The National Maritime Security Advisory Committee (NMSAC), sponsored by the Secretary of Homeland Security, is recommending to the Secretary that the Transportation Worker Identification Credential (TWIC) program be slowed down. The Committee is concerned that the public comment period was inadequate; that the technology to be utilized has not been fully tested; that affected individuals have not received adequate notice of the impact of the program; and that the significant issues regarding implementation have not been adequately addressed.
