USCG Clarifies Safety Exams Protocol for CFV's

The Coast Guard published Marine Safety Information Bulletin, or MSIB, 12-15 to provide clarification about the five-year mandatory dockside safety exam that applies to many commercial fishing vessels. Effective October 15, 2015, law requires completion of a mandatory dockside safety exam on certain CFVs at least once every five years. Gulf Coast Dockside Operations and Assets acquired by Associated Terminals

Associated Terminals recently expanded its stevedoring and material handling operations on the lower Mississippi River with its acquisition of substantially all of the assets of Gulf Coast Dockside, Inc., along with a substantial interest in Bulk Material Transfer, Inc. Gulf Coast Dockside is a stevedoring company whose primary operations are located in Chalmette, LA, near milepost 90.5 of the lower Mississippi River. The company’s assets include three high capacity floating cranes and all of the attachments and equipment related to the stevedoring operation. Associated also assumes all of the existing contractual stevedoring obligations. Bulk Material Transfer operates a bulk material handling facility at the Chalmette slip within the St. Bernard Port, Harbor and Terminal District.

Ruling on Permanently Moored Dockside Casino

The U.S. Court of Appeals for the Seventh Circuit ruled that, for purposes of the Jones Act, a permanently moored dockside casino is not a vessel in navigation and its employees are not seamen entitled to protection under the Act. In the instant case, the casino vessel was documented and inspected by the U.S. Coast Guard, but only got underway once each year for engine and maneuvering tests. The court held that the vessel was not engaged in the transportation of passengers or cargo and was thus not a vessel in navigation under the Jones Act. Bisso Marine Heavy Lift Crews Launch Vessel

Bisso Marine heavy lift crews have launched a 150-ft. by 36 ft. by 11 ft. Deck Cargo/RoRo vessel at Mariner Shipyard in Houma, La. The 375 ton vessel, powered by twin CAT 3412’s is can achieve up to 14 knots. The vessel was slung with lifting cables and placed afloat dockside. Entech & Associates designed the custom vessel for use in the Caribbean for inter-island transport of freight and equipment.

Warning: Holiday Lights on Vessels

The U.S. Coast Guard issued a safety alert reminding mariners, particularly during the holiday season, to not activate display lights that obscure the required navigational lights, unless operating in a holiday boat parade or when the vessel is secured dockside. Ottawa Express First Ship in Port of Montreal in 2018

By crossing the downstream limits of the Port of Montreal at Sorel at 11:55 a.m., the Ottawa Express became the first ocean-going vessel to reach the Port of Montreal without a stopover in 2018. The Ottawa Express under the command of Captain Rakesh Kumar, is a container ship operated by Hapag-Lloyd and represented in Montreal by the Robert Reford Agency. The Ottawa Express left the Port of Liverpool, England, on December 21st. It docked late afternoon at Berth 77 at Cast Terminal operated by Montreal Gateway Terminals Partnership…

Dometic to Launch Watermaker at IBEX

Dometic Marine, a division of Dometic Group, a global provider of leisure products for the marine, truck, RV and automotive markets, announced it will showcase its new XTC-ZTC Double-Pass Watermaker at the International Boatbuilders’ Exhibition and Conference (IBEX), Sept. 15-17 in Louisville, Ky. According to Dometic , the XTC-ZTC is the first and only fully automatic, integrated double-pass reverse-osmosis system that can purify every source of yacht water, including seawater, brackish water, lake water, river water or dockside water. It is also the first and only watermaker with mechanical override for full redundancy and peace of mind.

Signal Yard Upgrades Secure Drilling Rig Project

A subsidiary of Diamond Offshore Drilling, Inc. has awarded dockside shipyard work on the Ocean Baroness semisubmersible-drilling rig to Signal International, LLC. The rig is currently docked at Signal’s Pascagoula Mississippi East Yard undergoing mooring chain inspection and chain locker repairs, general steel renewals, piping upgrades and ABS survey work. Ongoing enhancements at the East Yard have enabled Signal to accommodate large semisubmersibles, such as the Baroness, that draw over thirty feet of water depth. A 60-ft water depth by 300 x 500 ft hole was dredged near the dock. Additional dredging, from 35-ft to 42-ft depth, was also completed along a 1,005 ft stretch at the East Yard’s dockside.

