The U.S. Senate on Friday passed the National Defense Authorization Act (NDAA) for fiscal year 2021, a massive $741 billion defense bill setting policy for the Pentagon. North Sea operators and contractors are investing across people, R&D, technology and new markets to support continued growth, said a new report.The 30th Oil and Gas survey, conducted by Aberdeen & Grampian Chamber of Commerce in partnership with the Fraser of Allander Institute and KPMG UK, pointed out that around 45% of contractors have increased investment spend in the UK Continental Shelf (UKCS) in the past 12 months.Almost half (47%) report they have either started to use artificial intelligence or will do so in the next five years.The survey highlights a welcome trend in R&D investment with the highest proportion of firms reporting…

Britain's Rolls-Royce said it had agreed to sell its Germany-based diesel parts maker L'Orange to U.S.-based engineering company Woodward Inc for 700 million euros ($859 million), as part of a plan to simplify its business. Both subsea compression trains at Statoil’s Åsgard field have achieved more than 25,000 operation hours with an availability close to 100 percent. The world’s first subsea gas compression facility features two MAN Diesel & Turbo HOFIM motor-compressor units. The Åsgard subsea compression system has officially reached the highest Technology Readiness Level (TRL) 7 with both trains surpassing 10,000 operating hours. The European Parliament rejected a call to ban Arctic oil and gas exploration on Thursday, in a symbolic vote seen as a barometer for future moves by Brussels to regulate to protect the region. Lawmakers who back the ban, which had drawn the ire of Norway, say the European Union needs a strategy for future developments in a region being transformed by climate change. Lawmakers voted 414-180 to reject the non-binding motion calling for the European Commission and member states to work with international forums towards "a future total ban on the extraction of Arctic oil and gas".

Once considered the future of gas production, floating liquefied natural gas (FLNG) projects have been firmly relegated to the backburner as global gas producers seek cheaper ways to compete with a surge in U.S. shale supplies and slumping prices. FLNG projects - mega tankers fitted with gas extraction and liquefaction facilities - allow producers to tap offshore gas wells and ship LNG without having to build costly pipelines to onshore plants. Owners can move the vessels to new fields when production at an old one ends, slashing asset end-of-life costs.

A little-known investment company said it intends to order up to 20 liquefied natural gas (LNG) carriers, probably from South Korean shipbuilders. The contracts would be worth as much as $3.8 billion, two people with direct knowledge of the matter told Reuters. CBI Energy and Chemical, which is controlled by Australian and Canadian investors and has offices in Hong Kong, also said in a statement to Reuters that it would be seeking to buy floating LNG production and import facilities as part of an ambitious plan for Africa and Asia. The first shipment of gas fracked from U.S. shale will arrive in Britain next week, upping pressure on Scotland to reassess its opposition to fracking. Chemicals giant Ineos will be importing ethane, obtained from rocks fractured at high pressure, in a foretaste of larger deliveries of liquefied natural gas (LNG) from shale set to reach Europe in 2018. The shipment of ethane, used to make plastics, anti-freeze and detergents, will arrive in Scotland's Firth of Forth on Tuesday, accompanied by a lone Scots piper at sunrise, the company said. The Zurich-headquartered group is against a Scottish moratorium on fracking. It is Britain's biggest shale gas company in terms of acreage and it has promised to share six percent of future shale gas revenue with local residents.

Compared to the first half of 2015, which saw throughput increased by 6.8 percent, the Port of Rotterdam handled 3 percent less cargo in the first six months of 2016, according to the Port of Rotterdam Authority. The most pronounced decrease could be observed in the dry bulk segment, which slid 9.9 percent. Although the port handled a slightly lower volume of liquid bulk (down 1.1 percent), the volume of crude oil and oil products put through so far in 2016 is still at a historical high. The port’s container throughput (in TEU) decreased by 2.3 percent.

Royal Boskalis Westminster N.V. announced that the Noorderzijlvest district water board intends to award the contract for the Eemshaven-Delfzijl dike reinforcement project to a consortium consisting of Boskalis & KWS Infra. The contract carries a value of more than €60 million, of which Boskalis' share is more than €40 million. The project involves raising and widening the Wadden Sea dike between Eemshaven and Delfzijl over a distance of 12 kilometers, as well as making the dike earthquake-proof. Freight volumes in the United States have fallen year on year for the first time since 2012 and before that the recession of 2009, according to the Bureau of Transportation Statistics. The total volume of freight moved by road, rail, pipeline, inland waterways and as air cargo in November 2015 was 1.1 percent lower than in the corresponding month a year earlier. Freight demand growth has been slowing since the start of last year but the slowdown intensified in the second half and November marked the first time that year-on-year growth turned negative.
