Manson Awarded Floating Dry Dock Mooring Facility Contract at Naval Base San Diego

Seattle based Manson Construction Co. announced it has been selected as the contractor for the P-508 Floating Dry Dock Mooring Facility project.Awarded by Naval Facilities Command Southwest (NAVFAC SW), this $106.9 million project at Naval Base San Diego (NBSD) includes a new ramp pier, retrofitting the mooring wharf, and support facilities for Southwest Regional Maintenance Center (SWRMC) to directly support the operations and maintenance of a new floating dry dock.

US Forms Council to Advise on USMMA Improvements

Naval Fuel-related Assets Protected by Coatings and New Robust Standards

The U.S. Navy has many assets other than its seaborn vessels to care for, and recently it adopted new standards to protect those that are fuel-related. Naval Facilities Engineering Command (NAVFAC) contracted with Master Painter Institute (MPI) services to establish product standards for interior carbon-steel fuel pipes, interior welded fuel tanks, exterior steel systems and waterfront steel structures. NAVFAC Southeast CERT Prepares for Hurricane Irma

Naval Facilities Engineering Command (NAVFAC) Southeast is forming Contingency Engineering Response Teams (CERTs) in preparation of any damage to Naval facilities in the path of Hurricane Irma. "Teams returned last week from Naval Air Station (NAS) Kingsville and NAS Corpus Christi after performing damage assessments after Hurricane Harvey made landfall in Texas," said Integrated Product Team Gulf Coast Assistant Operations Officer Cmdr. Anant Patel who is the CERT officer in charge. Just one week later, Patel is preparing several CERTs to be prepared after Hurricane Irma passes through Florida and moves up the east coast of the United States. "We need to be ready to move out early next week depending on where there may be damage on naval installations," said Patel.

Navy Awards Contract for Passenger Terminal Renovation in Hawaii

Naval Facilities Engineering Command (NAVFAC) Hawaii awarded a $20.5 million firm-fixed-price task order under a multiple award construction contract April 27 to Insight Pacific LLC, a small business in Anaheim, Calif. The work to be performed is for repairs of the existing two-story Air Mobility Command Passenger Terminal (AMC) at Joint Base Pearl Harbor-Hickam (JBPHH) and renovations to the in-bound and out-bound passenger processing so that it will comply with current codes, requirements and accessibility standards. "This project not only increases the efficiency of a facility which serves 100,000 passengers a year; but will also improve the quality of life of everyone there," said NAVFAC Hawaii's Commanding Officer Capt. Dean Tufts.

Portsmouth Naval Shipyard Wins Environmental Awards

Portsmouth Naval Shipyard (PNSY) was recently declared winner of two fiscal year 2014 Secretary of the Navy (SECNAV) Environmental Awards, one for Environmental Restoration-Installation and one for Cultural Resources Management-Small Installation. The SECNAV Environmental Awards recognize Navy and Marine Corps individuals, teams, ships, and installations for exceptional environmental stewardship. The award submittals in each of the categories are judged on five key criteria: program management, orientation to mission, stakeholder interaction, transferability, and technical merit. "The environmental restoration program has been ongoing for a number of years now, starting with our initial assessment in 1983 to identify potential cleanup sites," said Cmdr.

GE Helps US Navy Improve Energy Efficiency

GE’s Power Conversion business was chosen by Naval Facilities Engineering Command (NAVFAC) to build a test system for a cleaner and more productive future in full scale testing of shipboard propulsion and electrical distribution systems at its Naval Ship Systems Engineering Station (NAVSSES). In a traditional testing environment, power transmitted from the grid, passes through a test system and the tested equipment with waste heat is then released to the environment. However, GE’s solution integrates two motors at the end of the cycle that recaptures the energy and recycles it back into the testing system. As a result, it improves overall energy efficiency for the facility and also saves on fuel consumption. In addition, the GE technology reduces carbon emissions from the facility.

NUWC Newport Dedicates New Research Facility

The Naval Undersea Warfare Center (NUWC) Division Newport dedicated a new $24.9 million Virginia Payload Tube Facility (VPTF) with a ribbon cutting today, Wednesday, October 15. The ceremony was followed by an opportunity for businesses with an interest in the technology to tour the facility and learn about its capabilities. Rhode Island Governor Lincoln Chafee, U.S. Senator Jack Reed and U.S. Congressman James Langevin attended the ceremony. “Since forming the Torpedo Station on Goat Island, [NUWC] has been the center of cutting-edge research of undersea technologies,” Reed said.

NAVFAC Atlantic Cancels 2013 Industry Forum

Because of budget constraints due to the sequestration, Naval Facilities Engineering Command (NAVFAC), Atlantic has cancelled their annual Industry Forum conference for 2013. The forum offered a chance for industry to network with NAVFAC Atlantic's top leaders and provided information on the latest policies, workload, standards, and initiatives within NAVFAC. Attendees normally would hear from NAVFAC leaders in the areas of acquisition, small business, environmental issues, engineering, design and construction, facilities support, and safety. The forum also provided an opportunity for interactive discussions on issues important to both NAVFAC and industry. NAVFAC Atlantic will reevaluate options later this year to determine the possibilities for a forum returning in 2014.

