Tug Safety Training Offered at Port of Milford Haven
A powerful virtual-reality ship simulation system, operated by the Port of Milford Haven is running courses to train tug boat operators from across Britain. The Navigation Suite, based at Milford Waterfront, creates highly realistic computer-generated versions of any port in the world, giving trainees the opportunity to take the controls of any vessel, including tugboats, to practice scenarios. Tug skippers from Williams Marine Services and Teignmouth Harbor Commission spent two days undertaking theory based safety training and working on simulated ‘as real’ scenarios within the port.
Aberdeen Harbor Names Harbor Master, Marine Manager
Aberdeen Harbor Board said it has completed the restructuring of its Marine Operations Department with the internal appointment of Captain Jeff Gaskin as new Harbor Master and Alexandra McIntosh as Marine Manager. Gaskin, formerly the Harbor’s Marine Superintendent, has been appointed Harbor Master following the retirement of Captain Ray Shaw. Gaskin has 26 years’ experience within the maritime sector. He started his career as a cadet with Louis Dreyfus Shipping in 1990 and enjoyed spells with both PNTL and Cunard before ending his seagoing career with Vector Offshore in Aberdeen.
Port Everglades Names New Chief Harbormaster
Conrad Strong, an 18-year veteran at Broward County’s Port Everglades, has been named Chief Harbormaster beginning May 23, said Port Director Ken Krauter. The Harbormaster Office includes approximately 40 professional and technical staff that oversees all vessel movements and berth assignments at the South Florida seaport. At Port Everglades, the Harbormaster Office serves as a one-stop shop that coordinates vessel agents, harbor pilots, towing companies, security and governmental agencies to ensure proper and timely vessel arrivals and departures. “We are fortunate to have someone with Conrad’s breadth of knowledge and experience available to make a seamless transition into this critical management position,” Krauter said.
Update: Hoegh Osaka Under Tow
Grounded car carrier vessel Hoegh Osaka self floated at 1:55 p.m., and all salvors had left the vessel safely, the U.K. Maritime and Coastguard Agency reported. The ship, which is still listed, is currently under tow to a holding position two miles east of the original grounding position. This new location is inside the Queen's Harbor Master Portsmouth (QHM) jurisdiction and is close to the area called Spitbank. The tow is being carried out by Svitzer, the salvors, and the new holding position will allow a full assessment of her condition. Queen’s Harbor Master Portsmouth has established a temporary exclusion zone of 300 meters around the vessel.
USCG Reopens Port Allen Post Hurricane Ana
The Coast Guard Captain of the Port reopened Port Allen in Kauai Monday morning after surveying crews deemed it safe for transit. The maritime public is advised to be vigilant when entering ports and harbors and to cooperate with the direction of the Coast Guard and local harbor masters. Port Business: Is Bigger Better?
Every port is different. But the harbor masters meeting in Vancouver this week are finding they all have much in common. “We all are dealing with issues of efficiency, the environment, and security and how to develop our ports to best accommodate our customers today and in the future,” says Capt. Kevin Richardson, president of the International Harbour Masters’ Association (IHMA) and a retired chief harbor master at the Port of Dover in the U.K. The congress is being hosted by the Port of Vancouver, Canada’s largest port, and the third largest in North America by tonnage.
USCG Rescues Fisherman off Massachusetts
A fisherman was rescued by the United States Coast Guard (USCG) after his 40-foot fishing vessel became caught in the surf on the Chatham Bar in Chatham, Massachusetts, Wednesday. USCG Watchstanders at Sector Southeast New England received a notification from a good Samaritan informing that the fishing vessel Never Enough was stuck in waves and needed assistance. Coast Guard Station Chatham rescue crews arrived on seen with two 42-foot fast response boats to assist. The Chatham Harbor Master also responded.
Shipowner Fails in Claim against Agent for Fuel Costs
Press Release -- International Transport Intermediaries Club (ITIC) has reported a case in which the owner of a chemical tanker made an unsuccessful claim against a port agent for costs incurred in taking on additional low-sulphur fuel at a European port. The port agent was appointed by the owners of the chemical tanker to attend the vessel in port. As the agent did not have an office at that particular port, it engaged its usual sub-agent to assist locally. Prior to the vessel’s arrival, the master sent an email to the agent asking whether there were any restrictions on the type of fuel that could be used while the vessel was both alongside and at the port’s outer roads.
Spill Forces Channel Closure at Corpus Christi
The Harbor Master's office at the port of Corpus Christi stopped ship traffic at approximately 8:30 a.m. today, January 15, due to a spill at the Bulk Material Dock No.2. The dock is located east of Valero Tule Lake. There is no report yet as to when the channel will reopen
Surveyors Find Torpedo-like Object off Scotland
Shipping vessels have been advised not to anchor where an object thought to be a torpedo was discovered on the seabed of Scapa Flow, Scotland. On Saturday, February 27, Orkney Vessel Traffic Services informed the U.K. Coastguard that a 7-meter torpedo-like object had been found during a routine seabed sonar survey carried out by SULA Diving on behalf of Orkney Islands Council Marine Services. Video footage was then captured using a remotely operated vehicle (ROV), which has now been forwarded to the relevant authorities. U.K. Coastguard has informed the Explosive Ordnance Disposal (EOD) team and the Senior Coastal Operations Officer based in Orkney.

