WETA Awarded Blue & Gold Fleet Five-Year Contract
Water Emergency Transportation Authority Awards Ferry Operating Contract to Blue & Gold Fleet. At its October 6 Board of Directors meeting, the San Francisco Bay Area Water Emergency Transportation Authority (WETA) awarded Blue & Gold Fleet ("B&GF") a five-year contract for the operation of WETA's San Francisco Bay Ferry services. San Francisco Bay Ferry, which recently assumed operation of the Alameda/Oakland and Harbor Bay Ferries, provides daily commute and excursion service between Alameda, Oakland, San Francisco, and Harbor Bay. In early 2012, San Francisco Bay Ferry plans to launch new ferry service between South San Francisco and the East Bay and to assume operation of the City of Vallejo's Baylink ferry operating between Vallejo and San Francisco.
New Dock Address System in San Francisco
On March 31, 2005 the Vessel Traffic Service San Francisco (VTS) will implement a standardized system of dock addresses throughout the San Francisco Bay Region. This new system was developed by the Navigation Working Group of the San Francisco Bay Region Harbor Safety Committee to remedy the problem of frequently changing dock names after changes in ownership. Implementation of this system will significantly enhance the safety of vessels operating on San Francisco Bay by reducing confusion regarding each vessel’s destination. In addition, this new system offers benefits to maritime security, including increased ability for emergency responders to quickly identify exact dock locations during a maritime incident.
Container Vessel Damages San Francisco Bay Bridge
The U.S. Coast Guard received a report of a container vessel Cosco Busan allision with the San Francisco Bay Bridge. The vessel was out bound with a pilot onboard at the time of the allision. The vessel reported damage to the forward left side and bulk fuel (MF 380) was leaking from the vessel. Visibility was limited during the time of the allision due to fog. U. S. Coast Guard and San Francisco Police Department are enforcing a 100 foot saftey zone around the vessel and the fuel in the water and CALTRANS is assessing the San Francisco Bay Bridge. The vessel is currently being moved to Anchorage 9. U. S. Coast Guard pollution investigators and marine inspectors from Sector San Francisco are conducting investigations into the amount of bulk fuel spilled and the cause of the allision.
San Francisco Bay – RNA for LHG carriers
The U.S. Coast Guard has designated waters of San Francisco Bay, San Pablo Bay, Carquinez Strait, Suisun Bay, Sacramento River, San Joaquin River and connecting waters as a regulated navigation area (RNA) for the purpose of prohibiting vessels carrying liquefied hazardous gas (LHG) from anchoring in these waters and requiring such vessels to proceed directly to their intended offload facility. The rule comes into effect on June 28. 69 Fed. Reg. 30203 (HK Law).
New San Francisco Ferry Service Set to Start
San Francisco Bay Ferry's much-anticipated service between the East Bay and South San Francisco will launch on Monday, June 4, giving commuters a fast, stress-free alternative to the daily grind of traffic on the Bay Bridge and along Highway 101. Coast Guard to Conduct San Francisco Bay Waterways Study
The U.S. Coast Guard issued a will conduct a Waterways Analysis Management System (WAMS) study of existing aids to navigation on navigable waterways in the San Francisco Bay area to determine the degree to which they facilitate safe commercial and recreational navigation. Container Ship Owner Sues Pharmacists
The owners and operators of a container ship that slammed into the San Francisco-Oakland Bay Bridge in 2007 and spilled thousands of gallons of oil into San Francisco Bay have sued the Northern California pharmacists they claim negligently dispensed prescription drugs to the pilot of the Cosco Busan, according to news in 'The Washington Post'. The ship’s owner, Regal Stone Ltd., and operator Fleet Management Ltd. Alleged in court papers filed in San Francisco Superior Court Friday that the pills “recklessly” provided by pharmacists at a Longs drug store in Petaluma, Calif. had so clouded pilot John Cota’s judgment and dulled his reflexes that they led to the crash.

