EPA Provides $650K for Diesel Engine Refits
The U.S. Environmental Protection Agency (EPA) is providing the Puget Sound Clean Air Agency (PSCAA) with $650,000 to reduce diesel emissions from engines on up to eight vessels operating in the Puget Sound region. The project will provide vessel owners with incentives to scrap and replace 12-19 old Tier 0 engines with newer, more-efficient and lower-emission Tier 3 engines on six to eight harbor vessels operating in Puget Sound, Lake Union and Lake Washington. Combined with the mandatory match of $891,000, the total project cost is $1,541,000.
Vigor Wins $19.6m Navy Ship Repair Contract
Vigor Marine LLC, Portland, Oregon, is being awarded a $19,629,518 firm-fixed-price contract to prepare for and accomplish repair and alteration requirements for USS Kidd (DDG 100) Chief of Naval Operations scheduled, selected restricted availability (SRA) in support of the DDG-51-class destroyer ship repair program. For U.S. Naval Surface Combatants – typical repair and maintenance work to be performed in SRA includes modernization ship alterations; blasting, painting and surface preparation for complete or touch-up preservation, freeboard, struts, rudders, running gear, ground tackle, and sea-chest; hull, mechanical and electrical; various interior tanks. Work will be performed in Everett, Washington, and is expected to be completed by September, 2018.

The US Coast Guard announced that an unidentified vessel operator forced five large commercial vessels to take evasive action in Puget Sound near Port Townsend. The incident occurred during a period of low visibility and the boater did not respond to radio calls. The U.S. Coast Guard continues to work with local, state, and federal agencies to assess and improve port security throughout the region. American Cruise Lines announce the addition of a new itinerary for 2013 – Puget Sound and San Juan Islands . Offered aboard the 100-passenger American Spirit, roundtrip cruises from Seattle will showcase the most beautiful inland waterways on the West Coast. Puget Sound, which will include the San Juan Islands, will be the newest offering in American Cruise Lines’ Pacific Northwest cruise collection, which includes Alaska’s Inside Passage and the Columbia & Snake Rivers. Senator to Introduce Oil Spill Prevention Legislation
Senator Maria Cantwell (D-WA) has state that she intends to introduce legislation to reduce the risk of an oil spill in Puget Sound and the Strait of Juan de Fuca by, among other things, doubling the tug escort requirement for all oil tankers over 5,000 gross tons operating in Puget Sound and Prince William Sound; requiring a permanent rescue tug at Neah Bay; and providing financial support for the Washington State Oil Spill Advisory Council. Boater Causes Ships to Evade
An unidentified vessel operator forced five large commercial vessels to take evasive action in Puget Sound near Port Townsend, Wash., Thursday morning. At approximately 4:30 a.m., an intermittent radar contact was reported to the Coast Guard Puget Sound Vessel Traffic Service (Seattle Traffic) by a tug operator and several Puget Sound Pilots transiting the area near Marrowstone Point, Wash. The unknown vessel operator impeded a procession of north and southbound commercial traffic in low visibility with no radio communications. Two southbound vessels, a large container ship followed by a laden tanker under escort, were forced to depart their charted traffic lane toward oncoming commercial traffic.
Seattle Shipyard $29m Icebreaker Contract
U.S. Senator Patty Murray (D-WA) announced that Todd Shipyards, a Seattle-based company, has been awarded a five-year $29m contract to retrofit the United States Coast Guard’s Polar Class icebreaker, Polar Star. As a senior member of the Senate Appropriations Committee, Senator Murray helped secure $30.3m in the FY2009 Homeland Security Appropriations bill to re-activate the USCGC Polar Star, which is currently in caretaker status. “This contract is a shot in the arm for our maritime industry at a critical time,” said Senator Murray. According to Todd Pacific Shipyards' CEO, Steve Welch, the contract will mean sustaining or creating more than 250 jobs in the Puget Sound region. "This news couldn't have come at a better time," Welch said.
Pilot Boat Features New Hull Design