Barge Hits Rail Bridge
The Coast Guard, Massachusetts Bay Transportation Authority and Massachusetts Bay Commuter Railroad Company responded after a tug and barge struck a railroad bridge in Beverly, MA, on December 21, 2007. The 35-foot tug Edna, owned by Jay Cashman Inc., with barge Weeks #70, was transporting dredge material outbound on the Danvers River to Beverly Harbor when the barge struck the Beverly Railroad Bridge at approximately 4:45 a.m. Both the barge and bridge sustained minimal damage. No injuries were reported. The MBTA and MBCR are working to repair damages to the bridge. Two crewmembers from Coast Guard Station Gloucester worked with the Beverly harbor master to assess damage to the barge, which was minimal.
USCG Saves Sailor in Gloucester, Mass.
A crew from Coast Guard Station Gloucester, Mass, rescued a man after his sailboat capsized near the station in Gloucester Harbor Tuesday. At 3:35 p.m., the station received a call from the harbor master that the 14-foot sailing vessel had overturned with one person aboard. A crew aboard a 25-foot Response Boat launched and was on scene within minutes to find the man clinging to his boat. He was not wearing a lifejacket. The rescue crew maneuvered the boat closer, safely brought the man aboard, and transferred him to the pier.

First Female Deputy Harbor Master at Port of Durban
One of the first three women in Africa to obtain a Marine Pilot open license in 2011, Pinky Zungu has again made history with her appointment as Transnet National Ports Authority’s first black female Deputy Harbor Master – Nautical for the Port of Durban. Having been selected by TNPA as a development candidate in 2001, Zungu is one of a growing number of women who have been promoted into senior positions through their hard work and dedication, who are changing the face of the male dominated maritime industry.
Preventive Measures Against Ebola in Benin, Cotonou
1) For all vessels calling Cotonou port, the agent is required to send to the Harbor Master office a port of call list mentioning the last 10 ports of calls, three days prior to arrival. 2) All vessels arriving from or which have called at a ports in one of the countries infected by Ebola should have on board prevention equipment (gloves, masks, sanitizing gel, etc.). 3) All vessels arriving from or which have called at a port in one of the countries infected by Ebola, and which have prevention equipment onboard, must stay at anchorage and receive FREE PRATIQUE from port health authorities prior to pilot boarding. (Boat transportation cost for embarkation/disembarkation of port health authorities are on the vessel's account and same is to be arranged by the agent).
Near Miss in New Zealand
The New Zealand Transport Accident Investigation Commission (TAIC) issued a report of the near grounding of the ferry ARATERE on September 29, 2004. The ferry was entering Tory Channel, a restricted waterway, when it failed to make a programmed course alteration while in automatic steering. The master intervened and made a manual alteration of course moments before the ferry would have grounded at full speed. The cause of the problem has not been definitely determined, but it appears that the automatic navigation and track steering system probably defaulted to autopilot mode because it received an erroneous signal from an external input…
Freighter Allides with Two Boats
The Unified Command responded to two boats being struck on the West Bank of the Flats in . The Unified Command consists of the Coast Guard Marine Safety Unit Cleveland, Dept. of Natural Resources, the Cleveland Fire Dept., Cleveland Police Dept., the Fire Boat Anthony J. Celebreeze and the Cleveland Harbor Master. The Station Cleveland 25-foot response boat were on scene providing a safety zone to ensure safe travel of all boating traffic. Motor Vessel Cuyahoga struck two boats while transiting up the , one boat was severely damaged and is submerged, and one received lesser damage and both were moored at the dock behind Shooters Night Club. The submerged vessel has two large fuel tanks filled with gasoline and is currently sheening.
Captain Takes Blame For Galapagos Grounding
Tarquino Arevalo, captain of the Ecuadorean-registered Jessica which last week fouled the Galapagos waters with oil after running aground, told Reuters he had misjudged his entry into the prophetically named Shipwreck Bay outside the tiny harbor of San Cristobal island. "The truth is I didn't even know the rock was there. It was over-confidence on my part, I am completely to blame," the 58-year-old sailor said in an interview. "I didn't do it on purpose. This has nothing to do with my crew, it was my fault, not theirs," he added. The Galapagos are home to birds, tropical fish, sea lions and the famous Galapagos giant tortoises, but the only known damage so far to wildlife has been four dead pelicans and a dozen sea lions smeared with oil.

Valdez Fire Dept., USCG Respond to Vessel Fire in Valdez
City of Valdez and U.S. Coast Guard personnel responded to a report of a vessel fire at the Crowley fuel dock within the Valdez Small Boat Harbor. At approximately 11:30 a.m. Monday morning, the 28-foot recreational vessel Falcon, with two adults and three children onboard, caught fire at the Crowley fuel dock in the Valdez Small Boat Harbor. All five persons aboard were transferred to shore and Crowley dock employees quickly secured fuel to the pier’s pumps. The Valdez Fire Department, Valdez Harbormaster’s Office, and Coast Guard immediately responded to the scene and found the Falcon engulfed in flames and a small fire on the Crowley fuel dock.
Innovation Goes Global: Safely Testing Marine Bollards
A UK-based manufacturer has come up with a new solution for safely testing marine bollards and is now planning to take the innovation global. Working with the Manufacturing Advisory Service (MAS), Tyne and Wear Marine (TWM) has spent the last year developing the ‘Bollard Load Test’ (BLT), which uses a powerful hydraulic ram and specialist torque rope to recreate more than 100 tons of ‘pull.’ This breakthrough replaces the traditional method of a tug pulling against the bollard, a method that has previously caused damage to vessels and can be dangerous to the people involved in the test.
