Most of the media coverage of offshore wind development in the United States focuses on the leases of the offshore areas where the wind turbines will be located. However, equally important is the landside dimension of these projects, including the manufacture, installation, maintenance and operation of the turbines. Several awards made in the last two rounds of funding under the Port Infrastructure Development Program (PIDP) show how offshore wind now offers an additional direction of port development for which funding is available.

Apollo Global Management has recently informed that certain funds managed by its affiliates have signed an exclusive agreement to invest in the Arthur Kill Terminal project, dubbed a major offshore wind energy staging and assembly port under development in Staten Island, New York.New York-based Atlantic Offshore Terminals will lead the development of Arthur Kill Terminal. On September 26, the State University of New York Maritime College hosted a conference on the emerging east coast offshore wind industry. “Offshore Wind Power, Planning for America’s Ocean Energy” focused on four fundamental topics:• East Coast Wind Farm Overview – Status of the Industry.• Jobs and Supply Chain Technical Working Group.• Wind Farm Port Development.• Offshore Wind Maritime Operations.In some ways, actually clocking in for a day’s work on an offshore wind turbine is tantalizingly close. Fuel leak from the Hapag-Lloyd container ship “Dublin Express” berthed at Global Marine New York Container Terminal in Staten Island, in the Arthur Kill waterway near the Goethals Bridge,  was detected in the afternoon March 28.Fuel was escaping from the roughly 40 x 40-centimetre opening. The hole was sealed during the night. In addition, extensive containment booms were promptly set out to prevent any additional spreading of the oil and to proactively protect nearby nature reserves.The 4,120 TEU container ship encountered heavy swell while sailing from Port Everglades to New York. Hapag-Lloyd did not say what caused the damage to the ship’s hull.Together with Hapag-Lloyd, Gallagher Marine will be coordinating all appropriate measures on-site as qualified individual (QI).

A containership has reportedly leaked fuel oil into the Arthur Kill waterway near Staten Island, N.Y., the U.S. Coast Guard said.The Coast Guard said it is working alongside partner agencies to respond to the spill, which occurred while the vessel was moored at the Global Marine New York Container Terminal on Thursday afternoon. The amount of fuel spilled is currently unknown, and the cause of the spill is under investigation, the Coast Guard said.A Unified Command has been established on scene to coordinate cleanup efforts. Containment boom has been placed around the vessel and there are multiple oil spill response vessels actively…

The Buckeye Terminal in the Arthur Kill Waterway near Port Reading, N.J. was reopened Thursday, following last week's diesel oil spill.The terminal has resumed full operations with the opening of the south dock Thursday afternoon, the U.S. Coast Guard said.The Unified Command that had been established in response to the September 6 spill is now stood down as the Coast Guard continues to work with NJ/NY State agencies and the EPA to monitor continuing cleanup efforts.As of Thursday morning, an estimated 56,000 gallons of oily product has been recovered.

Spend dollars up on dredging, cubic yards moved down. Combined with a reduction in the USACE federal budget, the situation threatens a perfect storm for domestic requirements. U.S. dredging this decade, measured in cubic yards, is only half as active as it was in the early 1960s, with maintenance down slightly since then and new work off considerably, according to the U.S. Army Corps of Engineers or USACE. The nation’s spending on dredging in unadjusted dollars has swelled tenfold since the 1960’s, however.

The Army Corps has informed the Pilots that maintenance dredging in the Arthur Kill has been only partially completed and that the previously shoaled areas in and adjacent to Port Socony and Port Reading Reaches have not yet been returned to full project depth. Based upon dredging completed thus far Sandy Hook Pilots are able to modify the restrictions on draft previously announced in September 2013. For vessels due to transit the waters from south of Motiva and/or Woodbridge Creek in the Arthur Kill to north of Tufts Point, or vice versa, the maximum draft will be 32' at low water and 36'6" at high water. Pilots advise that the Sandy Hook Channel Start-in and Sailing Guidelines should be used by reducing available draft by one(1') foot if transiting through that area.