NAVFAC, Seabees, Civil Engineer Corps Celebrate Heritage

More than 500 people assembled in Crystal City, Va. March 9 for the annual celebration of the anniversaries of the Seabees, Civil Engineer Corps (CEC), and Naval Facilities Engineering Command (NAVFAC). NAVFAC Commander and Chief of Civil Engineers Rear Adm. Kate Gregory hosted the special occasion to honor these organizations' past, present and future. This year's ball marks the 71st anniversary of the Seabees, the 146th anniversary of the Civil Engineer Corps, and the 171st anniversary of NAVFAC, which was established in 1842 as the Bureau of Navy Yards and Docks.

Navy Seeks Renewable Ocean Energy Technology

Kaneohe Bay, Hawaii – The Navy’s energy future was the focus of a two-day NAVFAC Conference and Industry Day, held March 26-28 at the Koa Malina Officers Club, Marine Corps Base Hawaii (MCBH), Kaneohe Bay. The Navy, in partnership with the U.S. Department of Energy, will select three ocean energy power developers to occupy Wave Energy Test Site (WETS) moorings at Kaneohe Bay. "The Navy is committed to reducing our dependence on fossil fuels and is leading the way on the development of viable, renewable energy sources,” said NAVFAC Pacific Vice Commander Capt. Pete Lynch. “NAVFAC Pacific is working on ways to make the Navy’s shore infrastructure more energy independent and strengthen our energy security position. The ocean is an untapped resource and possible source of renewable energy.

NAVFAC Announces 2012 Engineers of the Year

The 2012 Naval Facilities Engineering Command (NAVFAC) military and civilian Engineers of the Year award was announced Feb. 2 by NAVFAC Commander Rear Admiral Christopher J. Mossey. Senior Civil Engineer Bruce Seamans at NAVFAC Atlantic in Norfolk, Va. was selected as the civilian Engineer of the Year, and Lt. Christopher Casne, Facilities Engineering Acquisition Division (FEAD) team leader at NAVFAC Hawaii in Pearl Harbor, was selected as the military Engineer of the Year. “These two civil engineers represent the best of the Navy,” said NAVFAC Chief Engineer and Director of Capital Improvements Joseph Gott. Seamans served as the chief engineer for the Kandahar Provincial Reconstruction Team and Regional Command South from August 2010 to July 2011.

Navy's Great Lakes Energy Project Moves Ahead

Naval Station (NAVSTA) Great Lakes and Naval Facilities Engineering Command (NAVFAC) Midwest are taking the next step toward decentralizing the base's steam heat delivery system, one of the largest energy efficiency initiatives in the 100-year history of the base. Teams of prospective project contractors and NAVFAC representatives will conduct site visits in mid-January at many of the buildings on base to be affected. As part of the bidding process, this will give the companies a better sense of what will be involved in the project, to be awarded by summer 2012. "This is one of the most significant projects undertaken within the region," said NAVFAC Midwest Commanding Officer Capt. Scott Bernotas. "Not only is the project large in scope, but also in future benefit.

Alion Nets $4.6M Navy Contract

Alion Awarded Navy Contract Valued at $4.6M to Analyze Naval Submarine and Surface Ship Survivability and Underwater Explosions Response. Technology Solutions Firm to Provide Engineering Support to Evaluate Fleet Survivability Under SeaPort Enhanced Contract. To help the Navy in determining the survivability and operational reliability of the fleet, Alion Science and Technology, an employee-owned technology solutions company, will analyze the effects of underwater explosions (UNDEX) on U.S. Navy platforms under a $4.6 million SeaPort Enhanced award. Alion’s team of experts will examine submarines, surface ships and associated platforms for the Naval Surface Warfare Center Carderock Division’s Survivability and Weapons Effect Department.

NAVFAC, Howard University Partnership

Howard University College of Engineering, Architecture and Computer Sciences (CEACS) and the Naval Facilities Engineering Command (NAVFAC) signed an agreement that will potentially open doors to graduates for jobs around the world at NAVFAC. Howard University and NAVFAC have long, distinguished engineering histories individually, but they cemented their relationship with the signing of a Memorandum of Agreement (MOA) during the 2009 Advancing Minorities' Interest in Engineering (AMIE) Conference Sept. 9 at the Washington Plaza Hotel. NAVFAC is hiring around the world at its 16 commands, which includes 64 public works departments and three Officers in Charge of Construction.

Navy’s Eco-friendly Waste Disposal System

An environmentally friendly and cost-effective solution to the disposal of oily sludge waste has been developed by engineers, microbiologists, and chemists from Naval Facilities Engineering Command Hawaii (NAVFAC) Hawaii and NAVFAC Engineering Service Center (ESC). The solution makes it possible to remediate oily sludge waste at Pearl Harbor instead of shipping it to the mainland for disposal, which is a large cost burden and liability for the Navy. Remediating the waste is also a sustainable practice. Natural elements and processes are used, and the by-products of the remediation are natural and harmless to the environment. The oily sludge waste remediation project began as a pilot study in 2004 at the Bilge Water/Oily Waste Treatment Facility at Pearl Harbor.

Navy Simulator Wins Award

The Navy's unique, high-tech simulator of shipboard emergencies to test Recruits at Recruit Training Command (RTC) Great Lakes won a national award for construction project excellence Nov. Battle Stations 21's USS Trayer, a life-like mockup of an Arleigh Burke-class destroyer and its surrounding 157,000-square-foot building, was recognized by the Design-Build Institute of America (DBIA) as the best overall design-build project in the United States for 2008, cited for exemplary interdisciplinary teamwork, innovation and problem-solving in creating the one-of-a-kind facility.