USCG Detains Cargo Ship As a Result of Deficiencies
On Sept. 27, 2001, following a report from the Puget Sound Pilots that the cargo ship MARLIN had serious navigation and steering problems, the Captain of the Port Puget Sound ordered the vessel to return to the Port of Everett under tug escort and to remain moored until Coast Guard marine inspectors could complete a full inspection. The Coast Guard inspection identified not only navigation and steering problems, but it also identified watertight integrity, lifesaving equipment, and firefighting equipment deficiencies. Subsequently, on September 28, 2001, the MARLIN was ordered to remain moored in Everett until such time that the vessel was brought into full compliance with all the required laws and regulations for its intended service.
Todd Shipyards $12.5M add-on to CG Contract

The National Oceanic and Atmospheric Administration (NOAA) issued its final determination finding that the Puget Sound steelhead is a threatened species under the Endangered Species Act. Safety Violations Halt Three Fishing Voyages
Three commercial fishing vessels operating throughout Puget Sound were ordered to return to port Wednesday after U.S. Coast Guard boarding teams discovered multiple safety violations. Following the boardings, the Coast Guard Captain of the Port for Sector Puget Sound sent the three crews back to port to correct deficiencies and complete a satisfactory dockside safety examination with Coast Guard personnel. In the first instance, a boarding team from Coast Guard Cutter Osprey reported several safety discrepancies on the 27-foot commercial fishing vessel Wendy Sue, including insufficient fire extinguishers, no documentation and no sound-producing device.
Todd Pacific Shipyards to Overhaul Carriers
Todd Pacific Shipyards Corporation has been awarded a five-year contract with the United States Navy to provide long-term overhaul and maintenance to the NIMITZ CLASS aircraft carriers (CVN) homeported in Puget Sound. The contract consists of multiple contract options for planned incremental availabilities (PIA's), docking planned incremental availabilities (DPIA's) and continuous maintenance and upkeep for the USS LINCOLN (CVN-72), USS STENNIS (CVN-74), USS NIMITZ (CVN-68) and USS VINSON (CVN-70) when they are in Puget Sound. The work to be performed includes all types of non-nuclear ship repair, alteration and maintenance. All on-board work will be accomplished by the Todd Pacific workforce at Puget Sound Naval Shipyard in Bremerton, Washington, or Naval Station Everett.

Port of Tacoma Settles Environmental Violations
The Port of Tacoma and two contractors have agreed to pay a $500,000 penalty and restore wetland habitat at an estimated cost of over $3 million to compensate for alleged violations of the Clean Water Act that damaged valuable Puget Sound wetlands, according to a settlement with the U.S. Environmental Protection Agency and U.S. Department of Justice. The proposed settlement has been filed with the court and the public will have 30 days to provide comments, which the court will consider before the settlement is approved. In 2008, EPA and the U.S. Army Corps of Engineers discovered that the Port of Tacoma hired a contractor to raze vegetation and destroyed more than four acres of wetlands in Hylebos Marsh…
HAL to Conduct Air Emission Reducing Study
To determine the feasibility of new technology designed to dramatically reduce air emissions on seagoing vessels, Holland America Line plans on conducting a seawater scrubber feasibility project aboard one of its cruise ships thanks to the assistance of a $300,000 EPA/West Coast Collaborative grant and $100,000 contribution from Puget Sound Clean Air Agency. The total cost of the installation is more than $1.2 million. This innovative project is intended to demonstrate how advanced seawater scrubbing reduces air emissions on large oceangoing vessels. The results will determine whether this technology could be rolled out to new oceangoing vessels, as well as retrofitting existing vessels.
Preparing the Shipyard Work Force of Tomorrow
Training tomorrow’s workforce of skilled artisans and engineers is a leading priority of America’s public and private shipyards. It takes an average of six to eight years to train a fully qualified shipyard worker to the level of journeyman mechanic, technically skilled to work on nuclear submarines and aircraft carriers. The average age of a shipyard worker is about 45 years, and 33 percent of shipyard workers are over the age of 50.
