Guam Shipyard Fined

The U.S. Environmental Protection Agency recently reached a settlement that requires the Guam Shipyard to spend $25,000 to create an environmental management system and pay a fine for hazardous waste violations. The shipyard will pay $19,534 for storage of hazardous waste without a permit, and for its failure to close hazardous waste containers. The environmental management system will improve on management of hazardous waste by encouraging pollution prevention and requiring regular employee training. The shipyard will also conduct a yearly review and certification of its waste management efforts. The waste has since been shipped for disposal to a proper hazardous waste disposal facility as required by the EPA's hazardous waste regulations.

EPA Strengthens Haz Waste Shipment Regs

The U.S. Environmental Protection Agency is strengthening the regulations that govern the shipping of hazardous waste for recycling between the United States and other countries. The new measures are meant to increase the level of regulatory oversight, provide stricter controls, and greater transparency. Evac can now supply the entire waste handling system for vessels and rigs, to accord with MARPOL Annex V regulations. The company say they can supply the entire waste handling system for vessels and rigs, covering both dry and wet waste, from food waste handling to onboard sanitary and wastewater treatment. From January 1st 2013, new requirements relating to the management waste of ships and rigs entered into force. All waste onboard, except food waste, has to be collected, or incinerated, according to the new IMO Marpol Annex V regulations. This requires storage space for waste onboard.

The global cleantech company Evac has been chosen to supply its total waste management system to the world’s largest civilian hospital ship, the Atlantic Mercy. Owned and operated by the nonprofit Mercy Ships, the ship will provide medical care in the poorest parts of Africa. New Report, Cruise Ship Discharges

A final national report on cruise ship discharges will help EPA determine whether the existing State of Alaska discharge standards for sewage and graywater from cruise ships operating in Alaskan waters are adequate, or if more stringent standards are needed. The Cruise Ship Discharge Assessment Report reviewed five waste streams from cruise ships: sewage, graywater, oily bilge water, solid waste and hazardous waste. For each waste stream, the report discusses the nature and volume of the waste stream generated, existing federal regulations applicable to the waste stream, environmental management (including treatment) of the waste stream, potential adverse environmental impacts of the waste stream, and actions by the federal government to address the waste stream.

Evac Acquires Uson Marine

The acquisition is expected to increase Evac’s market share in dry and wet waste management systems, as well as strengthen the Group’s position with regard to small and medium-sized marine and offshore vessels. Thanks to the acquisition, customers of both Evac and Uson Marine will benefit from an improved service network and enlarged offering. After this acquisition Evac Group’s turnover will be over 110 MEUR.

GPS Discharge Control System for Food Waste

Through a cooperation with Marine Position AB, Uson Marine AB can now offer functionality from the Seatrade award winning system Environmental Navigator for its new GPS Discharge Control system for food waste. Together, the systems provide fail-safe control and monitoring of food waste discharge. The Uson food waste vacuum system (OWMS) is designed for hygienic collection and treatment of food waste in compliance with IMO Marpol 73/78 Annex V, US Coast Guard and other relevant regulations and standards.

North Sea Canal Ports Transhipment Hits Record 100 MT

The positive economy led to a 2.5 percent increase in the transhipment of goods at the Port of Amsterdam to 81.3 million tonnes in 2017. Together with the other seaports in the North Sea Canal Area, transhipment rose to a record level of 100.8 million tonnes. In IJmuiden, transhipment was up 7 percent to 18.5 million tonnes. Beverwijk saw transhipment increase to 800,000 tonnes (up 6 percent). Zaanstad booked an increase of 35 percent to 300,000 tonnes. The increase at the Port of Amsterdam was mainly due to higher transhipment of oil products and agribulk.

Senesco Marine Gets Container Barges Order

Senesco Marine, LLC, a holding of the Reinauer Transportation Company of New York, has been contracted by Covanta 4Recovery, L.P., a subsidiary of Covanta Energy Corporation, to construct six 150 foot container transport barges fitted with cell guides that are designed to carry 48 sealed waste containers each. When completed the barges will service two new marine municipal solid waste (MSW) transfer stations located in Queens and Manhattan, owned by the City of New York and to be operated by the City's Department of Sanitation.

Piranha Waste Water Systems Receives Approval

ACT2 Technologies, a Fla. based company specializing in Sewage Treatment, Water Purification , Oil to Water and many other Waste to Water Systems, announced that they have received U.S. Coast Guard Certifications for 13 of their Piranha Waste to Water Systems. The Piranha Systems are ocean friendly using an environmentally safe, energy efficient and “green” method to convert waste water into clean water for purposes of discharging, recycling for on-board technical uses or re-flushing. The process converts waste into clean water removing the need for a separate sludge tank. The low maintenance and compact design features of the system were made with small, mid-sized and large vessel operations in mind. The Piranha Systems are compliant with the recent expanded U.S.

