Seagull Extends MLC Training Package

Following keen interest in its first two computer-based training (CBT) modules addressing the Maritime Labour Convention (MLC 2006), training specialist Seagull AS has launched four new MLC-orientated CBT modules to cover the key areas of management, leadership, lifestyle and physical health training.

Seagull now offers a comprehensive package of CBT modules, designed to allow shipping companies, ship managers, ship operators and senior officers to achieve and manage compliance with the Convention, which it is anticipated will enter into force during 2012.

The first two modules, CBT 197 - MLC 2006 Basic Introduction (prepared for general awareness) and CBT 191 -  Introduction to the Maritime Labour Convention MLC 200 (targeting management and operational staff) have been widely taken up and Seagull expects the latest four modules to address a number of critical areas highlighted by MLC 2006 at a more detailed level.

CBT 192 - MLC 2006 Onboard Responsibilities provides details of the requirements that the Convention places on senior ship officers with regard to compliance. The module covers areas of inspection onboard ship, the information and onboard records required, the validity of certification and the consequences of non-compliance. This one hour module provides an introduction to the MLC, its background and regulatory structure, and the role of the International Labor Organization (ILO).

Another new module, CBT 193 - Shipowners Responsibilities, details the areas of responsibility under MLC 2006 that are placed on shipping company office staff dealing with the employment conditions of seafarers and onboard crew facilities. It also covers flag state inspection and certification issues relating to MLC 2006 and the consequences of non-compliance. This module takes up to one hour to complete. Two further modules, CBT 194 and CBT 195, cover physical exercise and lifestyle. CBT 194 - Lifestyle assessment and advice is targeted at helping seafarers improve their lifestyle and assess health risks while onboard, while CBT 195 - Physical exercise and lifestyle coaching offers pragmatic lifestyle advice and an easy-to-use physical training programme. The programme and exercises can be performed without special equipment and within the limitations of life onboard ship. Each module takes up to 45 minutes to complete.

MLC 2006 consolidates various old and new conventions and regulations, providing seafarers with fair terms of employment and safe, secure and decent living and working conditions. As a result of its implementation, shipowners will have a consistent, clear set of standards they must apply equally to all ships which trade internationally. Port State Control inspectors can detain vessels that do not comply.

In response, we have been working with experts to develop training materials that specifically support companies in meeting the training requirements of MLC.”

In addition to the six training modules tailored to assist MLC 2006 compliance, Seagull offers a range of existing CBT modules that contribute to meeting the requirements of the Convention. These include modules on conflict management, culture management, active listening, team leadership and stress management. Seagull’s Training Administrator (STA) easily monitors, records and generates a comprehensive report as proof of compliance in the event of Port State Control inspections.
