NTSB Issues Report on Construction Barge Fire
The National Transportation Safety Board (NTSB) issued the report of its investigation into the fatal explosion and fire on an uninspected construction barge on October 12, 2006 on West Cote Blanche Bay, La. The incident resulted from the unexpected release of a mooring spud. Two construction barges were being pushed by a towboat across the bay. One of the raised mooring spuds on one of the barges suddenly dropped (possibly due to a failure of the winch brake mechanism). The spud struck a submerged high-pressure natural gas pipeline, rupturing the pipeline and causing an explosion and fire that engulfed the towing vessel and both barges. The master and four barge workers were killed, two crewmembers survived, and one crewmember is missing.

Bender Granted Conversion Contract From Cal Dive
Bender Shipbuilding & Repair of Mobile, Ala., has been awarded the conversion of the 400 x 102 ft. (121.9 x 31 m) Sea Sorceress. The barge, which will be converted from a manned fuel barge to a DP-II construction barge for Cal Dive International of Houston, Texas, will receive eight 850 kW retractable Z drives. These drives will be powered by four Wärtsilä generators providing 6.6kV of power. A new engine room on the dynamically positioned barge will be used for the vessel's main source of power, as well as ancillary equipment. A 31 x 102 ft. (9.4 x 31 m) stern piece will be removed and replaced by a new stern housing for four of the thrusters - the other four will be positioned forward in the bow.
Dolphin Offshore Lines up Investments
Dolphin Offshore Enterprises (India) Ltd., an offshore construction and ship repair company for the oil and gas industry, has lined up investments worth Rs 1,000 crore over the next 5-6 years, a senior company official said. Dolphin has already invested $35m in the initial expansion plans like acquiring ships. Offshore construction being its main focus, Dolphin is looking at moving up the value chain with bigger contracts and would invest Rs 200 crore for expansion in this field. The company, which currently owns 12 ships, has ordered two more work boats and an offshore construction barge. Dolphin is currently bidding for the $32m barge bumper contract floated by ONGC. It is also registered with Saudi Aramco and is in the final stages of talks with Abu Dhabi National Oil Co.
Storm Sets Barges Adrift in Hudson River
Multiple sources reported that two large construction barges moored near the Tappan Zee Bridge in New York broke free and floated down the Hudson River. Strong winds from a recent snowstorm caused the barges to break from their moorings and float down the river, one traveling as far as 15 miles before being recovered. Both barges have been put back into place. There has been no report of injuries. The Associated Press pointed out that this is not the first time a barge has broken free from the Tappan Zee project. SENESCO Wins Barge Contract
The Southeastern New England Shipbuilding Corporation (SENESCO) will build a 180-ft. barge at Quonset Point, R.I., for John P. Picone Inc., a general contractor from Lawrence, N.Y. This is the ninth barge order SENESCO has received since it began operations in November 1999. In addition, SENESCO has manufactured a number of barge-like structures or "floats" used in marinas for passenger, gambling and other craft in Lynn and Boston, Mass. The Picone Vessel will be used as a construction barge in the New York area. All five vessels built so far at SENESCO are deck barges and have the capability of carrying heavy crawler cranes.
USCG Investigates Bridge Allision on Potomac
The Coast Guard is investigating an allision caused by flood conditions between an 80-ft construction barge and the 14th Street Bridge in Washington, D.C, around March 15. A 25-ft Response Boat-Small crew from Coast Guard Station Washington, D.C., along with boatcrews from D.C., Police Department and D.C., Fire Department were dispatched to the scene. Upon arrival, the Coast Guard conducted an initial assessment and found no apparent significant damage to the bridge or the barge. The Coast Guard is working with the barge owners in an effort to remove the barge.
Bollinger, Bouchard Contract for Tank Barges
Bollinger Marine Fabricators, L.L.C., Amelia, La., a Bollinger Shipyards, Inc. company, has signed a contract for the new construction of a 55,000 barrel OPA’90 compliant tank barge with Bouchard Transportation Co., Inc., Melville, N.Y. Senesco Signs Contracts
Southeastern New England Shipbuilding Corporation announced that it has signed contracts for the construction of three barges and pier floats that have an estimated value of approximately $3 million. The first contract is for the Hughes Marine out of New Jersey. The contract calls for the construction of a 160 ft. deck barge. This project, the fourth such project Senesco has handled for Hughes, is expected to take eight weeks. The second contract with Cashman Equipment of Boston is for the construction of two identical deck barges that are 180 ft. in length and have heavy dek loading capabilities. The vessel wil be used as a construction barge and will be able to hold 4,000 lbs. per sq. foot, while most industry vessels are capable of supporting 2,000 lbs. per sq. foot.
