Cove Point LNG Proposal Under Review

The Coast Guard concluded two days of meetings today with local, state and federal officials as part of its ongoing review to help evaluate the suitability of the Chesapeake Bay for importing Liquefied Natural Gas (LNG) aboard tankships. The Coast Guard Captain of the Port (COTP) Baltimore received a letter of intent to resume LNG import operations from the Williams Company at its Cove Point facility in Calvert County, Md., last October. If approved, LNG import operations will involve moving LNG in tankships on the middle and lower Chesapeake Bay to Cove Point where the cargo will be handled and off-loaded at the company’s waterside facility. Under federal regulation (33 CFR Part 127.009), the COTP is required to evaluate the suitability of the Bay for conducting LNG operations.

Pilot's License Suspended Following Damage to LNG Facility

An administrative law judge has suspended Pilot John C. McCarthy III's license Friday for eight months, with additional 12 months probation, after ruling that the Coast Guard proved its case of negligence and misconduct against him. The judge's decision stemmed from a March 14, 2006, incident on the Savannah River where the tank vessel Charleston, piloted by McCarthy, passed the liquefied natural gas facility on Elba Island at a speed in excess of 14 knots during an LNG transfer. The surge resulting from the vessel's speed caused an emergency dock shutdown, cargo hose separations, the collapse of a gangway, and mooring lines to part. All emergency equipment at the LNG facility functioned as designed and no LNG was released as a result of the damage.

Osprey Maritime To Sell LNG Operations For $635 Million

Singapore's Osprey Maritime said on Monday it agreed to sell its liquefied natural gas (LNG) operations to new subsidiary Golar LNG for US$635 million as part of a restructuring exercise. The marine and chartering services provider said in a statement the disposal was in line with the proposal by World Shipholding Ltd, its controlling shareholder, to reorganize and consolidate all of its LNG interests into Golar LNG. The sale also gives Osprey the opportunity to restructure its LNG assets and to repay existing debts. World Shipholding, a global energy transport giant controlled by Norwegian shipping magnate John Fredricksen, took over Osprey late last year. Osprey shares were de-listed from the Singapore Exchange on May 15.

Elengy, a unit of the French energy company and LNG player Engie, said that the LNG receiving terminal in Montoir-de-Bretagne, managed by the company, has just performed a new generation LNG transshipment. The ice-class LNG carrier Fedor Litke (170 000 cm capacity) has delivered to the LNG Jurojin (155 000 cm capacity) an LNG cargo the size of the yearly gas consumption of a city like Nantes. DNV GL Approves Kongsberg Engine Room Simulators

Kongsberg Digital has received DNV-GL statements of compliance for two of its newest Engine Room Simulator models designed to provide in-depth training on the K-Sim Engine simulator platform. GTT Training Center Announces First Course

GTT Training Center announces that registration is now open for the first training course to be run at the new center which will take place on June 23, 2014.  The course will be a LNG Cargo Operations Course for ships officers and will take place at its facilities in Saint-Rémy-lès-Chevreuse, near Paris. The course, based on the SIGTTO Suggested Competency Standards for Ships Officers, is open for up to six students and will be approved accordingly by DNV GL. Lasting for five days, students will experience a blend of cargo operations, (using a new LNG Operations Simulator), lectures, guided self-study and assessment throughout the course and upon successful completion will receive a DNV GL (SIGTTO) endorsed certificate. gtt.fr

Tsakos Energy Expands Presence in LNG Sector

Athens, Greece – Tsakos Energy Navigation Limited  announced the order of one plus one state-of –the–art LNG carrier for delivery in the first quarter of 2015 at a major South Korean yard. The vessel is of the new tri-fuel design, enabling the ship to run on fuel oil, marine diesel/gas oil and natural gas, offering attractive alternatives to charterers. Discussions for long-term contracts have begun, and management is confident that such employment will be secured well before the first delivery in early 2015. Concurrently with this order, the company also announced the commencement of the previously announced four-year charter for its LNG carrier Neo Energy to a major international entity and a repeat employer of the vessel at an accretive rate, reflective of current market conditions.

Statoil to Supply Small-scale LNG to Baltics

Norway's Statoil will supply small-scale liquefied natural gas (LNG) to terminals in the Baltic Sea through Lithuania's Klaipeda LNG terminal, a company official said on Thursday. The move comes after the energy firm signed an agreement on Thursday with Litgas and Lietuvos Duju Tiekimas, gas trading subsidiaries of Lithuanian state-owned energy group Lietuvos Energija, to balance the gas supplies at the Klaipeda terminal. "If I'm sitting here in five years and this is a success story, I hope that we are churning three to five conventional cargos annually into this market", Statoil's head of LNG operations Ingvar Skogseide told reporters. W&D Delivers Z-Drive FiFi Tug

Washburn & Doughty Associates, Inc. of East Boothbay, Maine delivered Bulldog, a 98 x 37 ft., 6,700 hp, Z Drive firefighting tug, to Crescent Towing of New Orleans, La. Bulldog provides ship-assist and escort services for LNG tankers at the Elba Island LNG re-gasification terminal in Savannah, Ga. Bulldog is a new Washburn & Doughty in-house design and the first tug built at the yard for Crescent Towing. Port of Rotterdam: 2017 in Review

Over the past year, 29,646 seagoing vessels entered the port of Rotterdam, up more than 600 from 2016's 29,022. The number of incidents in the port fell from 159 to 129, and included one ‘serious accident’ involving an inland vessel that went adrift after hitting a groyne with its rudder. ExxonMobil Inks Deal to Collaborate on Caledonia LNG Project

ExxonMobil, Babcock International Group, Bernhard Schulte Shipmanagement (BSM), Calor and Orkney Islands Council have signed an agreement to collaborate in the “Caledonia LNG ” project. The aim is to develop the infrastructure, storage and technical support needed to enable safe liquefied natural gas (LNG) operations for customers in the north of the UK and North Sea, including bunkering. The parties signed a Memorandum of Understanding (MOU) on 22 November to investigate opportunities to supply LNG for marine and land-based applications.

