Myanmar Accedes to Treaty Covering Bunker Oil Pollution Damage

The International Maritime Organization (IMO) treaty ensuring that adequate compensation is available to persons that suffer damage caused by oil spills, when carried as fuel in ships’ bunkers, has been ratified by Myanmar. The International Convention on Civil Liability for Bunker Oil Pollution Damage (BUNKER) applies to damage caused on the territory, including the territorial sea, and in exclusive economic zones of States under the Convention. Liquiline to Construct Denmark's First LNG Bunker Terminal

Liquiline says it has entered into a contract with Fjord Line to design, construct and commission an LNG ship bunkering terminal for Fjord Line AS at the Port of Hirtshals, Denmark. The terminal will be constructed at the Port of Hirtshals, where Fjord Line operates a daily service with one of its two LNG-fuelled cruise ferries MS Stavangerfjord and MS Bergensfjord. This will be the first LNG ship bunkering terminal in Denmark. The ship bunkering terminal will be of Liquiline-design, a LiquiStation® Bulk ST2FF type.

Bureau Veritas is supporting the adoption of clean fuel LNG through the classification of both vessels in the world’s first ship-to-ship LNG bunkering operation between two independent ocean-going vessels. On September 3 2016, Terntank Rederi’s M/T Ternsund bunkered LNG from Coral Energy, a Dutch small scale LNG vessel owned by Antony Veder and chartered by Skangas. The operation was carried out at the entrance to the port of Gothenburg. The 15,000 dwt Ternsund is the world’s first LNG-fuelled newbuilding oil/chemical tanker.

LNG Bunkering: First Italian Truck- to-Ship Operation

The Port of Civitavecchia has become the first port to perform Truck to Ship bunkering of LNG to a seagoing vessel within an Italian coastal port or any port in Italy and this part of the Mediterranean, say LNGEurope. The tugboat Bokn owned by Buksér og Berging AS, was bunkered by LNGEurope at the Port of Civitavecchia (Rome) recently for the Italian sector of her voyage from the Turkish shipbuilder towards final destination, Karsto in Norway. On arrival she will begin a long-term charter to Statoil.

Adoption of LNG as Marine Fuel Significantly Accelerated in 2017

Titan LNG says that the stage has been set for a push in the adoption of LNG as a marine fuel beyond the tipping point. The order book for LNG-powered ships grew substantially, the LNG bunkering infrastructure is maturing and the pricing of LNG has become structurally competitive versus MGO. In 2017 around 11% of all new build contracts were LNG powered ships, a trend that we expect to continue during 2018. Titan LNG is very pleased with these developments and we are proud to be at the forefront of this market.

Port of Antwerp to Set Up LNG Bunkering

It would be possible for barges to fill up with LNG at a permanent bunkering station in the port of Antwerp by the beginning of 2016. Truck-to-ship bunkering is already possible, but by setting up a bunkering station the port of Antwerp aims to make LNG permanently available. In comparison with the diesel fuel currently used by European barges, LNG is much cleaner and environment-friendly. Barges powered by LNG emit hardly any particulates, and NOx emissions are drastically reduced.

BP Marine and Houston Marine Team Up On Bunkering Venture

BP Marine and Houston Marine Services (HMS) are joining forces to begin a new chapter in ship bunkering in the western U.S. Gulf. Effective, April 2, HMS became BP's dedicated logistics provider in an area from Brownsville, Texas to Lake Charles, La. BP Marine will serve as the marketing arm for bunker sales on behalf of the joint venture and will supply bunker fuel across a broad geographic area of the Gulf.

But now that the LNG Master Plan has come to an end the LNG story is not finished. Far from it: this was just the start, paving the way for promising new projects. Specifically, the port of Antwerp is getting ready to build an LNG bunker station for barges, with the concession agreement due to be signed at the beginning of 2016. The Rhine-Main-Danube LNG Master Plan was formally brought to a close on 16 December 2015 in Rotterdam. Together with 32 other partners from all over Europe the port of Antwerp had contributed towards the objective of making LNG a reality for barge transport…

In 2016 the sale of bunker oil - fuel for shipping - in the Rotterdam bunker port diminished from 10.6 million m3 to 10.1 million m3. There is no reason known for this decline. For the first time, ships bunkered a sea-going vessel with LNG, liquefied natural gas, in Rotterdam. Every year, some 11 million m3 of bunker fuel is supplied to vessels in Rotterdam. In Rotterdam, every imaginable fuel can be obtained in huge quantities. The port of Rotterdam is Europe’s largest bunkering port, as well as one of the top three bunkering ports worldwide.