The U.S. Army Corps of Engineers (ACE) contract is for deepening NY/NJ Arthur Kill Channel to 50 feet. The contract area for this project is along Newark Bay, New Jersey and the Arthur Kill, Borough of Staten Island, New York, N.Y. Its  value is $41,368,100, cost-shared with The Port Authority of New York and New Jersey. In anticipation of the winter storm which came on the heels of Hurricane Sandy, spill response teams based on New York’s Staten Island stopped work for just a day. NOAA’s Office of Response and Restoration is continuing aerial surveys of Arthur Kill, the waterway spanning New Jersey and New York which experienced several hazardous spills in the wake of Hurricane Sandy. The Port of New York is open to all tug and barge traffic carrying petroleum products. New York waterway ferries and taxi service are fully operational on the Hudson and East Rivers. Gravesend Bay anchorage south of the Verrazano Bridge as well as the anchorage north of the bridge is now open. The Hudson River is open to all vessel traffic north of George Washington Bridge. Tugs and barges are permitted to precede along the Arthur Kill waterway from the south with permission by VTS the Caption of the Port. All inspected passenger vessels are authorized to operate except within the noted exclusive zones. Anchorage Ground 21-C in Bay Ridge Flats is open to approved vessel traffic. Port Jersey Channel is open.

The deeper channels will allow new, larger ships to enter the harbor, maintaining the port’s competitive edge as the leading port on the east coast of North America. The fiscal year 2004 Energy and Water Development appropriations bill, which funds U.S. Army Corps of Engineers civil works projects, includes $110 million for channel-deepening projects in the port. The funding will allow for the continuation of federal channel-deepening projects under construction in the Kill van Kull-Newark Bay, the Arthur Kill and Port Jersey channels.

Cargo volumes in the Port of New York and New Jersey grew by 5.6 percent in 2001, despite the economic downturn that saw cargo volumes in other North Atlantic ports decline during the year, Port Authority Port Commerce Director Richard M. Larrabee announced. Larrabee said the New York-New Jersey port outperformed all other North Atlantic ports combined, which reported cargo tonnage declines of 1.3 percent. He said that the New York-New Jersey port saw growth in virtually every sector - containerized cargo, bulk, breakbulk and rail activity. Port Authority Executive Director Joseph J. Joint Press Releases were issued by the U.S. Attorney for the Eastern District of New York and the Environmental Protection Agency stating that hazardous waste charges under the Resource Conservation and Recovery Act (RCRA) have been settled with ExxonMobil Corporation. ExxonMobil has agreed to pay $11.2 million, to perform cleanup at the facility, and to comply with applicable hazardous waste laws and regulations. The defendant operated a barge cleaning and vacuuming facility at Port Mobil on Staten Island, New York. Benzene-contaminated wastes were generated at the facility and some of that waste was discharged into Arthur Kill, part of the waters of the United States. Source: HK Law

How much water has flowed under the bridge since 1938? Well, for starters, the bridge itself - in this case, the Verrazano-Narrows - wasn't even built yet. We had no PCs, no CDs, no LPs, not even TVs in 1938. Manhattan's shore ended at West Street, which bristled with steamboats and their docks. Hundreds of daily arrivals brought people and cars and horse-drawn wagons across the North River, from the Garden State and the terminals of powerful railroads. Containerization, like cartridgization and cassetization, were yet to be thought of, and so were containerports. So was the strip of the Kill known as gasoline alley, and events it would sponsor - the Exxon/Mobil blast a year and a half ago…

On April 16, a cruise ship known as The Spirit of Perth Amboy was untied and drifted about a mile from the Carteret dock into the Arthur Kill where it had become stuck in the mud near Staten Island. The incident occurred just hours before a noon Easter Sunday brunch cruise was scheduled to set sail, cruising past landmarks such as the Statue of Liberty and South Street Seaport.