LNG Vessel Docks at Teesport

PD Ports welcomed the arrival of U.S.A based Excelerate Energy’s first full LNG vessel, since the regasification facility opened at Teesport in 2007. The liquefied natural gas (LNG) tanker, named after its owners, Excelerate, entered the Tees River in the early hours of Monday 13th April. The vessel, which stands some 909 ft in length, was carrying 58,500 tonnes of LNG. The vessel had sailed from Point Fortin in Trinidad. The vessel is currently berthed on the purpose built Excelerate jetty at Teesport, where she will remain for up to two weeks. During this time she will re-gasify her cargo and discharge the finished LNG into the UK gas grid – the National Transmission System (NTS).

USCG Aims to Make Commercial Fishing Safer

Aimed at making one of the nation's most hazardous industries safer, the USCG unveiled a Commercial Fishing Vessel Safety (CFVS) Action Plan. This Action Plan was developed with extensive input from the Commercial Fishing Industry Vessel Advisory Committee (CFIVAC) and incorporated recommendations generated from the Advisory Committee and from a USCG Task Force, which investigated the tragic loss of five vessels and 11 lives, earlier in the year. The Action Plan calls for several short-term actions to take place prior to the winter fishing season, as well as eight long-term initiatives aimed at institutionalizing across-the-bard safety standards. Short-term actions will increase USCG presence on fishing docks with the goal of greater face-to-face interaction between fishermen and the USCG.

Carnival Passengers Protest After Millennium Cruise Problems

About 200 passengers on a millennium cruise to the Caribbean protested at dockside in Nassau on Tuesday, complaining that engine problems on the Carnival cruise ship Paradise had turned their celebration into a nightmare. Paradise, carrying 2,600 passengers, developed an engine problem after leaving Miami on Sunday for a seven-day cruise, forcing Carnival Cruise Lines to cancel visits to islands in the eastern Caribbean in favor of stops in the nearby Bahamas and in Mexico. Passengers expressed concerns about the safety of the ship and complained the change of itinerary disrupted planned meetings with family and friends, crimping their millennium celebrations.

Shipboard Gaming Authorized

Senate Bill (S.B.) 477, sponsored by Sen. Whitney Anderson (R-Kailua, Waimanalo), authorizes shipboard gaming upon navigable waters in the state and provides for an advisory referendum. Under the bill, shipboard gaming would be licensed and regulated by a five-member gaming board, which would be established within the Business, Economic Development and Tourism Department. S.B. 477 would also authorize the operation of shuttles to transport individuals to and from gaming ships. Dockside gaming would be forbidden, and gaming excursions could not exceed six hours for a round trip. The legislation provides for a per-person admissions tax of $10. S.B. 477 was referred to the Economic Development Committee and the Judiciary Committee, and then to the Ways and Means Committee.

Spirit Cruises Complete With Elite

Spirit Cruises' 15th passenger vessel, Elite I - designed and built by SkipperLiner Shipyards ? was delivered to the company to benefit the corporate and wedding clientele of Norfolk, Va. Capable of carrying 149 passengers, the vessel will moor dockside with 600-passenger dinner vessel Spirit of Norfolk - a vessel that has enjoyed a successful run in downtown Norfolk. Incorporating a technologically-driven hull design, Elite's 91-ft. hull is outfitted with a duo of Caterpillar 290-hp 3208DIT propulsion engines, a 70 kW Cummins electrical generator and ZF 220A gearboxes. The vessel is able to hold 1,000 gallons of fuel oil, 750 gallons of fresh water and 666 gallons of waste.

Elizabeth Dole To Serve as Carnival Spirit's Godmother

Elizabeth Dole will serve as godmother to Carnival Cruise Lines' new Carnival Spirit, the first in a new series of 88,500-ton vessels for the line. Mrs. Dole will officially name Carnival's newest ship at ceremony held dockside at the Port of Miami Friday, April 27. A former president of the American Red Cross who resigned her position in 1999 to pursue her own campaign for the U.S. presidency, Mrs. Dole's public service career began with her appointment as Deputy Assistant to President Nixon for Consumer Affairs in 1971. Over the years, she has directed U.S. public policy serving as a member of the Federal Trade Commission, Secretary of Transportation under President Reagan, and Secretary of Labor under President Bush. Mrs.

SS Norway OK'd To Sail

U.S. Coast Guard inspectors cleared the SS Norway to sail, a week after owner Norwegian Cruise Line was ordered to make repairs that scuttled the Caribbean vacations of 2,032 passengers. The sleek, blue-hulled Norway, built 40 years ago as the SS France for Atlantic crossings, has been berthed for more than a week in Miami but was now scheduled to depart on Sunday for a seven-day cruise of the eastern Caribbean, according to the Coast Guard and NCL Holding ASA. "Their certification to carry passengers is OK," Coast Guard Chief Sean Benson said. Coast Guard inspectors last week refused to sign off on the Norway's fire safety system and ordered NCL, to fix 106 poorly patched leaks in its sprinkler system.