Singapore MPA Wants LNG Bunkering Options

Singapore's Maritime Port Authority is seeking proposals on liquefied natural gas bunker supplies as it shifts away from fossil fuels towards gas while trying to maintain its role as the world's top bunkering hub. The move to issue bunker supplier licences to the gas sector complements the city-state's push to profile itself as an LNG hub and is a step towards meeting its own deadline of supplying LNG fuel to ships by 2020. "The bunkering industry is an important and integral part of Singapore's global hub port," the port said in a statement on Tuesday. Applicants have to submit proposals by Sept. 30 detailing the bunkering supply and delivery model, their LNG sources and marketing plans for the sale of LNG to customers in the port, the statement added.

Shipvertical Internet Group To Partner With Marine Digital

The agreement enables both parties, ShipVertical Internet Group and Marine Digital, to exchange products/service platforms on the web, to mutually benefit from each party's distribution network, to develop new products for niche markets jointly and to do businesses of both parties via a shared global network of suppliers and ship managers/operators.

Astomos and Elgas to Study LPG as Shipping Fuel

Tokyo-based Astomos Energy Corporation and , Australia’s leading LPG marketer and distributor have signed a Memorandum of Understanding(MOU) for the further study of LPG as a ship bunker fuel(LPG bunkering). LPG bunkering is a possible solution to meet the International Maritime Organization (IMO) shipping fuels SOx limit of 0.5% from 2020. This MOU will enhance cooperation between Astomos and Elgas across all aspects of LPG bunkering including the sharing of information, research and development and collaboration in securing global supply sites for LPG bunkering within the Asia Pacific.

DNV GL: New Class Notation for Gas Bunkering

DNV GL has developed a new class notation for gas bunker vessels that targets safer fuel transfer operations from one ship to another. Until now, the development of standards guiding gas fuel transfer operations in ports has lagged behind, as the maritime industry focussed on developing standards for gas fuelled ships rather than bunkering arrangements. This notation addresses safety concerns in this field and covers gas bunker vessels design and additional requirements to support the development of gas fuelled shipping and bunker operations in ports. The rules are flexible and include a variety of gas fuels as well as the configuration of bunker transfer systems.

BP Marine Wins US Government Award

BP Marine has collected its third accolade after the innovation of its SEA Card – Ships’ bunkers’ Easy Acquisition Card – solution was recognized by the US Government. Created as a solution to the US Defense Energy Support Center’s (DESC) search for a more efficient marine fuel procurement process, SEA Card played a significant role in the Government Fuel Card Program winning the 2007 David Packard Excellence in Acquisition Award. The Government Fuel Card Program team received the honor for making the acquisition system for air, fleet and sea fuels more efficient, responsive and timely.

WQIS Guarantee for IMO Bunker Convention

On November 21, 2008, The International Convention on Civil Liability for Bunker Oil Pollution Damage, 2001 (IMO Bunker Convention) entered into force establishing shipowner liability for spills of oil when carried as fuel in ships’ bunkers. In the months since its inception, 12 additional countries have adopted the Convention, bringing the total number to 38. Importantly, this affects 75.5% of world tonnage, according to Lloyd's Register/Fairplay World Fleet Statistics, 31 December 2007. Water Quality Insurance Syndicate (WQIS) is authorized by the majority of the flag states to provide the financial guarantee needed to obtain the certificate vessels must produce in compliance of this Convention.

