Port of San Francisco Develops New Physical Security Plan

Embarcadero Systems Corporation (ESC) won a contract to develop physical security plans, security technology and security plan implementation recommendations for the Port of San Francisco’s seven and a half miles of shoreline stretching from Hyde Street Pier in the north to India Basin in the south. Under this five-month contract, the ESC-led team will provide a comprehensive Physical Security Plan suited to protect the unique needs of the Port of San Francisco, recognizing its significant tourist industry and open access to waterfront facilities. The plan will work in collaboration with local, state and federal resources; coordinate with the city’s Emergency Operation Plan; and comply with the National Incident Management System (NIMS). In making the announcement, ESC Program Manager - Secure Trade and Government Solutions Jason Green spoke about the security contract award. “This security plan will mitigate identified vulnerabilities and recommend specific port- response actions to various threat scenarios, including natural and man-made disasters, at each Homeland Security Advisory System (HSAS) level and, where applicable, each Maritime Security (MARSEC) level,” Green said. “Our team understands San Francisco’s waterfront environment and appreciates the port’s unique vision for commercial viability that is centered both on securing the movement of cargo and the security of people and property critical to San Francisco’s tourism, recreation and economic revitalization programs.” Port of San Francisco Director of Homeland Security Sidonie Sansom commented on why the port chose Embarcadero Systems’ team for this vitally important project. “ESC has extensive security program planning and implementation experience,” said Sansom. “This is the deep industry knowledge that the Port of San Francisco needs in order to secure this large and multipurpose use waterfront.” Focused on port and maritime operations and maritime security systems, this special ESC team consists of maritime professionals, IT developers, a former U.S. Coast Guard Captain of the Port, a former city emergency operations manager and former chief of police for a major port. Embarcadero Systems Corp. has a successful record of accomplishment in all phases of security program life cycle management, from strategic planning, securing funding and designing solutions to system implementation and has developed all types of planning documents. ESC has assisted port and commercial maritime facility operators in obtaining more than $25 million in port security and urban area federal funding. The ESC maritime experts have collectively developed more than 20 security plans and assessments for some of the world’s largest port operators, including Oakland, Portland, Los Angeles, Long Beach, Tanjung Priok (Jakarta), St. Petersburg (Russia), Colombo and Sri Lanka. In just the past three years, the team has implemented more than $12 million in security systems, which include surveillance systems, wireless communications, access control and physical security barriers.