News: NASSCO Floats Out First BP Tanker

National Steel and Shipbuilding Company (NASSCO) recently floated out Hull 484, the first of four Alaska Class, double-hull oil tankers being built for BP Oil Shipping Company, USA. The ship will be finished dockside in preparation for delivery in June 2004. The company also held a keel-laying ceremony for Hull 485, the second double-hull oil tanker being constructed for BP. BP's Site Team Member Steve Huddart welded his initials into the keel to signify the start of construction. The second ship is scheduled to be delivered in November 2004, with subsequent ships to be delivered in 2005 and 2006. The four ships are being constructed sequentially in NASSCO's 1,000-foot graving dock.

Coast Guard Terminates Voyage for Fishing Vessel

The Coast Guard Cutter Cuttyhunk terminated the voyage of the 32-ft. fishing vessel Duffy Sunday. The master, Todd Cannon of Everett, was retrieving and setting crab pots in Possession Sound, south of Whidbey Island. A Coast Guard boarding team from the Cuttyhunk conducted a safety inspection and found significant violations. Specifically, the Duffy had expired flares, only one fire extinguisher, and no official identification markings on the boat's hull. The Cuttyhunk escorted the fishing vessel to Everett Marina to fix the violations. After the violations are corrected, the master is encouraged to contact the Coast Guard's fishing vessel safety coordinator to arrange a dockside inspection.

MV Chenega to be Delayed

In an expectation that the delivery of the state’s second fast vehicle ferry, M/V Chenega, will likely be delayed until late April or even May 1, the Alaska Marine Highway System decided to schedule the M/V Aurora for Prince William Sound service from May 15-June 30. AMHS reservations operators began taking reservations for the Aurora on February 22. “The latest word we have from Derecktor Shipyards in Bridgeport, Conn., is that, due to problems with the shipyard’s electrical subcontractor, delays have been incurred with the equipment testing, dockside and sea trials. The Chenega will not be delivered until late April or as late as May 1,” said AMHS General Manager John Falvey.

Canada Invests in Security Projects

One hundred and fifteen projects aimed at enhancing security at Canadian ports and domestic ferry services will receive funding under the Marine Security Contribution Program. This announcement was made today by the Honourable Lawrence Cannon, Minister of Transport, Infrastructure and Communities. This round of funding will provide up to $12.5 million to 22 ports and domestic ferry services across the country. The funds will be used for security enhancements such as surveillance equipment, dockside and perimeter security, command, control and communications equipment, and training. Diamond Offshore Drilling, Inc. has selected Mobile based Offshore-Inland Marine & Oilfield Services (OIS) to perform upgrades and modifications to the Ocean Voyager. Canada Invests $42m for Marine Security Projects

Lawrence Cannon, Minister of Transport, Infrastructure and Communities, announced that 386 projects aimed at enhancing security at Canadian ports and marine facilities will receive funding under the Marine Security Contribution Program, and that Transport Canada is now accepting applications under the program’s next round of funding. This round of funding will provide up to $42 million to 101 ports and marine facilities across the country. The funds will be used for security enhancements such as surveillance equipment, dockside and perimeter security, command, control and communications equipment, and training. The five-year, $115-million program is helping Canada’s ports and marine facilities to modernize and strengthen their security systems and programs…

CG Assists Barge Recovery Systems with Safety During Clean-up

Coast Guard marine inspectors provided safety recommendations to the operators of 11 Shallow Water Barge Recovery System vacuum barges in Empire, La., June 18. The owner/operator of the barges asked the Coast Guard to inspect the vessels, some under construction, to ensure they were safe. The Coast Guard inspectors made recommendations to the owner/operator regarding lifesaving and firefighting equipment, vessel stability and egress issues, leaving the decision to continue construction and operations with the owner/operator. Five of the 11 barges have been engaged in operations today, operating in in Plaquemines Parish in: Bay Jimmy, Red Fish Bay, Pass A Loutre, Four Bayou Pass and Bay Baptiste.

Wilhelmsen Ships Service won a major contract to supply its Unitor brand of around 200 life rafts to 47 vessels of the MMS fleet. The life rafts are being supplied to the Japan-based company as part of Wilhelmsen Ships Service’s Liferaft Exchange Programme.