Japan's Mitsui O.S.K. Lines (MOL) has announced that MOL acquired 100% of the issued shares of Azalea Maritime B.V. on December 21st, 2017. Azalea Maritime changed its name to "MOL Maritime (Europe) B.V." on January 1st, 2018. MOL will enhance providing top-quality seafarers for MOL-operated LNG carriers and tankers and continue to aim to become a world leader in safe operation. MOL Maritime (Europe) B.V. as a manning company, will continue to support MOL safe operation, while inheriting Azalea Maritime's accumulated experience with European seafarers and know-how of the manning business.

New LNG Bunkering Safety Training Course

The Maritime Simulation Institute in Middletown, R.I., is developing a liquefied natural gas (LNG) bunkering safety training course, with the first session to begin in June for Harvey Gulf International Marine. The 45-hour bunkering course for Harvey’s LNG bunkering persons-in-charge (PIC) will be offered ahead of any U.S. Coast Guard regulations governing LNG bunkering. The first course likely will include Harvey Gulf master’s, mates and engineers. Courses will be offered at MSI facilities at Texas A&M outside Houston and at MFA, the Massachusetts Firefighting Academy in Stow, west of Boston.

Aiming to develop the infrastructure, storage and technical support needed to enable safe liquefied natural gas (LNG) operations for customers in the north of the U.K. and North Sea, including bunkering, partners ExxonMobil, Babcock International Group, Bernhard Schulte Shipmanagement (BSM), Calor and Orkney Islands Council have signed an agreement to collaborate in the Caledonia LNG project. The parties signed a Memorandum of Understanding (MOU) on November 22 to investigate opportunities to supply LNG for marine and land-based applications.

New Sloshing Guidelines for LNG Cargo

Lloyd's Register, the world leader in the classification of LNG carriers, has published a new guidance document for the design of membrane-technology liquid natural gas containment systems. The document is aimed at improving design procedures with respect to sloshing forces, and is the result of a long program of research and development, including extensive consultation with industry, and an investment of over $1,1m. The document has been used as part of the appraisal process for the approval of the largest LNG carrier built to date – the Q-Max type ships, of which Lloyd’s Register is the lead class. Sloshing is the motion of a fluid in a partially filled tank which may in sometimes be violent.

The Gulf LNG Liquefaction Project proposed by Kinder Morgan and minority partners officially filed Friday for federal approval to add exporting capabilities to an existing liquefied natural gas (LNG) terminal. The $8 billion LNG export project near Pascagoula, Mississippi is for adding export capabilities to a pre-existing LNG terminal there. Subject to obtaining sufficient long-term customer commitments, anticipated capital expenditures for the project at full development total approximately $8 billion.

GTT: New LNG Technologies, Training Center

At its fourth Innovation & Technology seminar, held on March 28 at the end of Gastech, the gas technology conference and exhibition held in Seoul, Korea, GTT presented the new Mark V and NO 96 Max systems as well as a new training center, expanding the group's range of services for the LNG transportation and storage sector. The Mark V, a variant of the Mark III system, introduced in 2013 at the LNG 17 conference for LNG bunker tank projects with a new metallic secondary barrier, is now available for use in LNG carriers to be constructed in 2016 and delivered in 2018. In addition, the new NO 96 Max system, an upgrade of the NO96 GW design, incorporating an innovative pillar-type insulation box construction, will also be available as of 2016.

Qatar LNG Not Affected by Arab States Tension -Exxon

Exxon Mobil Corp said on Tuesday that production and exports of liquefied natural gas from Qatar have not been affected by rising diplomatic tensions in the Middle East. Saudi Arabia, the United Arab Emirates, Bahrain and Egypt on Monday cut ties with Qatar, accusing the country of supporting extremism. Qatar denies the allegations. The growing diplomatic rift has raised concerns about global access to Qatar's LNG, especially after some regional ports in the Persian Gulf said they would not accept Qatari-flagged vessels. Commodities traders have grown concerned Qatar's LNG could be barred from Saudi Arabia or from traversing Egypt's Suez Canal, though so far no limitations have been imposed.

USCG to Evaluate LNG suitability of Columbia River

The Coast Guard received official notification of Northern Star Natural Gas LLC’s plans on January 18, 2005. U.S. Coast Guard Sector Portland will assess safety and security issues associated with liquefied natural gas tankers traveling on the Columbia River in order to make a recommendation to the Federal Energy Regulatory Commission (FERC) regarding Northern Star Natural Gas LLC’s proposal to build a liquefied natural gas terminal in Bradwood, Oregon at Columbia River mile 38. “We plan to work very closely with local officials, our Ports and Waterways Safety Committee and the Area Maritime Security Committee in evaluating this proposal,” said Patrick G. Gerrity, Coast Guard Captain of the Port at Portland, OR.