Strategic Marine Contract, Leighton-Saipem Consortium Vessels
Strategic Marine won the contract to build four new workboats for Leighton-Saipem Consortium for use by the Chevron operated Gorgon Project. The vessels will be built at the company's Henderson Shipyards and used to transport workers to and from construction barges operating at Barrow Island as part of the LNG jetty and marine structure contract for the Gorgon Project. Crowley Orders ATB at Bollinger
Crowley Fuels LLC has signed a contract with Bollinger Shipyards for the construction of a new 100,000-barrel-capacity articulated tug-barge (ATB) to transport multiple clean petroleum products in the Alaska market. The Alaska-class vessel will be built at Bollinger Marine Fabricators Shipyard, in Amelia, La., with an expected delivery in the fourth quarter of 2019. Garware Offshore to Acquire Barge for $25M
Diversifying services from its core business of leasing out ships for oil and gas exploration, Garware Offshore Services Ltd. is acquiring a construction barge from a Chinese manufacturer for $25m. According to a company official, the deal details have been discussed and the order would be finalized sometime this week. The barge, to be delivered by the second quarter of 2009, is being acquired through 100 per cent financing via its Singapore subsidiary on a bareboat charter basis. The deal gives Garware an option for a second order, too. The name of the Chinese company was not disclosed. These barges are required for the maintenance of oil and gas exploration platforms and have an earning potential of $25,000 per day in India, in fair weather conditions.

Cal Dive Nets International Contracts
Cal Dive International charters out diving vessel & also wins 3 Australian saturation diving contracts. The company's diving vessel Kestrel is chartered to a major contractor in Mexico to perform repair and maintenance work for Pemex. The charter started in mid-October and has a fixed term of two years with an additional one-year option. The charter is expected to result in EBITDA of approximately $10 million per year during the two-year charter term. The vessel is expected to generate approximately break-even EBITDA in 2012.
Cal Dive Sells Off its GofM Surface Diving Fleet
Cal Dive International says it has sold its U.S. Gulf of Mexico shallow water surface diving fleet to a privately held company for cash of US$18.5-million and a 19.9% minority interest in the entity acquiring the assets. Cal Dive explains that the assets sold are comprised of eight surface diving vessels and miscellaneous inventory and equipment and it anticipates recording a gain during the second quarter as a result of the transaction. Net proceeds from the sale were used to repay a portion of the Cal Dive’s revolving credit facility.
Laborde Delivers Engines to Tugboat
An expert in ocean and coastal towing, Smith Maritime, needed dependable diesel power when its 90 ft Elsbeth III was in need of repowering prior to towing the 520 ft USS Hoyt S. Vandenberg to the Florida Keys. The Vandenberg was sunk six miles offshore, becoming Florida's largest artificial reef. The company turned to Laborde Products, who had previously supplied Smith Maritime with Mitsubishi heavy-duty marine propulsion engines and ordered three new 1,180 hp Mitsubishi S12R-Y1MPTA engines. "We're 100% satisfied with these engines," said Capt. Latham Smith, Smith Maritime founder.
Hooked onto Asia’s Largest Floating Cranes
MAN Diesel’s organization has landed another engine contract in the specialized segment for large floating cranes and construction barges. A newly designed (DLV4400) heavy-lift floating crane from Shanghai Zhenhua Port Machinery Co Ltd (ZPMC) with a 4,400 ton lifting capacity will be powered by 7 x MAN Diesel 9L32/40 GenSets. The total installed output of 31.5 MW will supply propulsion power, power for maneuvering, for the crane activities, and to the hotel accommodation load for 250 persons. The vessel, which is designed to propel itself at up to 12 knots in trial condition, will also be equipped with a dynamic positioning system classed GL DynPos–AutR.
