Oil from Sunken Tanker Sanchi Reached Japan's Shores
Oil that reached islands in southern Japan earlier this month is highly likely to have come from the sunken Iranian tanker Sanchi, the Japan Coast Guard said on Thursday. Samples of oily matter that washed up on Feb. 8 on the shores of the Okinoerabu and Yoron islands in the Amami chain were found to be linked to the Sanchi's sinking, the Coast Guard said. The Sanchi sank on Jan. 14 after colliding with a freighter on Jan. 6 in the world's worst oil tanker disaster in decades.
Borr Drilling Buys Paragon Offshore
Offshore rig firm Borr Drilling, controlled by Norwegian investor Tor Olav Troeim, is proposing to buy its rival Paragon Offshore for $232.5 million in a push to consolidate the fragmented rig market, it said on Thursday. A plunge in oil prices in 2014 forced oil firms to cut back on offshore exploration, reducing demand for drilling rigs at a time when new rigs ordered during the boom years were entering the market, pushing rates down to, or below, operating costs.

A ferry explosion at Mexico's tourist hot spot of Playa del Carmen left at least 14 injured on Wednesday (February 21) afternoon. Videos uploaded to social media showed emergency crews nursing injured people at the dock and people rushing for help. IMO to Ban Ships without Scrubbers from Carrying High Sulphur Fuel
The International Maritime Organization intends to ban ships that do not have equipment to strip sulphur from carrying fuel that has a sulphur content above new limits in 2020, an IMO official said on Thursday. The ban, which still has to go through two formal approval steps, was presented at IMO compliance meetings earlier this month. It would make enforcing the new limits on sulphur in shipping fuels significantly easier, cutting into the expected rule-breaking.

Baltic Index Hits Month-high
The Baltic Exchange's main sea freight index gained nearly 2 percent on Thursday to hit an over three-week high, buoyed by an improvement in activity across vessel segments. The overall index, which factors in rates for capesize, panamax, supramax and handysize shipping vessels, was up 21 points, or 1.83 percent, at 1,167 points, its highest since Jan. 30.
