The U.S. Coast Guard responded to reports of a collision between a 17-foot recreational boat and a 406-foot cargo vessel in Lake St. Clair approximately two miles offshore east of Grosse Pointe Woods, Michigan, Sunday morning. The master of the involved cargo vessel, the Esta Desgagnes, a Canadian-flagged vessel home-ported in Quebec, Canada, immediately hailed the Coast Guard on VHF channel 16 to report the collision and that the operator of the recreational vessel was in the water. A rescue crew from Coast Guard Station St. Clair Shores launched a response boat and found the operator of the recreational boat clinging to a buoy. Earlier this year I was part of a safety meeting with several marine towing companies and the topic turned to leadership on our towing vessels. Companies are coming to the realization that many of their captains are not masters of the vessels. For years, the industry has taken control of the vessels from the captains and kept it in the office. I used to hear this lament from captains that I worked with in the nineties, “They don’t pay us to think.” And although the words have changed, the same old lament is there.

A generally sound assumption to make is that many recreational boaters operating power boats and sailing vessels are not very familiar with the maritime Rules of the Road that their professional mariner counterparts understand and adhere to. The unfortunate consequence is a wide array of marine casualties and incidents from collisions, allisions, capsizings, groundings, wake damage, many unreported and countless near misses. Another safe assumption is that it’s almost certain that when a professional mariner gets involved with a recreational boater, the authorities, most notably the U.S.

A New Zealand passenger vessel operator and its director have been fined more than $93,000 after a 60-year-old passenger suffered a broken back on the company’s high-speed tourist excursion boat near Cape Brett, New Zealand. In October 2014, Raewyn Russell was seated in the front row as a passenger on the high-speed tourist excursions vessel Mack Attack, a catamaran capable of speeds of up to 100 km/hr. When the boat hit a large wave at speed and landed heavily, Russell was thrown forward and on landing back in her seat heard a crack in her back.