Partnership Targets Waste Conversion Solutions

Terragon Environmental Technologies Inc. has entered into a strategic partnership with Green Marine Capital (GMC) in an effort to enable off grid sustainability by developing and commercializing simple compact and economical products that allow any habitat to convert its waste into useful resources, such as energy and clean water, Terragon said. Terragon’s first commercially available product, the patented Micro Auto Gasification System (MAGS), converts each kilogram of waste generated by a habitat into 2kWh of thermal energy. A second product, the Wastewater Electrochemical treatment Technology (WETT), converts sewage into clean water that can be used for many utilities. Combined, MAGS and WETT can eliminate waste discharge from any habitat while reducing its need for energy and water.

Bunker Suppliers Applaud EU Waste Decision

Recent guidance handed down by the European Court of Justice which rules that off-spec fuel oil does not have to be handled as waste is a triumph of common sense which will be welcomed by all suppliers of fuel oils and bunkers. Shell Nederland and Shell Belgium were disputing a ruling by the Dutch environmental authorities (ILENT) which wanted to force them to handle a parcel of diesel oil rejected by a Belgian client as waste, when in fact Shell intended to up-blend the fuel to specification for selling on. Carel van Lynden, a partner with the shipping and offshore team at AKD in Rotterdam, says, “This is a good decision for bunker suppliers. This case reverses the very strict interpretation which ILENT had placed on off-spec bunkers.

Coast Guard Officer Indicted for Vessel Pollution

David G. Williams, a Chief Warrant Officer in the U.S. Coast Guard and the Main Propulsion Assistant for the Coast Guard Cutter RUSH, was indicted by a federal grand jury for obstructing the investigation into his authorization of the direct overboard discharge of bilge wastes through the deep sink into the Honolulu Harbor, announced Ronald J. Tenpas, Acting Assistant Attorney General for the Justice Department’s Environment & Natural Resources Division and U.S. Attorney for the District of Hawaii Edward H. Port of Kiel Opens Waste-water Reception Facility

A modern ship waste-water reception facility went into operation at Kiel’s Ostseekai on June 14. EPA: Cruise Ship Discharge Assessment

The Environmental Protection Agency (EPA) is seeking comments on its Draft Cruise Ship Discharge Assessment Report. Comments should be submitted by February 4, 2008. The report, which will be posted at Cruise Ship Water Discharges, assesses five cruise ship waste streams: sewage; graywater; bilge water; solid waste; and hazardous waste. 72 Fed. EPA – Cruise Ship Discharge Assessment Report

The Environmental Protection Agency (EPA) issued a notice stating that the 162-page Cruise Ship Discharge Assessment Report has been completed.  The report assesses five cruise ship waste streams (sewage, graywater, oily bilge water, solid waste, and hazardous waste).  It should be noted that this report was independent of, but tangentially related to, the recently-developed Vessel General Permit (VGP) program under the National Pollutant Discharge Elimination System (NPDES).  74 Fed. Boatbuilder Fined for Waste Violations

The state Department of Ecology (Ecology) has fined Glacier Bay Inc. $39,000 for repeatedly failing to meet five safety and environmental requirements for handling dangerous waste. While the Monroe boat-builder fulfilled some portions of the state's dangerous-waste regulations, it did not consistently correct the five violations between April 2002 and March of this year. During that time, Ecology tried to help the company come into compliance by making technical assistance available. The company failed to properly label drums that stored waste acetone and did not provide adequate secondary containment in case of leaks or spills. Acetone is highly flammable and requires special safeguards to prevent fires or explosions, and its fumes are toxic.

Garbage Barge, European Style

The European Commission decided today to authorise a Belgium Flemish scheme to promote domestic waste transport through inland waterways. The project will offset the additional costs of transporting domestic waste by inland waterway rather than by road. In Flanders, the municipalities and, by delegation, the local authorities' agencies have a statutory responsibility to collect and dispose of domestic waste from their territory. At present, all municipalities and local authorities in Flanders transport domestic waste by road. The transport of domestic waste by inland waterway rather than by road would impose additional costs that are mainly due to the handling installations necessary (in particular, the container cranes).

News: OMI Pleads Guilty to Illegal Dump, To Pay $4.2M Fine

The U.S. Department of Justice said that OMI Corporation pleaded guilty to preparing false documents in an effort to cover up the illegal dumping of thousands of gallons of waste oil and sludge at sea. OMI also agreed to pay a $4.2 million fine and serve three years probation. A ship captain and chief engineer previously pled guilty in connection with the case. The ship involved in the case, the Motor Tanker Guadalupe, owned and operated by wholly owned subsidiaries of OMI Corporation, made port calls in the U.S., Europe, the Caribbean and Latin America. Ships such as the Guadalupe generate waste oil and sludge in the process of purifying the heavy fuel oil that is used to power the ship. Like other ships, the Guadalupe was equipped with a system for processing this waste oil and sludge.

Virginia Barge Ban Blocked by Restraining Order

Virginia's ban on barges transporting solid waste on three Virginia rivers, slated to become effective on July 1, was delayed due to a temporary restraining order (TRO) blocking implementation of the statute. Waste Management, Inc., a Houston-based waste transporter, had filed a petition for a preliminary and permanent injunction in the U.S. District Court in Richmond, Va. Waste Management, Inc., challenged the Virginia laws on the grounds they violate the U.S. Constitution's interstate commerce clause, which preserves the free flow of commerce between states and vests the authority over interstate commerce with the federal government. U.S. District Judge James Spencer issued the TRO.
