Mayer Brown Advises on HK FSRU Project

Law firm Mayer Brown advised CLP Power Hong Kong on the Hong Kong offshore LNG terminal project, which involves the use of floating storage and regasification unit (FSRU) technology for the first time in Hong Kong. Japan, Indonesia to Strengthen Maritime Ties

Indonesia and Japan have agreed to step up maritime security and start discussions on a major railway project to link the Southeast Asian nation's capital and second-biggest city, reported Reuters. Japanese Prime Minister Shinzo Abe said during a visit to Indonesia that the two Island nations would bolster their cooperation in maritime security and military affairs. "As a fellow maritime country, Japan is prioritizing maritime cooperation with Indonesia. Japan is encouraging active cooperation in the field of maritime security with Indonesia (to develop) its remote islands through Indonesia-Japan Maritime Forum set up last December," Abe said in a joint press conference with President Joko Widodo (Jokowi) at the Bogor Presidential Palace on Sunday.

MOL Launches Coastal LNG Transport in Indonesia

Mitsui O.S.K. Lines, Ltd. (MOL; President & CEO: Junichiro Ikeda) today teamed up with a local partner in Indonesia, PT Pelindo Energi Logistik (PEL; President Director: Denny Hermanto) to launch joint operation of the LNG carrier Triputra, which conducted the project’s first discharging operation at the Port of Benoa on Bali Island. This is the second coastal shuttle transport project following one serving for West Java(*), for which MOL securedan order in 2011. In that project, a vessel shuttle-transports LNG to the Port of Benoa, and discharges it to afloating storage unit (FSU) moored there. PEL, the charterer, is working to establish a gas value chain with the new method—transferring LNG discharged to FSU to the floating regasification unit (FRU) moored at the pier.

Indonesian New Port in Subang or Indramayu, Not in Cilamaya

The Indonesian government has scrapped the long-awaited Cilamaya port project in Karawang district, West Java province, and is seeking a better location in Subang or Indramayu. The Vice President Jusuf Kalla, who visited Cilamaya with several ministers, including Coordinating Maritime Affairs Minister Indroyono Susilo and Transportation Minister Ignasius Jonan, said the new port would be built east of Cilamaya, either in Subang or Indramayu. The decision followed protest from state oil and gas company Pertamina that shipping activity would hamper oil surveys and operations in that area. Kalla said after a meeting at office of the Tanjungjaya village chief, the location has to be moved to better guarantee shipping safety and not to hamper Pertamina operation there.

Ince Advises on Jordan FSRU

International law firm Ince & Co. LLP advised Golar LNG Ltd. on the successful completion of a Floating Storage and Regasification Unit (FSRU) time charter with the Ministry of Energy and Mineral Resources of Jordan. GAC's Enlarged Indonesian Warehouse Completed

An additional 15,000 square metres has been added to the PT GAC Samudera Logistics (GSL) warehouse & distribution centre in Lippo Cikarang. The addition boosts the company's standing as one of Indonesia's largest third-party logistics (3PL) providers. The new facility opened by PT GAC Samudera, a joint venture between global shipping, logistics and marine services provider GAC and the Samudera Indonesia Group, now covers 36,000 square metres and offers 60,500 pallet positions, making it the largest single-unit distribution facility in the GAC Group. Hallin Dedicates ROV Support Vessel

Hallin Marine expanded its fleet of offshore support vessels with Kendal, a multipurpose subsea vessel, with both ROV and Air Diving capability installed departs for her first project with PT Pertamina Hulu Energi Offshore North West Java (PHE ONWJ) in Indonesia, this coming Saturday after the naming ceremony. PHE ONWJ, as her first customer, has engaged the vessel for a 3 month IRM campaign in North Java. For this work, the vessel has been equipped with two TMS  inspection class ROV’s and is supported by the project team from the Hallin office in Jakarta.

Ince & Co Advises on Floating Storage and Regasification Unit

Ince & Co advised long standing client Golar LNG Energy (Golar LNG) on the successful completion of an 11-year time charter party (TCP) for the provision of a Floating Storage and Regasification Unit (FSRU) and associated mooring to PT Nusantara Regas (PTNR), a joint venture between Indonesian energy companies Pertamina and PGN, for Indonesia's first FSRU terminal in West Java. The regasified LNG will be supplied by PTNR to Indonesia’s state owned electricity company PLN as a replacement for high speed diesel.

Hamworthy Supplies Asian FSRU

Hamworthy has secured the contract to supply liquefied natural gas handling technology for what will be Asia’s first Floating Storage Regasification Unit (FSRU). The marine and offshore fluid handling systems specialist has signed a contract with Golar LNG to deliver a liquefied natural gas regasification system for the West Java FSRU, which will be Indonesia's first LNG regasification terminal. In October, Golar LNG Energy announced that it had been selected by PT Nusantara Regas, a joint venture between Pertamina and PGN, to provide the West Java FSRU. The project will see the existing LNG carrier Khannur converted into a floating terminal that can be situated offshore or at a new or purpose-built jetty/pier.

Indonesian Offshore Contract for Veripos

Aberdeen-based Veripos has been awarded a major contract by PT Pageo Utama of Jakarta for provision of GNSS precise positioning facilities in support of two three-year regional survey and navigation service projects being carried out by the Indonesian company on behalf of BP West Java and CNOOC South East Sumatra. The contract for the two projects also covers supply by Veripos of integrated demodulator and GNSS receivers in addition to associated proprietary QC software to ensure seamless high-precision sub-metre positioning for survey and general offshore operations. Award of the contract marks a further stage in the growth of Veripos’s positioning operations throughout South East Asia, according to Raymond Wong, Regional Manager of its Asia Pacific Region in Singapore.

PGN Planning to Build LNG Terminals

State gas company PT Gas Negara Tbk/PGN is planning to build three LNG (liquefied natural gas) terminals at a total cost of $1.782b in Java and Sumatra, reports said. The terminals would be built in West Java, East Java and Medan (North Sumatra). He said demand for gas in West Java was now recorded at 1,112 million standard cubic feet per day (MMSCD). Yet, gas supply capacity in 2011 was expected to be only 731 million cubic feet per day (MMCFD) which would be used up by 2024. The funds would come from PGN and foreign loans. Construction work was scheduled to be commenced in the fourth quarter of 2008 and continue until 2011 while the operating contract as well as maintenance would last until the fourth quarter of 2011-2016.
