The U.S. Coast Guard issued guidance regarding global maritime distress and safety system (GMDSS) operator requirements. The guidance notes that operator requirements have been upgraded from “two deck officers” to “the master, chief mate, and all other officers of a navigation watch”. Source: HK Law
