China's Dalian Port (PDA) Company  announced that its subsidiary Dalian Container Terminal Company inked deals to acquire the total assets, liabilities, interests, and businesses of two container terminal subsidiaries, Dalian Port Container Terminal (DPCT) and Dalian International Container Terminal (DICT). "Dalian Port Container entered into the Equity Transfer Agreement with the Vendor, pursuant to which the Vendor conditionally agreed to sell, and Dalian Port Container conditionally agreed to purchase the Sale Shares, representing 20% of the total equity interest in the Target Company, at a consideration of US$18,000,000 in cash," said a statement. Prior to the Acquisition, Dalian Port Container and the Vendor were both shareholders of the Target Company.

ABS has issued the first Integrated Software Quality Management (ISQM) Product Design Assessment (PDA) Certificate in the Asia-Pacific region for Industrial Control Systems software to Singapore-based Excel Marco, a solutions provider for process automation and safety systems for the marine and offshore industries. The SPCP assess 81 requirements and best practices to improve delivered software quality and integrity. Excel Marco is ISO 9001: 2015 certified, so implementing the SPCP process is straightforward because it takes a similar approach to software integrity assessments. China Merchants Holdings (International) Company Limited, has announced that it has signed a share subscription agreement with Dalian Port (PDA) Co., under which Dalian Port will issue 1.1bn new shares to China Merchants for HK$4.3bn ($554m). Upon completion of the transaction, China Merchants will hold a 21.05% equity stake of Dalian Port, becoming the second largest shareholder. China Merchants Holdings, which will become Dalian Port's second-largest shareholder after the purchase, said the deal allows it to strengthen its ports network within China and enhance its port-service network. Today’s workboat operators must navigate increasingly stringent IMO and EPA environmental and emissions regulations in and around ports and rivers. As the drama unfolds, selective catalytic reduction or SCR is emerging as a viable vehicle to do just that. At the same time, fears about space constraints for smaller vessels and the hassle of carrying and handing urea for these systems are rapidly evaporating, as well. Two different firms – both familiar names in propulsion markets – have embraced SCR as the way forward. Both, Tenneco and Volvo Penta, rely on deep roots in these markets and significant experience in the effort to reduce emissions from engines.

Shanghai International Port Group Co Ltd, the operator of the world's busiest container port, reported its first fall in quarterly net profit in over a year, providing evidence of China's economic slowdown. China, the world's second largest economy, grew 6.9 percent in the third quarter, dipping below 7 percent for the first time since the global financial crisis due to cooling trade and investments. Shanghai Port recorded a third quarter net profit of 1.4 billion yuan ($220.29 million), down 18.3 percent from the same period a year earlier, it said in a filing on the Shanghai stock exchange. That marked the first decline since the second quarter of 2014, Eikon data based on company data showed. In the first nine months, Shanghai Port's net profit dropped 3.3 percent to 4.5 billion yuan.

The rise of alliances among shipping carriers and industry moves toward post-Panamax and ultra large cargo ships are pressuring many U.S. ports to address access restrictions. The widening of the Panama Canal, slated to open in 2016, will further intensify the need to accommodate larger ships. Some regional ports that serve secondary markets and are unable to process larger vessels risk losing some services or being skipped completely, Fitch Ratings says. The combined impact of the shift to larger vessels and carrier alliances is giving shippers significant negotiating leverage over ports.

Upon competitive review and analysis of the Port of Seattle/Port of Tacoma Alliance Agreement, the U.S. Federal Maritime Commission (FMC) has voted unanimously to allow the Northwest Seaport Alliance to become effective as scheduled on July 23, 2015. FMC said its decision is based on a determination that the agreement is not likely at this time, by a reduction in competition, to produce an unreasonable increase in transportation cost or an unreasonable reduction in transportation service under section 6(g) of the Shipping Act.

Taking another step in forming The Northwest Seaport Alliance, commissioners from the ports of Tacoma and Seattle voted Friday to submit a final agreement to the Federal Maritime Commission (FMC) for approval. The Northwest Seaport Alliance will unify the two ports’ marine cargo terminal investments, operations, planning and marketing to strengthen the Puget Sound gateway and attract more marine cargo for the region. “This agreement is the culmination of months of work to set aside decades of competition in creating a new business model for the greater good,” said Don Johnson, Port of Tacoma commission president. The agreement outlines The Northwest Seaport Alliance’s governance charter, management and financial structures, a transition plan and a business development strategy.