The disabled mixed-products tanker Pine Galaxy is expected to arrive in San Francisco Wednesday morning. The ship is being towed by commercial tug to San Francisco Bay. It will be met by additional tugs to ensure increased control of the ship is maintained during the transit inside the Port of San Francisco. The ship experienced a fire in the machinery shop, located in the engine room, as the ship was traveling to its next port of call. The fire occurred earlier this month. It resulted in the death of one crewmember and left the ship without power or propulsion.

Overseas Reymar Cleared to Sail; Investigation Continues
Overseas Reymar cleared to sail; Coast Guard Calls on Harbor Safety Committee to review Critical Maneuvering Areas; investigation continues. The U.S. Coast Guard has completed interviews, evidence collection, and a thorough safety inspection onboard the oil tanker Overseas Reymar which has been anchored in San Francisco Bay’s Anchorage 7 since the vessel’s allision with a support tower of the San Francisco-Oakland Bay Bridge Monday morning. Coast Guard inspectors and representatives from the vessel’s Flag State have determined the Overseas Reymar is safe to sail. This determination was based on a careful assessment of the vessel’s structural damage, and the inspection and testing of critical propulsion, auxiliary, navigation, safety, and environmental protection systems.
CA Files Suit Against Cosco Busan
California Attorney General Edmund G. Brown Jr. filed a lawsuit today on behalf of the California Department of Fish and Game Office of Spill Prevention and Response, State Lands Commission and State Water Boards against the owners, operators and pilot of the M/V Cosco Busan, the shipping vessel that spilled more than 53,000 gallons of oil into San Francisco Bay. “This was a preventable accident that had tragic consequences,” Attorney General Brown said. On November 7, 2007, the Cosco Busan, piloted by John Cota, hit the San Francisco-Oakland Bay Bridge’s Delta Tower. The crash caused approximately 53,569 of gallons of oil to spew into San Francisco Bay and spread to the Pacific Ocean and along Bay Area shorelines.

Two Coast Guard small boats set a security zone around the 900-foot container ship Cosco Busan. The ship hit the San Francisco Bay Bridge Nov. 7, 2007 spilling an estimated 58,000 gallons of oil into the bay.(U.S. City Attorney Dennis Herrera filed suit in San Francisco Superior Court, under the State's Lempert-Keene-Seastrand Oil Spill Prevention and Response Act and other state laws, against the parties responsible for the November 7 oil spill incident in the San Francisco Bay. In that incident, the M/V Cosco Busan, a 65,131-ton, 900-ft.
Nichols Bros. To Build Catamaran For Service On San Francisco Bay
The Alameda/Oakland Ferry Service on San Francisco Bay ordered a new 315-passenger catamaran ferry from Nichols Bros. Boatbuilders. Measuring 112 x 33 ft. (34.1 x 10 m), the catamaran, which is being designed by International Catamarans of Australia, is expected to go into service in the fall 2001. The vessel will become the newest member of Nichols-built catamarans that are currently operating between the Alameda area and the San Francisco ferry terminal, as well as other landings by the Alameda/Oakland ferry service. Expected to operate at a maximum loaded speed of 26 knots over its regular 6.5-mile route on the Bay, the vessel will be powered by KTA 38 Cummins engines operating at 1,190-hp driving standard propellers.
Hanson Acquires Tidewater and Moe Sand
Hanson PLC's subsidiary, Hanson Building Materials America, has acquired Tidewater Sand & Gravel and Moe Sand Co. for $44 million in cash. Tidewater is privately owned and headquartered in Oakland. The company has been serving the San Francisco Bay Area construction industry with high-quality construction grade aggregates since the mid-1950s. For the year ended December 31, 1998, Tidewater had unaudited sales revenue of $15.5 million and operating profit of $6.4 million. Tidewater carries out sand dredging from long-term leases which provide access to sand reserves in the San Francisco Bay. In 1998, it sold more than 1.6 million tons of sand and gravel from its three strategically located distribution facilities in the Bay Area.
