On March 5, 2025, the United States Senate passed an important bill to authorize funding for our United States Coast Guard, after failing to do so in the previous Congress. S. 524, the Coast Guard Authorization Act of 2025, would if enacted into law authorize appropriations to fund the Coast Guard totaling $30.45 billion for fiscal years 2025 and 2026. The bill is sponsored by Senate Commerce, Science, and Transportation Committee Chairman Senator Ted Cruz (R-TX) and cosponsored by Senators Maria Cantwell (D-WA), Dan Sullivan (R-AK), and Tammy Baldwin (D-WI).

The U.S. Trade Representative softened fee proposals for non-U.S.-built LNG tankers and car carriers amid its ongoing effort to counter China's dominance on the high seas and revive domestic shipbuilding.The revised proposal, unveiled by USTR on Friday, would remove LNG-related penalties for failing to export a percentage of fuel on U.S.-owned ships. It also would reduce fees when foreign-built car carriers visit domestic ports and exempt those vessels when they are serving the U.S. military.USTR previously exempted ships carrying U.S.

On April 30, Senator Mark Kelly (D-AZ), together with several original co-sponsors, reintroduced the SHIPS for America Act in the U.S. Senate, first introduced in December 2024, divided into two bills. Companion legislation was also introduced in the U.S. House of Representatives by Rep. Trent Kelly (R-MS) and Rep. John Garamendi (D-CA). This is a major, historic effort to revitalize the U.S. merchant marine. The legislation had to be reintroduced to be considered by the new U.S.

A safety management system, while vital, can only take a company so far. The real change has to be cultural throughout an organization.Many maritime companies can operate effectively under the International Safety Management Code, which governs safety and pollution prevention for ships. Frameworks like these enable carriers to act compliant with basic safety standards, but there is a significant human element not quite covered by such standards. In 2012, Allianz looked at around a century of maritime incidents, estimating that 75% to 96% of marine accidents involved some human error.

The U.S. Maritime Administration (MARAD) has approved the first vessels for participation in its Tanker Security Program (TSP), a newly created public-private partnership program that makes U.S.-flag commercial product tankers available to support U.S. armed forces.Modeled from MARAD's Maritime Security Program (MSP), the TSP assures the Department of Defense has access to U.S.-registered product tankers that may be used to supply the armed forces with fuel during times of armed conflict or national emergency.