Bunker Prices Double-Digit Drop

Last week (ending 22, June 2012) oil bunker prices dropped in key ports across the world IFO380 has made double-digit drops in Singapore, Rotterdam, Fujairah, and Houston, and all four ports once again reached new lows for the month reports 'Ship & Bunker'. (IFO 380 is Intermediate fuel oil with a maximum viscosity of 380 Centistokes (<3.5% sulphur). In Asia, Singapore IF380 prices dropped by $11.00 bringing the price to $563.50, while Hong Kong IFO380 fell for the fourth day this week dropping $10.00 to $585.00 per metric tonne (pmt). LA / Long Beach continued on a downward trend, IFO380 chalking up an 11th consecutive day of losses by dropping $7.50 to $562.50 pmt.  

Aegean Exits Singapore Bunker Market

Aegean Bunkering Pte Ltd on Friday said it had this week left the world's largest marine fuels market in Singapore after handing back its supply and craft operator licences. The company had announced in October that it would halt physical supply operations in Singapore by January amid heightened commercial pressures after the city-state adopted tougher bunkering procedures. Aegean Bunkering, headquartered in Greece, was last year ranked the 20th largest marine fuels supplier by volume in Singapore from a total of 55, data from the Maritime and Port Authority of Singapore (MPA) showed.

China: Sunken Tanker Sanchi May be Leaking HFO

A sunken Iranian oil tanker may be leaking heavy bunker fuel as well as light oil off the east coast of China and the best remedy was to recover the vessel, officials said on Friday. It was unclear how much bunker fuel was left aboard the tanker when it sank on Sunday after being ablaze for days but experts estimated it may have been carrying about 1,000 tonnes at the time of collision. New Shuttle Tanker Design for Teekay

A new shuttle tanker concept developed by the world’s largest shuttle tanker services provider, Teekay, will offer a new level of innovation, says Wärtsilä, whose smart technology solutions will be featured on the new vessels. To date, Teekay has ordered four of these ‘next generation’ ships, each to be built at the Samsung Heavy Industries (SHI) yard in South Korea. According to Wärtsilä, the newbuilds will feature a broad assortment of its latest technology innovations, all of which are central to the concept’s overall performance gains.

London P&I Club Addresses "Cappuccino Effect"

The London P&I Club has advised its members on precautions to adopt to detect the presence of cappuccino bunkers. In the latest issue of its StopLoss Bulletin, the club explains that the cappuccino effect is essentially the frothing or bubbling effect caused by compressed air blown through the delivery hose. The aerated bunkers when sounded will give the impression that the fuel is delivered as ordered. In fact, after some time, when the entrapped air in suspension settles out of the fuel oil, the oil level drops and a shortfall is discovered.

Italian dry freight group Deiulemar Shipping  is trying to avoid formal bankruptcy proceedings. Italian dry freight group Deiulemar Shipping Company SpA (Deiulemar Shipping) is seeking liquidation to avoid formal bankruptcy proceedings after Italian prosecutors seized assets totaling 323 million Euros ($399.5 million) which included 10 of its vessels, according to a Reuters report accessed by 'Ship & Bunker'. Calnetix to Display Waste Energy Converter at SMM

At SMM 2014, Calnetix Technologies will showcase a new system developed with Mitsubishi Heavy Industries Marine Machinery and Engine Company (MHI-MME) that captures heat from marine engine jacket water and converts it to electricity for shipboard consumption. The Hydrocurrent system produces up to 125 kW of power for the ship’s electrical load, while still leaving sufficient heat in the jacket water for the fresh water maker. The system pays for itself in a very short time by reducing the load on the ship’s bunker-fueled generators, resulting in fuel savings of up to 200 tons per year.

Kirby Buys Towboats, Barges from Coastal

Kirby Corp. signed an asset purchase agreement with Coastal Towing, Inc. to purchase from Coastal seven black oil tank barges and 13 inland towboats. The transaction, estimated at $17.1 million in cash, is being financed through Kirby's operating cash flow and available credit under Kirby's bank revolving credit agreement. Kirby and Coastal have also entered into a Barge Management Agreement whereby Kirby will serve as manager of the combined black oil tank barge fleet, which will include Coastal's 51 remaining barges and Kirby's 65 barges, for a period of seven years. In a related transaction, on September 25, 2002, Kirby purchased from Coastal three black oil tank barges for $1.8 million in cash.