Coast Guard to Respond to Cosco Busan Spill
U.S. Coast Guard Commandant Adm. Thad Allen announced that the Coast Guard has begun a comprehensive review of its response to the Cosco Busan oil spill in San Francisco Bay after the ship allided with the San Francisco Bay Bridge Nov. At the direction of the Commandant, the Coast Guard's Chief of Staff chartered an incident specific preparedness review (ISPR) that includes membership of federal, local, state, and industry stakeholders. The review will examine the implementation and effectiveness of the interagency area contingency plan - which guides how San Francisco Bay-area stakeholders respond to an oil or hazardous material spill -- and its integration with other applicable contingency plans at the federal, state, and local levels.
Bulker Loses Propulsion off California
The U.S. Coast Guard is monitoring a 587-foot bulk carrier Ultra Lascar after the ship lost propulsion at 10:20 a.m., approximately five miles offshore from Daly City, Calif. The Singapore-flagged bulk carrier lost propulsion while operating offshore, inbound for the San Francisco Bay. The vessel was anchored approximately three miles offshore from Daly City on FRiday, awaiting the arrival of two assist tugs, which met a third tug prior to proceeding to an anchorage in San Francisco Bay. The vessel is carrying a cargo of salt, which is destined for delivery to the Port of Stockton. The vessel also has approximately 161,000 gallons of fuel oil onboard, which is used as fuel for the engine.
Marine Barrier Installed at USCG ISC, Alameda
Wave Dispersion Technologies, Inc. has completed installation of the WhisprWave Small Craft Intrusion Barrier (SCIB) at U.S. Coast Guard Integrated Service Command at Alameda, CA. The patented floating marine barrier encloses a security zone of 2400 feet and incorporates two swinging gates of 725 feet and 825 feet to allow for movement of US Coast Guard Cutters into and out of the exclusion zone. The swinging gates pivot from WhisprWave's "Pivot Buoys" that are restricted to a specified watch circle so as to maintain a limited SCIB catenary. It prevents the barrier from impinging on the Federal channel and/or into the exclusion zone. Alameda is a city on a small island next to Oakland, California in the San Francisco Bay.
Ship Owner to Pay $2m for SF Oil Spill
Agents for the owner of a cargo ship that dumped oil into San Francisco Bay have agreed to pay $2 million to the city of San Francisco, the AP reported Thousands of birds died, beaches closed and the crabbing season was delayed after the 900-ft. Cosco Busan sideswiped the Bay Bridge. The crash cut a gash in the hull, and 54,000 gallons of oil were spilled. The agreement was reached with Hudson Marine Management Services of Pennsauken, N.J., acting on behalf of the ship's Hong Kong-based owner, Regal Stone Ltd. Source: AP
San Francisco Bay Ferry Operating Regular Schedule
San Francisco Bay Ferry will operate its regular schedule Friday, October 11 through the weekend as BART Unions and Management continue negotiations. With the announcement that BART Unions and BART management have requested an extension for their negotiations through the weekend, the SF Bay Ferry will continue with its regular weekday schedule Friday, October 11 and its regular weekend schedule. Should a strike be called Sunday night, enhanced service will begin with a 5:00 AM Vallejo departure to San Francisco on Monday, October 14.

Ultra-Large Containership Tow: USCG Evaluate Bay Exercise
US Coast Guard Sector San Francisco advise that its personnel joined with CMA CGM – the third-largest shipping group – along with other local industry partners to test the Bay Area’s capability to tow ultra-large container vessels. The vessel used for this exercise was CMA CGM’s Centaurus, an 11.400 TEU container ship measuring 365 meters, or approximately 1,200 feet. The purpose of the towing demonstration was to test the capability of existing tug assets within San Francisco Bay to connect to and tow an ultra-large container vessel.
Limited Anchorage Space at San Francisco
San Francisco Bay Anchorages will be unable to accommodate vessels with drafts greater than 25 feet. Vessels en-route to San Francisco expecting to anchor with drafts in excess of 25 feet should expect delays and are advised to coordinate with their agents and the San Francisco Bar Pilots on VHF-FM CH10 or (415) 393-0457.
