options, and a seat at the table. The other day I was thinking about what makes me a captain. What I came up with as the relevant points were the ability to handle the vessel and read the environmental conditions, leadership abilities, risk detection and mitigation, managing peers, and mentoring my crew.

Dynamically Positioned for the Future

OSVDPA accredits Texas A&M Maritime Academy to provide dynamic positioning (DP) training to its cadets. In early September, the Offshore Service Vessel Dynamic Positioning Authority (OSVDPA) announced that the Texas A&M Maritime Academy at Texas A&M University at Galveston was now the first maritime academy in the nation accredited to provide OSVDPA courses to its cadets. For any U.S. maritime academy, most if not all of them traditionally focused on sending out graduates ready for blue water, deep water service, this represents a sea change in training. On the other hand, what better place to start than the U.S. academy closest in proximity to the heart of the domestic offshore energy industry…

OSVDPA Announces MSC Approval of OSVDPA Credentials

U.S. Navy’s Sealift Body Accepting OSVDPA DPO Certificates. The Offshore Service Vessel Dynamic Positioning Authority, Inc. (OSVDPA) announced the U.S. Navy’s Military Sealift Command (MSC) is accepting OSVDPA DPO Certificates for mariners seeking employment by MSC. Dynamically positioned vessels are a growing part of MSC’s fleet and operations and are being utilized at a higher rate in recent years in an effort to conduct operations, often times dive and salvage operations, in a safer and more efficient manner. MSC currently has three DP-equipped vessels in its fleet, charters DP vessels from industry, and anticipates adding several more DP-equipped vessels in the coming years to aid in their operations.

OP/Ed: Why I Became a Member of the OSVDPA

Capt. Robert "Bobby" Moyer

A new voice for today’s workboat professional emerges. As the captain of an OSV, I’ve spent a great deal of my life waiting. Waiting at the dock, at anchor, at the 500. Wherever one could wait, I have waited there. I can wait with the best of them. Now, just out of habit, I’ll wait when doing so is not required or helpful. Because of this waiting I, like most mariners, can gripe with the best of them. I also excel at grumbling, grousing, and my bellyaching is hard to beat. I guess mariners develop this skill while we wait (or maybe because we wait).

Op/Ed: CBP’S Lawful Jones Act Revocation

© currahee_shutter / Adobe Stock

In 2009, the U.S. offshore marine sector received a long over-due indication that the U.S. Customs and Border Patrol (CBP) was preparing to close loopholes and enforce U.S. law in accordance with the Jones Act. This happened when the agency unhesitatingly issued its first revocation of more than 20 letter rulings that were inconsistent with the U.S. law of the land – the Jones Act. Almost immediately there was an outcry from foreign interests who claimed, untruthfully, that this…

DP Training: Expanded Choices & Evolving Methods

Perhaps one the most obscure skill sets in today’s rapidly emerging workboat landscape is also arguably its most important. Kongsberg today remains at the cutting edge of DP training and credentialing efforts. Not lost in last month’s Offshore Service Vessel Dynamic Positioning Authority (OSVDPA) announcement that Kongsberg Maritime’s Houston training center had been accredited to conduct OSVDPA dynamic positioning operator (DPO) training courses and assessments was the fact that Kongsberg has been offering DP training for many years. This wasn’t Kongsberg first DP training accreditation and probably won’t be its last. But, Kongsberg…

The Marine Training Institute Accredited for DP Training

The Offshore Service Vessel Dynamic Positioning Authority (OSVDPA) in the U.S. has announced that the Marine Training Institute (TMTI) in Gray, La. Has been accredited to conduct OSVDPA dynamic positioning operator (DPO) training courses and assessments. Under the OSVDPA certification system, those wanting to become DPOs must complete two classroom courses, one focused on the theoretical knowledge behind DP operation and the other gaining DP experience via the use of DP simulators. By securing accreditation, TMTI can now begin conducting these courses. Accreditation provides TMTI the ability to conduct the OSVDPA final assessment and revalidation assessment.

If You Have DPS Questions ... OSVDPA Has Answers

Aaron C. Smith

Over the past two years, the only constant in the dynamic positioning industry has been uncertainty. A new certification scheme, a long-awaited revision of the industry standard and threats of regulation continue to cause oscillating senses of hope and fear. As a result, the DP industry has a collective case of whiplash. However, even today few answers exist as to what direction the industry should take toward a worthwhile system of DPO certification. To some, the answer is a return to a one-size-fits-all DPO certification system.

In a recent study, two groups were shown the same painting; one group was told it was painted in 1905, the other was told 2005. Not surprisingly, the first group reported liking the painting more than the second, proving the human brain almost automatically equates longevity with quality. But does longevity always equal quality? Of course not, but our natural inclination is to respect that which has been around and to be uncomfortable with change. I admit it; I fear change as much as the next person. However, in certain circumstances we must take a breath and recognize the status quo can no longer be our only option. Nowhere in the maritime community is the need for well-crafted options more evident than the certification of dynamic positioning operators (DPOs).

Editor's Note

Even if, as Marcon International’s Bob Beagle says, barges are the workhorses of the towing industry, then the pushboats that propel the 38,000 (documented and undocumented) deck, hopper, tank, crane and miscellaneous purpose barges to their destinations are the heart and soul of the most efficient – and greenest – means to move cargo known to man. This month, we take a close look at what’s developing for both types of hulls; in terms of design, markets, boatbuilding and everything else in between. There’s something happening on all fronts. The second quarter of 2014 finds North American shipyards and the service and manufacturing sectors that support them still roaring along. But, it’s not just production – it’s also about innovation.

New DPO Certification Authority Announced

OSVDPA seeks to start training and certifying DPOs by the end of this year. A new organization, the Offshore Service Vessel Dynamic Positioning Authority, Inc. (OSVDPA), held its first board meeting Thursday, March 12, charting the course toward a new dynamic positioning operator (DPO) certificate specially designed for the offshore service vessel industry. Incorporated as a non-profit, the OSVDPA is seeking to improve the safety of the maritime industry by improving the quality and quantity of certified DPOs. The Authority’s training and certification system will seek to emulate the structure of existing DPO certification methods with some enhancements. Specifically, the Authority’s system is unique in its change of emphasis from measuring sea-time to assessing competence.
